The Terror Organization KADEK

1. General

Historical Background

The initial activities regarding the terror organization PKK have
started with the intellectual activities of some students defending the
Marxist-Leninist ideology within the Ankara's Democratic Patriotic
Students Association (ADYÖD) under the leadership of Abdullah ÖCALAN
since 1973.

Abdullah ÖCALAN and his friends declared the setting up of the
Kurdistan's Workers Party (PKK) during an illegal meeting held in the
Diyarbakir province, Lice district, Fis village on November 27, 1978
which was called 1 st. Congress.

The inital documents stating PKK's aim were the "The Way Of
Kurdistan's Revolution-Manifesto" and party program published in 1978.
According to the said program, the aim of the terror organization is to
found initially an independent Marxist-Leninist Kurdistan state in the
East and Southeast Anatolian regions in Turkey by using the method of
armed propaganda and to achieve subsequently its final goal of
establishing an "Independent United Kurdistan" through the unification
of the Kurdish states to be founded in neighboring countries.

To this end, the terror organization PKK having officially declared
the commencement of its armed activities following the bloody attacks
on the districts Eruh and Þemdinli on August 15, 1984 has determined
four-stage strategy in order to divide and destroy Turkey by trying to
gather some part of the people, who have been living in peace within
the country for thousands of years, on a separate territory under a
different flag claiming that they have allegedly a different identity.

According to the above-mentioned strategy, it has been intended to;

- Obtain certain cultural and social rights at the first stage,

- Set up an autonomy or another administrative system of federation
type at the second stage,

- Establish the alleged North Kurdistan in our territory at the
third stage and

- Found an independent and united Kurdistan state in the region to
include some parts of Iranian, Iraqi and Syrian territories at the
final stage.

To this end, the terror organization PKK has adopted the method of
separatism-based, three-phased armed propaganda which was called the
war of people, and based on violence directed against the regional
people. Accordingly, the terror organization PKK has aimed at.

- Completing strategic defense stage through armed propaganda,
alleged guerilla war and mobile war operations under the control of its
leading staff within the framework of its ideological ideas in the
first phase,

- Partially completing the process of establishing fronts and an
army and thus, creating the strategic balance which will provide the
balance of power between the security forces and the terror
organization in the second phase and,

- Establishing saved areas in the region after triggering public
risings wherever possible by escalating the conflicts and passing into
strategic attack state when seizing the authority in the third phase,

The terror organization which has increased its armed force over 8
thousand men and raised the violence it has used against the people
regardless of their being women, elder or children to the highest level
from 1992 has not been able to achieve the above-mentioned stages until
today due to the measures taken in accordance with the "Area
Superiority Concept" put into practice from 1994, and the operations
successfully conducted by security forces. As a result, the separatist
terror organization was forced to take the decision of unilateral
ceasefire four times in 1993, 1995, 1998 and finally on September 01,
1999 in order to preserve its terrorist power.

The terror organization desiring to exploit the alleged cease-fire
as an opportunity of recovery for tactical purposes has tried to prove
that it still maintains its existence by continuing its acts and
violence against the civilians and security forces in rural, on the one
hand, carrying out sabotage and bomb attacks in the cities, on the
other hand.

The Turkish Armed Forces has gained an important success in pulling
down the terror organization and its activities to a marginal level
through a successful military operation it has conducted under the
Turkish constitution and legislation to destroy the internal threat, by
acting in a way that ensures the simultaneous implementation of a
series of administrative, social and economic measures taken to prevent
the support being provided to the terror organization.

The last achievement of the Turkish Armed Forces in struggling
against terrorism was that head of the terror organization A. ÖCALAN,
who was deported from Syria, was taken to Turkey following his capture
in Kenya/Nairobi on February 15, 1999 and brought before the
independent court.

The terror organization, tending to resort again to violence during
the period when the head of the terror organization has been taken to
Turkey and brought before the judge, has been able to adapt itself to
the new situation in a short time within the framework of the defense
that head of the terror organization has made in the court and has
tried to reach its goal by exploiting Turkey's EU goal and certain
values such as human rights and democratic rights widely accepted by
the international community. Within the framework of his defense in the
court, the head of the terrorist organization has changed his tactic
and begun to articulate such concepts as "Democratic Republic" and
"Democratic Middle Eastern Union" in its defense to save himself from
capital punishment.

At the VII. Congress of the terror organization held in the Kandil
Mountain region in Iraq on January 02-23, 2000 during which the new
strategy of the terror organization was agreed, it was decided that;

- The armed activities should be resumed in case of execution of
head of the terrorist organization and.

- The Kurdistan's National Liberation Army (ARGK), the alleged
military flank of the terror organization should maintain its existence
under the title of "People Defense Forces (Hezi Parastini Gel-HP) and
the Kurdistan's National Liberation Front (ERNK), the alleged political
flank of the terror organization, which mainly carries out activities
in European countries under the "Kurdish Democratic People Union
(Yekita Democratic A Gele Kurd-YDK) until appropriate legal
arrangements regarding recognition of the Kurdish identity in Turkey
and constitutional guarantees are provided.

The legalization plan that the terror organization has developed
according to its new strategy agreed during its congress, provides for
the followings:

- Giving the message that it is ready to make peace with the
government of Turkish Republic in order to obtain the status of being
recognized as a party in national and international public opinion,

- Handing over some terrorists to the security forces to convince
the public opinion that it is allegedly ready to make peace,

- Making political studies within the People's Democratic Party
(HADEP), which has political connection with the terror organization,
or a similar legal organization, and cooperating with other political
parties,

- Making guiding studies within the municipalities governed by
HADEP to broaden grass roots,

- Having contacts and cooperating with intellectuals from all
circles in Turkey's democratization to ensure the alleged cultural
rights of Kurds being recognized,

- Demanding that the Turkish government should make legal changes
to prove its goodwill through the human rights organizations,

- Bringing up the education in Kurdish language,

- Ensuring the Kurdish identity coming to the fore by focusing on
cultural activities,

- Organizing campaigns in order to ensure the scope of the law of
amnesty being extended,

The terror organization has attempted by its new plan to reach its
final goal that it could not achieve through its armed struggle it has
been carrying out for 16 years, through legalization efforts. To this
end, it has increased its activities it has conducted under the title
of the "Democratic Republic" at home and under "Political Settlement (
Solution ) To The Kurdish Problem" abroad,

In the plan the terror organization developed under the name of
"Peace Project" on March 07, 2000 following the VII. Congress,

- The alleged "Kurdish Problem" and PKK terror are identified with
the Irish, Palestinian, East Timor and Basque problems and it is
requested that the related "Political Solution" initiatives should also
be taken in Turkey and,

- It is put forward that the settlement of the alleged Kurdish
problem in Turkey in accordance with the predictions of head of the
terror organization, Öcalan would also serve the settlement of the
problems in the Middle Eastern countries, and the "Democratic Middle
Eastern Union" to be set up in regional countries would lead to
economic, social and cultural developments,

- Subsequently, in its 2nd "Party Assembly" meeting held in North
Iraq in September 2000, the terror organization decided to be
reorganized to conceal its terrorist identity and began to term its
former structure with innocent titles,

- Assuming that the new strategy of the terror organization could
not be well understood and adopted by its mountain members, the terror
organization held the III. "Party Assembly" meeting between 27 February
and 03 March 2001 and focused on restructuring activities in accordance
with the decisions it took during the said meeting. In addition, the
terror organization, having assessed that the people movement
activities could not achieve the desired level, has intensified its
efforts to ensure its new strategy being accepted by its members and
supporters through a series of meetings.

In this context;

* The "Centralized Propaganda and Media Conference" was held
between 29 May and 07 June 2001 in order for the efforts in the media
field, that the terror organization considers to be insufficient, and
to reach an organized structure,

* The "1st Public Movement Conference" was held between 20 June and
02 July 2001 for the purpose of carrying out the acts and activities
the terror organization has started under the name of alleged 2nd Peace
Efforts, in a more organized manner through its supporters and
sympathizers who are directed by the front organizations,

* The "1st Public Defense Forces (HPG), Conference" was held
between 28 June and 12 July 2001 in order to develop a new structure by
making radical changes in the armed flank of the terror organization
from the armed group order and discipline to war tactics and
techniques,

* The "3rd Free Women Party (PJA) Conference" was held on July
11-22, 2001 to make the women organizations conducting activities in
legal and illegal fields more active and organized,

* The "1st Culture, Art and Folklore Conference" was held on 11-22
July 2001 in order to indoctrinate wider parts of the people with
separatist ideas and,

* The "6th National Conference" was held on August 05-22, 2001
under the leadership of the alleged Supreme Council of the terror
organization in order to coordinate the conferences to be held in line
with the activities the terror organization carries out in various
fields and to direct all organizational efforts towards public
movements,

- The above-mentioned conferences have drawn special attention as
the ones which have been held within the framework of preparations for
the 8th Congress of the terror organization PKK. According to the
decisions taken during the said conferences, various campaigns have
been organized primarily in Europe and subsequently in Turkey for the
purpose of gaining support for the requests of constitutional
recognition of the Kurdish identity and the use of Kurdish language as
the language of education. However, the terror organization has not
been able to reach the desired level of participation by the people.

- On the other hand, the terror organization has focused on
re-establishment of the terrorist groups not directly affected by the
security forces and on their armed training in raid, laying ambush and
sabotage. The disagreements arising within the terror organization,
PKK-KPU conflict and escape of nearly five hundred Syrian terrorists
from the terror organization in particular have been the noticeable
problems that the terror organization has faced within the period under
review.

- In the meantime, the defense that head of the terror organization
has developed for his trial lasting in the European Court of Human
Rights has been printed by the terrorist organization in a two-volume
book under the title of "From the Sumerian Monastic State To The
Democratic Republic", accepted as the second manifesto and begun to be
used as a guide document for all activities carried out by the terror
organization and as a basic document in the ideological training of the
terrorist organization's members and supporters.

- The 8th Congress preparations which have lasted for a long time
in accordance with the outline of the said defense of head of the
terrorist organization was held in the Kandil Mountain region in
Northern Iraq on April 04-10, 2002 with the participation of 285
terrorist's 106 of whom were women and 179 men as well as about 100
audiences,

- In the said congress during which the activities the terror
organization PKK has conducted in the past and report developed
according to the defense of head of the terror organization and
submitted to the congress have also been evaluated, it has been pointed
out that;

* The terror organization PKK has obtained some advantages like
raising of the Kurdish problem in international area as a result of the
armed struggle it has conducted since 1977,

* However, the ideology and modus operandi adopted by the terror
organization at the beginning have failed due to the collapse of the
former Soviet system and the anti-terror environment arising following

organizations, and it must undergo restructuring beginning from its
ideology to its lowest-level units, including a change in its

Freedom and Democracy Congress-KADEK" from now on in accordance with a
new program, statute and organization based on the solution of Kurdish
problem in line with the main points of the defense that head of the
terrorists has submitted to the European Court of Human Rights within
the existing borders in four countries,

* PKK considers KADEK as its sole legal representative and disposes
of its moral and physical acquisitions to KADEK. The terror
organization made a press conference in Belgium/Brussels on April 16,
2000 and publicized its decisions.

- In the meantime, the fact that the inclusion of the PKK in the
list of terrorist organizations developed by the European Union member
nations which was issued on May 4, 2002 has led the members of the
terrorist organizations into great concern regarding the possible
inclusion of KADEK in the list of terrorist organizations. For this
reason, the terror organization has immediately begun to make protests
against such nations as Denmark, Spain, the UK who have had an effect
on the related decision-making,

The Terror Organization KADEK

1. General

Historical Background

The initial activities regarding the terror organization PKK have
started with the intellectual activities of some students defending the
Marxist-Leninist ideology within the Ankara's Democratic Patriotic
Students Association (ADYÖD) under the leadership of Abdullah ÖCALAN
since 1973.

Abdullah ÖCALAN and his friends declared the setting up of the
Kurdistan's Workers Party (PKK) during an illegal meeting held in the
Diyarbakir province, Lice district, Fis village on November 27, 1978
which was called 1 st. Congress.

The inital documents stating PKK's aim were the "The Way Of
Kurdistan's Revolution-Manifesto" and party program published in 1978.
According to the said program, the aim of the terror organization is to
found initially an independent Marxist-Leninist Kurdistan state in the
East and Southeast Anatolian regions in Turkey by using the method of
armed propaganda and to achieve subsequently its final goal of
establishing an "Independent United Kurdistan" through the unification
of the Kurdish states to be founded in neighboring countries.

To this end, the terror organization PKK having officially declared
the commencement of its armed activities following the bloody attacks
on the districts Eruh and Þemdinli on August 15, 1984 has determined
four-stage strategy in order to divide and destroy Turkey by trying to
gather some part of the people, who have been living in peace within
the country for thousands of years, on a separate territory under a
different flag claiming that they have allegedly a different identity.

According to the above-mentioned strategy, it has been intended to;

- Obtain certain cultural and social rights at the first stage,

- Set up an autonomy or another administrative system of federation
type at the second stage,

- Establish the alleged North Kurdistan in our territory at the
third stage and

- Found an independent and united Kurdistan state in the region to
include some parts of Iranian, Iraqi and Syrian territories at the
final stage.

To this end, the terror organization PKK has adopted the method of
separatism-based, three-phased armed propaganda which was called the
war of people, and based on violence directed against the regional
people. Accordingly, the terror organization PKK has aimed at.

- Completing strategic defense stage through armed propaganda,
alleged guerilla war and mobile war operations under the control of its
leading staff within the framework of its ideological ideas in the
first phase,

- Partially completing the process of establishing fronts and an
army and thus, creating the strategic balance which will provide the
balance of power between the security forces and the terror
organization in the second phase and,

- Establishing saved areas in the region after triggering public
risings wherever possible by escalating the conflicts and passing into
strategic attack state when seizing the authority in the third phase,

The terror organization which has increased its armed force over 8
thousand men and raised the violence it has used against the people
regardless of their being women, elder or children to the highest level
from 1992 has not been able to achieve the above-mentioned stages until
today due to the measures taken in accordance with the "Area
Superiority Concept" put into practice from 1994, and the operations
successfully conducted by security forces. As a result, the separatist
terror organization was forced to take the decision of unilateral
ceasefire four times in 1993, 1995, 1998 and finally on September 01,
1999 in order to preserve its terrorist power.

The terror organization desiring to exploit the alleged cease-fire
as an opportunity of recovery for tactical purposes has tried to prove
that it still maintains its existence by continuing its acts and
violence against the civilians and security forces in rural, on the one
hand, carrying out sabotage and bomb attacks in the cities, on the
other hand.

The Turkish Armed Forces has gained an important success in pulling
down the terror organization and its activities to a marginal level
through a successful military operation it has conducted under the
Turkish constitution and legislation to destroy the internal threat, by
acting in a way that ensures the simultaneous implementation of a
series of administrative, social and economic measures taken to prevent
the support being provided to the terror organization.

The last achievement of the Turkish Armed Forces in struggling
against terrorism was that head of the terror organization A. ÖCALAN,
who was deported from Syria, was taken to Turkey following his capture
in Kenya/Nairobi on February 15, 1999 and brought before the
independent court.

The terror organization, tending to resort again to violence during
the period when the head of the terror organization has been taken to
Turkey and brought before the judge, has been able to adapt itself to
the new situation in a short time within the framework of the defense
that head of the terror organization has made in the court and has
tried to reach its goal by exploiting Turkey's EU goal and certain
values such as human rights and democratic rights widely accepted by
the international community. Within the framework of his defense in the
court, the head of the terrorist organization has changed his tactic
and begun to articulate such concepts as "Democratic Republic" and
"Democratic Middle Eastern Union" in its defense to save himself from
capital punishment.

At the VII. Congress of the terror organization held in the Kandil
Mountain region in Iraq on January 02-23, 2000 during which the new
strategy of the terror organization was agreed, it was decided that;

- The armed activities should be resumed in case of execution of
head of the terrorist organization and.

- The Kurdistan's National Liberation Army (ARGK), the alleged
military flank of the terror organization should maintain its existence
under the title of "People Defense Forces (Hezi Parastini Gel-HP) and
the Kurdistan's National Liberation Front (ERNK), the alleged political
flank of the terror organization, which mainly carries out activities
in European countries under the "Kurdish Democratic People Union
(Yekita Democratic A Gele Kurd-YDK) until appropriate legal
arrangements regarding recognition of the Kurdish identity in Turkey
and constitutional guarantees are provided.

The legalization plan that the terror organization has developed
according to its new strategy agreed during its congress, provides for
the followings:

- Giving the message that it is ready to make peace with the
government of Turkish Republic in order to obtain the status of being
recognized as a party in national and international public opinion,

- Handing over some terrorists to the security forces to convince
the public opinion that it is allegedly ready to make peace,

- Making political studies within the People's Democratic Party
(HADEP), which has political connection with the terror organization,
or a similar legal organization, and cooperating with other political
parties,

- Making guiding studies within the municipalities governed by
HADEP to broaden grass roots,

- Having contacts and cooperating with intellectuals from all
circles in Turkey's democratization to ensure the alleged cultural
rights of Kurds being recognized,

- Demanding that the Turkish government should make legal changes
to prove its goodwill through the human rights organizations,

- Bringing up the education in Kurdish language,

- Ensuring the Kurdish identity coming to the fore by focusing on
cultural activities,

- Organizing campaigns in order to ensure the scope of the law of
amnesty being extended,

The terror organization has attempted by its new plan to reach its
final goal that it could not achieve through its armed struggle it has
been carrying out for 16 years, through legalization efforts. To this
end, it has increased its activities it has conducted under the title
of the "Democratic Republic" at home and under "Political Settlement (
Solution ) To The Kurdish Problem" abroad,

In the plan the terror organization developed under the name of
"Peace Project" on March 07, 2000 following the VII. Congress,

- The alleged "Kurdish Problem" and PKK terror are identified with
the Irish, Palestinian, East Timor and Basque problems and it is
requested that the related "Political Solution" initiatives should also
be taken in Turkey and,

- It is put forward that the settlement of the alleged Kurdish
problem in Turkey in accordance with the predictions of head of the
terror organization, Öcalan would also serve the settlement of the
problems in the Middle Eastern countries, and the "Democratic Middle
Eastern Union" to be set up in regional countries would lead to
economic, social and cultural developments,

- Subsequently, in its 2nd "Party Assembly" meeting held in North
Iraq in September 2000, the terror organization decided to be
reorganized to conceal its terrorist identity and began to term its
former structure with innocent titles,

- Assuming that the new strategy of the terror organization could
not be well understood and adopted by its mountain members, the terror
organization held the III. "Party Assembly" meeting between 27 February
and 03 March 2001 and focused on restructuring activities in accordance
with the decisions it took during the said meeting. In addition, the
terror organization, having assessed that the people movement
activities could not achieve the desired level, has intensified its
efforts to ensure its new strategy being accepted by its members and
supporters through a series of meetings.

In this context;

* The "Centralized Propaganda and Media Conference" was held
between 29 May and 07 June 2001 in order for the efforts in the media
field, that the terror organization considers to be insufficient, and
to reach an organized structure,

* The "1st Public Movement Conference" was held between 20 June and
02 July 2001 for the purpose of carrying out the acts and activities
the terror organization has started under the name of alleged 2nd Peace
Efforts, in a more organized manner through its supporters and
sympathizers who are directed by the front organizations,

* The "1st Public Defense Forces (HPG), Conference" was held
between 28 June and 12 July 2001 in order to develop a new structure by
making radical changes in the armed flank of the terror organization
from the armed group order and discipline to war tactics and
techniques,

* The "3rd Free Women Party (PJA) Conference" was held on July
11-22, 2001 to make the women organizations conducting activities in
legal and illegal fields more active and organized,

* The "1st Culture, Art and Folklore Conference" was held on 11-22
July 2001 in order to indoctrinate wider parts of the people with
separatist ideas and,

* The "6th National Conference" was held on August 05-22, 2001
under the leadership of the alleged Supreme Council of the terror
organization in order to coordinate the conferences to be held in line
with the activities the terror organization carries out in various
fields and to direct all organizational efforts towards public
movements,

- The above-mentioned conferences have drawn special attention as
the ones which have been held within the framework of preparations for
the 8th Congress of the terror organization PKK. According to the
decisions taken during the said conferences, various campaigns have
been organized primarily in Europe and subsequently in Turkey for the
purpose of gaining support for the requests of constitutional
recognition of the Kurdish identity and the use of Kurdish language as
the language of education. However, the terror organization has not
been able to reach the desired level of participation by the people.

- On the other hand, the terror organization has focused on
re-establishment of the terrorist groups not directly affected by the
security forces and on their armed training in raid, laying ambush and
sabotage. The disagreements arising within the terror organization,
PKK-KPU conflict and escape of nearly five hundred Syrian terrorists
from the terror organization in particular have been the noticeable
problems that the terror organization has faced within the period under
review.

- In the meantime, the defense that head of the terror organization
has developed for his trial lasting in the European Court of Human
Rights has been printed by the terrorist organization in a two-volume
book under the title of "From the Sumerian Monastic State To The
Democratic Republic", accepted as the second manifesto and begun to be
used as a guide document for all activities carried out by the terror
organization and as a basic document in the ideological training of the
terrorist organization's members and supporters.

- The 8th Congress preparations which have lasted for a long time
in accordance with the outline of the said defense of head of the
terrorist organization was held in the Kandil Mountain region in
Northern Iraq on April 04-10, 2002 with the participation of 285
terrorist's 106 of whom were women and 179 men as well as about 100
audiences,

- In the said congress during which the activities the terror
organization PKK has conducted in the past and report developed
according to the defense of head of the terror organization and
submitted to the congress have also been evaluated, it has been pointed
out that;

* The terror organization PKK has obtained some advantages like
raising of the Kurdish problem in international area as a result of the
armed struggle it has conducted since 1977,

* However, the ideology and modus operandi adopted by the terror
organization at the beginning have failed due to the collapse of the
former Soviet system and the anti-terror environment arising following
the September 11, 2001 terrorist attack on the US and,

* It has been the time that PKK would be replaced by a completely
new formation in order not to be included in the list of terrorist
organizations, and it must undergo restructuring beginning from its
ideology to its lowest-level units, including a change in its
organizational title,

new program, statute and organization based on the solution of Kurdish
problem in line with the main points of the defense that head of the
terrorists has submitted to the European Court of Human Rights within
the existing borders in four countries,

* PKK considers KADEK as its sole legal representative and disposes
of its moral and physical acquisitions to KADEK. The terror
organization made a press conference in Belgium/Brussels on April 16,
2000 and publicized its decisions.

- In the meantime, the fact that the inclusion of the PKK in the
list of terrorist organizations developed by the European Union member
nations which was issued on May 4, 2002 has led the members of the
terrorist organizations into great concern regarding the possible
inclusion of KADEK in the list of terrorist organizations. For this
reason, the terror organization has immediately begun to make protests
against such nations as Denmark, Spain, the UK who have had an effect
on the related decision-making,

The Islam Threat

I have been called an extremist. I accept this charge
with honor. Islam is sheer evil. It must be opposed
completely. Anything less would be to compromise with
evil. How do you nullify a total lie? With half-truths?
To say we should adopt a moderate stance vis-à-vis Islam
is a logical fallacy. Islam says, kill the unbelievers.
How can one be moderate in the face of that? Does
moderation mean accepting that Muslims only jail or beat
the unbelievers? Islam teaches one man can have four
wives. Should we compromise and say two wives are okay?
Either Allah is God or else he is the figment of a sick
mind. Does moderation mean recognizing him as real but
asking Muslims not to pay heed to the hateful and violent
teachings of his prophet?

I vehemently reject any recognition of Islam as a
legitimate religion and call for its total denunciation
and ban. Seventy years ago, if someone had called for a
total denunciation of Nazism, he probably would have been
called an extremist as well, yet a decade later everyone
adopted that view. Should we not learn from history? Evil
must be rejected completely and without reservation.

Privatizing the Apocalypse

Started as the super-secret "Project Y" in 1943, the Los Alamos National
Laboratory in New Mexico has long been the keystone institution of the
American nuclear-weapons producing complex. It was the birthplace of Fat Man
and Little Boy, the two nuclear bombs the U.S. dropped on Hiroshima and
Nagasaki in August 1945. Last year, the University of California, which has
managed the lab for the Department of Energy since its inception, decided to
put Los Alamos on the auction block. In December 2005, construction giant
Bechtel won a $553 million yearly management contract to run the sprawling
complex, which employs more than 13,000 people and has an estimated $2.2
billion annual budget.

"Privatization" has been in the news ever since George W. Bush became
president. His administration has radically reduced the size of government,
turning over to private companies critical governmental functions involving
prisons, schools, water, welfare, Medicare, and utilities as well as
war-fighting, and is always pushing for more of the same. Outside of
Washington, the pitfalls of privatization are on permanent display in Iraq,
where companies like Halliburton have reaped billions in contracts.
Performing jobs once carried out by members of the military -- from base
building and mail delivery to food service -- they have bilked the
government while undermining the safety of American forces by providing
substandard services and products. Halliburton has been joined by a cottage
industry of military-support companies responsible for everything from
transportation to interrogation. On the war front, private companies are
ubiquitous, increasingly indispensable, and largely unregulated -- a lethal
combination.

Now, the long arm of privatization is reaching deep into an almost
unimaginable place at the heart of the national security apparatus --- the
laboratory where scientists learned to harness the power of the atom more
than 60 years ago and created weapons of apocalyptic proportions.

Profane Problem or Prolific Profit?

Nuclear weapons are many things to many people -- the sword of Damocles or
the guarantor of American global supremacy, the royal path to the apocalypse
or atoms for peace. But in each notion, they are treated as idols --
jealously-guarded, shrouded in code, surrounded by sacred secrecy. That is
changing.

Private companies have long played a role in the nuclear complex, but it's
been a peripheral one. For example, Kaiser-Hill, a remediation company, is
cleaning up radioactive waste at Rocky Flats, the Denver, Colorado complex
that manufactured nuclear weapons. At Idaho Falls, another company, CH2M, is
mopping up the mess left behind after the construction of 52 nuclear
reactors. BWX and Honeywell formed a new company along with Bechtel to
manage and operate the Pantex Plant in Texas which assembled nuclear weapons
throughout the Cold War. At least ten different subcontractors are involved
in managing the Hanford nuclear complex. But the famed nuclear laboratories,
Los Alamos, Lawrence Livermore, and Sandia -- where the high priests of
nuclear physics are free to explore the outer realms of their craft -- have
long been above prosaic bottom-line or board-room considerations. Until this
year, that is.

At Los Alamos, the University of California has already been replaced by a
"limited liability corporation," says Tyler Przybylek of the Department of
Energy's Evaluation Board; and, more generally, the writing is on the
containment wall. Nuclear laboratories are no longer to be intellectual
institutions devoted to science but part of a corporate-business model where
research, design, and ultimately the weapons themselves will become products
to be marketed. The new dress code will be suits and ties, not lab coats and
safety glasses. Under Bechtel, new management will lead to a "tightly
structured organization" that will "drive efficiency," predicts John Browne,
who directed the lab at Los Alamos from 1997-2003. "If there is a product
the government wants," he concludes, "they will necessarily be focused on
that. A lot more money will be at stake."

Los Alamos was the first to go. Now, the management contract for the
Lawrence Livermore National Laboratory, is on the auction block as well.

Bechtel's Boondoggles

Many say strong corporate oversight will correct a legacy of embarrassing
missteps at Los Alamos. The keystone of the nuclear complex, it has been
dogged by missing classified computer disks, cost overruns on its expensive
new projects, and an outspoken cadre of scientists who found their voice on
LANL: The Real Story, a blog where once deferential employees blew off steam
and exposed lapses in lab management.

The idea is that, under private management, this legacy of money wasted and
dreams deferred can do an abrupt u-turn. But the question is: Can Bechtel
(or any other private military contractor) usher in a new era of nuclear
responsibility? Pete Domenici, Republican Senator and Chairman of the
powerful Energy and Water Committee, thinks so. In January, he claimed that
"this great lab will thrive under the management team led by Bechtel."

But a look at Bechtel's record might not inspire others to Domenici's
confidence. The California-based construction giant has a long history of
big projects, big promises, bigger budgets and even bigger failures.

In Boston, Bechtel was put in charge of the "Big Dig," the reconstruction of
Interstate 93 beneath the city. In 1985, the price tag for the project was
estimated at about $2.5 billion. Now, it is a whopping $14.6 billion (or
$1.8 billion a mile), making it the most expensive stretch of highway in the
world. Near San Diego, citizens are still paying the bills for cost
over-runs at a nuclear power plant where Bechtel installed one of the
reactors backwards.

In 2003, Bechtel took this winning track record to Baghdad, where it blew
billions in a string of unfinished projects and unfathomable errors. The
company reaped tens of millions of dollars in contracts to repair Iraq's
schools, for example, but an independent report found that many of the
schools Bechtel claimed to have completely refitted, "haven't been touched,"
and a number of schools remained "in shambles." One "repaired" school was
found by inspectors be overflowing with "unflushed sewage."

Bechtel also has a $1.03 billion contract to oversee important aspects of
Iraq's infrastructure reconstruction, including water and sewage. Despite
many promises, startling numbers of Iraqi families continue to lack access
to clean water, according to information gathered by independent journalist
Dahr Jamail. The company made providing potable water to southern Iraq one
of its top priorities, promising delivery within the first 60 days of the
program. One year later, rising epidemics of water-borne illnesses like
cholera, kidney stones and diarrhea pointed to the failure of Bechtel's
mission.

Outside of its ill-fated reconstruction contracts in Iraq, Bechtel is not
known as a large military contractor, but the company has been quietly
moving into the nuclear arena. It helped build a missile-defense site in the
South Pacific, runs the Nevada Test Site where the United States once
performed hundreds of above-and underground nuclear tests. Bechtel is also
the "environmental manager" at the Oak Ridge National Lab, which stores
highly-enriched uranium, and is carrying out design work at the Yucca
Mountain repository where the plan to store 77,000 tons of nuclear waste has
environmentalists and community activists up in arms.

At Washington State's Hanford Waste Treatment Plant, Bechtel is working on
technology to turn nuclear waste into glass. But the estimated costs of
building the facility to do that have doubled in one year to about $10
billion while the completion date slipped from 2011 to 2017. Members of
Congress have proposed that the Nuclear Regulatory Commission take over
management of the project from Bechtel because of its cost overruns and
delays.

Proliferation's New Meaning

Given this track record, it's hard to make the case that Bechtel assumes the
helm at Los Alamos out of an altruistic, even patriotic, desire to impose
clean, lean corporate management on a complacent institution long overfed at
the public trough. The question remains: Why this urge to privatize the
apocalypse?

To answer that question, you have to begin with the post-Cold War quest of
the nuclear laboratories for a new identity and raison d'être. The
dismantling of the Berlin Wall, the loss of the other superpower as a
nuclear twin and target, and an international shift in favor of nuclear
disarmament sent Los Alamos and the whole U.S. nuclear complex into
existential crisis: Who are we? What is our role? What do we do now that
nuclear weapons have no obvious role in a world of, at best, medium-sized
military enemies? Throughout the Clinton years, these questions multiplied
while the nuclear arsenal remained relatively stable. More recently, with a
lot of fancy footwork, a few friends in Congress, and the ear of a White
House eager to be known for something other than the Long War on global
terrorism, the labs finally came up with a winning solution that has Bechtel
and other military contractors seeing dollar signs.

They found their salvation in a few lines of the Nuclear Posture Review,
released in January 2002, where the Bush administration asserted: "The need
is clear for a revitalized nuclear weapons complex that will be able, if
directed, to design, develop, manufacture, and certify new warheads in
response to new national requirements; and maintain readiness to resume
underground testing if required."

There's gold in that there sentence. During the Cold War, spending on
nuclear weapons averaged $4.2 billion a year (in current dollars). Almost
two decades after the "nuclear animosity" between the two great superpowers
ended, the United States is spending one-and-a-half times the Cold War
average on nuclear weapons. In 2001, the weapons-activities budget of the
Department of Energy, which oversees the nuclear weapons complex through its
"semi-autonomous" National Nuclear Security Administration (NNSA), totaled
$5.19 billion; and a "revitalized nuclear weapons complex," ready to
"design, develop, manufacture, and certify new warheads," means a more than
billion-dollar jump in spending to $6.4 billion by fiscal year 2006.

And that's just the beginning. The NNSA's five-year "National Security Plan"
calls for annual increases to reach $7.76 billion by 2009. David Hobson,
Republican congressional representative from Ohio, calls this kind of
budgeting "the ultimate white-collar welfare," saying that the weapons
complex can be "viewed as a jobs program for PhDs."

He's right. That's a lot of money for a few labs and a few thousand
scientists. And private military contractors large and small are all over
it.

Entering Acronym Land

To justify this huge jump in spending, the nuclear laboratories have cooked
up plans for an alphabet soup of projects as part of the SSMP, scientists
are pushing -- to mention just a few of the acronyms on the table right now
- -- ASCC, MESA, the RRWP, the ICFHY campaign and the RNEP.

In the interest of not putting everyone to sleep, we can take a closer look
at just a few of the Bush administration's proliferating nuclear projects.
Under the umbrella of Stockpile Stewardship Management (SSMP), scientists
are working to safeguard the stockpile of nuclear weapons and materials so
it is not ravaged by time and neglect. The Reliable Replacement Warhead
Program (RRWP) will exchange existing warheads for more "reliable" (read:
more powerful) ones. There are plans underway to develop the Robust Nuclear
Earth Penetrator (RNEP) and other "useable" new nuclear weapons supposedly
to meet new threats by new enemies -- "rogue states" like Iran -- in future
preemptive anti-proliferation wars. Under each of these programs are many
other acronym-heavy, cash-rich programs that seem to lead nowhere -- except
toward further nuclear proliferation.

The Inertial Confinement Fusion and High Yield Campaign is just one of the
more outlandish and expensive of these projects. It proposes using lasers to
replicate what happens inside an actual nuclear explosion in weapons labs.
Sounds simple enough, right? The Nuclear Ignition Facility -- where the
lasers will do their work -- is the single largest project in the NNSA
budget and, according to analyst Christopher Paine, "quite possibly the most
expensive experimental facility ever built." The Department of Energy
projects $3.5 billion in costs for this alone, but the independent
environmental group, the National Resources Defense Council, puts the figure
higher yet -- at $5.32 billion -- and that money will be spent before anyone
can even demonstrate that the system works.

The Age of Nuclear Terror?

Do nuclear weapons have a role in the "Age of Terror" -- other than as
potential weapons for terrorist groups? In a new and ever-shifting
environment of emerging regional powers and wars that transcend national
boundaries, the Bush administration is taking a have-it-both-ways approach:
It is pushing aggressive non-proliferation policies for chosen enemy nations
and embracing a policy of accelerated nuclear proliferation for itself. How
much harder will it be in the future to dissuade other powers from building
nuclear weapons when the American nuclear industry and its weapons labs have
switched even more fully into private mode and the profit-motive is
increasingly at stake in global nuclear planning? These and many other
questions unfortunately remain unasked. Yet, a new era of nuclear weapons
for profit threatens to turn Armageddon into a paying operation.

During the height of the Cold War, when competition between the nuclear
laboratories seemed to rival the superpower stand-off, a Lawrence Livermore
scientist posted a sign that read: "Remember, the Soviets are the
Competition, Los Alamos is the Enemy."

In a new era of potential corporate antagonism over apocalyptic weaponry,
will there be a sign at the Bechtel-run nuclear lab emblazoned with:
"Remember, the Terrorists are the Competition, Lockheed Martin is the
Enemy"?

The Mustafa Mosque Massacre was No Accident or Error

Events in Iraq are giving the lie to administration claims that all it wants
to do is create a stable, democratic Iraq, and then leave.

The U.S. assault on the Mustafa Mosque, and the deaths of, variously, 16
insurgents or 37 unarmed worshippers (depending upon whether you believe the
Pentagon or Iraqi police), has prompted calls from the Iraqi government for
the U.S. to hand over control of security in Iraq to the local government.

Now, if this is what the U.S. government is trying to do anyway, the Bush
administration and the Pentagon should be very happy. They've just been
told, pretty clearly, that they're no longer wanted and they can pack up and
go home, right?

But they're not doing it.

Why?

Because the Bush administration has no intention of leaving Iraq,
particularly in the hands of its elected Shi'ia-led leadership.

Note also that the Iraqi "government," supposedly sovereign (remember all
that talk of handing over sovereignty two years ago?), is asking the US to
turn over control of security in the country to it, not telling it to. Note
also that Bush and the U.S. ambassador to Iraq have told the country's
Shi'ia leaders that they don't want the elected prime minister-designate,
Ibrahim al-Jafari, to be prime minister.

Some sovereignty!

The truth is that the U.S. is running Iraq from the giant U.S. Embassy
compound in the Green Zone, and the Iraqi "government" remains a puppet
regime. The truth is also that the U.S. has been spending billions of
dollars not on Iraq reconstruction, which in any case is not being phased
out if it ever was being attempted, but on building several large, permanent
military bases inside Iraq, from which the U.S. has no intention of budging
in the foreseeable future. (Want to guess where some of that "missing" $9
billion in U.S. reconstruction money has really gone?).

The Mosque attack also shows the terrible morass that American troops have
been dumped into. They're getting shot at from all over the place--probably
from mosques as much as anywhere--but if they shoot back, they end up
killing innocents. And even when they kill people who were actually shooting
at them, those people have families and friends who consider their deaths to
be heroic and patriotic. So a blood feud against the American occupiers is
made all the more bitter.

Senate visitors like Russ Feingold (D-WI) and John McCain (R-AZ) don't seem
to get it. They see that the U.S. has become the focus of Iraqi hatred, and
correctly argue that therefore the U.S. should leave as soon as possible,
but they miss the point that the Bush administration has no intention of
leaving.

President Bush doesn't have the political huevos to tell the American people
this fact, and instead just continues the deception, saying that U.S. troops
will be in Iraq until at least 2009, when the Iraq War will still be our and
their problem, but not his. In reality, unless the impeachment movement and
a reincarnated Democratic opposition drives him out before the end of his
term in 2008, Bush will be simply handing the next president a hostile,
occupied country with several islands of huge military outposts to maintain
indefinitely.

Let's be clear: the attack on the Mustafa mosque was no accident, nor was it
some stupid move by a low-ranking officer who didn't know the implications
of what he was doing. The attack was a deliberate act of intimidation and
provocation directed against the Shi'ia majority by U.S. occupation
authorities. It will not be the last.

The U.S. has no interest in a successful Iraq government, since it is now
clear that such a government will be Shi'ia led, and close to Iran
politically. Therefore, my guess is that the fallback strategy is to rev up
the Shi'ia militants, stir up civil strife, and perhaps even to get the
Sunni minority, long the heart of opposition to the U.S., to turn to the
U.S. for help, as the Kurds did years back.

Any way you look at it, this is a horrible mess--one that at $500 billion
and counting, is bankrupting this country, destroying its image around the
world, and killing hundreds of thousands of innocent Iraqis.

U.S. troops have had a bit of a respite as Iraqi fighters were focused on
other Iraqis in recent months, but the mosque attack, and word of several
other massacres of innocents by U.S. forces, is sure to bring a renewed
focus by Iraqi fighters on American soldiers. We can expect the body count,
already past the 2300 mark, to start soaring.

Myth vs. Reality on Bush's Warrantless Wiretapping Program

Myth: Congress needs to hold hearings on the NSA wiretapping program before
a measure like censure is discussed.

Fact: The Senate Judiciary Committee has held multiple hearings on the issue
despite the refusal of the administration to cooperate. Further hearings and
investigation are necessary but those hearings will not change the fact that
the President broke the law.

Congress has held multiple hearings on the wiretapping program and the
administration has not been forthcoming with information about the program.
The Senate Judiciary Committee has held three hearings on the issue ­ on
February 6th, February 28th, and March 28th, 2006. The administration has
provided only one official to testify before the Judiciary Committee,
Attorney General Alberto Gonzales on February 6th. Under questioning, the
Attorney General could not cite a single example of a President, other than
George W. Bush, who has authorized wiretapping on American soil outside of
FISA since FISA was enacted. Nor could he cite a single court decision ­ let
alone a Supreme Court decision ­ that holds that the President has the
authority to bypass FISA and authorize warrantless wiretaps. Congress does
need to hold more hearings to better understand the facts of how the program
is conducted but it does not need any more hearings to know that the
President broke the law.

Myth: The Senate Intelligence Committee is performing oversight of the
warrantless wiretapping program, and that is sufficient.

Fact: The Senate Intelligence Committee has abdicated its duty to be a check
on the executive by refusing to fully investigate the program.

On March 7th, the Senate Select Committee on Intelligence declined to
authorize an investigation into the warrantless wiretapping program despite
the fact that the National Security Act of 1947 explicitly requires the
President to keep the congressional intelligence committees "fully and
currently informed of all intelligence activities." A new subcommittee of
the Intelligence Committee is looking at the program, but this is not
adequate oversight or consistent with the National Security Act.

Myth: The law is unclear about whether the President's wiretapping program
is legal.

Fact: The law is clear that the criminal wiretap statute and Foreign
Intelligence Surveillance Act (FISA) are the only authority for wiretapping
individuals inside the United States. The few details that the President has
provided about his wiretapping program show clearly that that he ignored
these laws.

FISA states specifically that the criminal wiretap statute and FISA
"shall be the exclusive means by which electronic surveillance . . . and the
interception of domestic wire, oral, and electronic communications may be
conducted." The President and his administration have conceded that the
program is conducted without getting the court orders required by FISA.

Myth: Congress gave the president the authority to wiretap Americans on
American soil without a court order when it voted to authorize the use of
military force in Afghanistan.

Fact: There is no language in the Authorization for the Use of Military
Force (AUMF) suggesting that it authorizes the President to authorize
warrantless wiretaps of Americans on American soil.

The President has argued that Congress gave him authority to wiretap
Americans on American soil without a warrant when it passed the AUMF after
September 11, 2001. There is no language in the resolution, and no evidence,
to suggest that it was intended to give the President authority to order
these warrantless wiretaps. Warrantless domestic surveillance is not an
"incident of war" akin to detaining an enemy soldier on the battlefield as
the Administration has argued. In fact, Congress passed the Patriot Act just
six weeks after September 11 to expand the government's powers to conduct
surveillance of suspected terrorists and spies. Yet the Administration did
not ask for, nor did the Patriot Act include, any change to FISA's
requirement of judicial approval for wiretaps of Americans in the United
States. Indeed, Sen. Daschle has stated that the Administration asked for
language that would have authorized "appropriate force in the United States"
and that he specifically rejected that request.

Myth: The Constitution gives the President authority to wiretap Americans on
American soil without a court order even if it violates a statute.

Fact: FISA prohibits this kind of wiretapping program. Ever time the Supreme
Court has confronted a statute limiting the Commander in Chief's authority,
it has upheld the statute.

The President has extensive authority when it comes to national security
and foreign affairs, but given the clear prohibition in FISA, that authority
does not include the power to wiretap American citizens on American soil
without a warrant. In the landmark 1952 Supreme Court case Youngstown v
Ohio, then Supreme Court Justice Robert Jackson wrote that presidential
authority is at its "lowest ebb" when it is "incompatible with the expressed
or implied will of Congress."

The Nest of Serpents: Bush Meets with Fox, Harper in Cancun

Cancun, March 30 (RHC)-- U.S. President George W. Bush is in the
Mexican resort of Cancun for a summit with Mexican President Vicente
Fox and Canadian Prime Minister Stephen Harper. According to
observers, the issue of immigration is likely to dominate the talks,
which have been overshadowed by a fierce debate in the U.S. on
immigration reforms.

Security is tight for the summit in the beach resort whose Mayan name
means "Nest of Serpents." Mexico has sealed off much of the island,
even imposing a naval blockade.

During the two days of talks, Mexican President Vicente Fox, new
Canadian Prime Minister Stephen Harper and Bush will tackle trade
disputes and discuss possible immigration reform. Fox has long pushed
for Washington to legalise the estimated six million undocumented
Mexicans living in the United States. The U.S. president has proposed
reforms that would allow them to register for legal status and
eventually for U.S. citizenship.

However, hardline conservatives in the House of Representatives are
fighting the proposal and have approved a bill making unapproved U.S.
entry a crime along with plans to build a fence along the Mexican
border to keep immigrants out.

The measure touched off mass protests in U.S. cities and now the
Senate is working on a possible compromise that would reinforce border
security but also allow work visas and eventual residency for some
immigrants.

Bush, meeting the Canadian prime minister for the first time since he
took office in February, will try to address Canada's concerns over an
American plan to require Canadians to show passports and not merely
driver's licences when they cross the border. The two northern leaders
will also try and resolve a long-simmering dispute over U.S. tariffs
on the import of Canadian lumber.

Former Lobbyist Jack Abramoff Gets Nearly Six Years in Prison

Miami, March 30 (RHC)-- Disgraced former lobbyist Jack Abramoff and a
business partner were sentenced Wednesday to five years and 10 months
in federal prison, the minimum they faced for fraud related to their
2000 purchase of the SunCruz Casinos gambling fleet.

Abramoff and Adam Kidan both pleaded guilty to conspiracy and wire
fraud, but they won't have to report to prison right away. The judge
postponed their reporting date for at least 90 days so the two can
continue cooperating in a Washington corruption investigation and a
Florida probe into the killing of former SunCruz owner Konstantinos
Boulis. Both deny roles in the killing. Abramoff pleaded guilty in
connection with the corruption probe but has yet to be sentenced.

Under their plea agreement, both men had faced a sentence of between
five years, 10 months, and seven years, three months in federal
prison. U.S. District Judge Paul C. Huck also ordered them Wednesday
to pay restitution of more than $21 million.

Abramoff and Kidan admitted concocting a fake $23 million wire
transfer to make it appear they had made a large cash contribution to
the $147.5 million purchase of SunCruz Casinos. Based on that fake
transfer, lenders provided the pair with $60 million in financing.

The same week Abramoff pleaded guilty to the SunCruz fraud, he entered
guilty pleas to three federal charges as part of a wide-ranging
corruption probe that could involve up to 20 members of Congress and
aides, including former House Majority Leader Tom DeLay, a Republican
from Texas. In addition to assisting in that investigation, Abramoff
and Kidan are expected to give statements in the investigation into
the February 6, 2001, slaying of Boulis, who was gunned down at the
wheel of his car amid a power struggle over the gambling fleet. Three
men face murder charges, including one who worked for Kidan as a
consultant at SunCruz and who allegedly has ties to New York's Gambino
crime family.

Both Abramoff and Kidan have repeatedly denied any role in or
knowledge of the Boulis murder. But prosecutors say Kidan has not been
ruled out as a suspect and defense attorneys say Abramoff could
provide critical inside information about the dispute with Boulis, who
also founded the Miami Subs restaurant chain.

New Orleans recovery could take 25 years

WASHINGTON (AP) -- A full recovery in New Orleans could take 25 years as
homeowners, businesses and tourists are coaxed back to the city devastated
by Hurricane Katrina, the Bush administration's Gulf Coast recovery
coordinator said Thursday.

In an interview with The Associated Press, Don Powell said that much of the
city's rebirth will hinge on factors he said were "out of our control,"
including restoring housing, ensuring safety and encouraging robust
investment by the private sector.

"We kind of want it to happen overnight, or I do, but it's going to take
some time," Powell said. "This could be five to 25 years for it all to fit
into place."

Powell also said the Army Corps of Engineers now estimates it will cost an
additional $5.9 billion to repair levees enough to fully protect and insure
nearly 1.1 million residents of the greater New Orleans area.

That is in addition to the $3.5 billion the Bush administration has so far
sought to bring the levees back to at least their pre-Katrina levels by June
1, the start of the 2006 hurricane season.

Powell said the Corps recently told him the administration must commit to
spending as much as $5.9 billion more before it could fully certify the
levees, as needed to issue flood maps that determine insurance rates and
allow rebuilding to begin.

Powell said he does not know how many more federal dollars Washington will
commit to the region, or whether some of the money will come from state and
local governments. "We haven't decided what to ask for," Powell said.

But he said that decision and the release of new flood maps would likely
happen in a "relatively short period of time - in a matter of days."

Over the next 60 days, Powell said, the Corps will be strengthening levees
and building storm-proof pumping stations and flood gates to close certain
parts of New Orleans' canals in the event of a major storm.

"If another Katrina (level) storm hit after that work's done, there would be
.. some topping but the flooding would be all manageable," Powell said. "I
.. think New
Orleans is always subject to some kind of flooding, but it would not be
catastrophic-type flooding."

In Baton Rouge, Louisiana Gov. Kathleen Blanco called the nearly tripling of
the estimated cost of levee repairs "an outrage." She demanded that Congress
come up with the money. She said the $3.5 billion investment so far has
focused primarily on rebuilding the flood protection on the east bank of New
Orleans.

Without the additional cash, Blanco said, the Lower Ninth Ward and St.
Bernard and Plaquemines parishes likely wouldn't receive the levee repairs
needed to give them the protection they had before Katrina.

"Obviously all sections will not be secure," she said.

The White House so far has asked for $108 billion in Gulf Coast relief and
recovery aid, all but $19 billion of which has been approved by Congress.
The remainder is under consideration by lawmakers. The new levee costs are
not included in that spending pot, Powell said.

In a conference call with reporters later, Army Corps of Engineers Maj. Gen.
Don Riley said the new costs are the result of ongoing repairs and studies
of the levees.

"As we learn, we will adjust our methodology and our estimate," Riley said.
"To do it properly, it takes time. Our main interest is in getting this
right for the people of New Orleans."

What the storm-ravaged region will look like in upcoming years is largely up
to state and local officials, Powell said, though the U.S. Department of
Housing and Urban Development will have authority to "tweak" some of the
housing plans.

The four parishes that make up New Orleans and its immediate suburbs have
been waiting for the Federal Emergency Management Agency to issue the flood
maps for months.

Washington Pressures UN Security Council to Threaten Iran

Berlin, March 30 (RHC)-- The U.N. Security Council, pressured by
Washington, has given Iran 30 days to return to the negotiating table
on its nuclear program or face isolation. At a meeting in the German
capital between the foreign ministers of the U.S. and five other major
powers, the decision was seen by observers as another step in the
increasingly hostile aggressions against the Islamic Republic of Iran.

Germany's foreign minister told reporters in Berlin that "Iran has a
choice between isolation brought about through [uranium] enrichment"
or a return to talks. His comments reinforced a deadline in a
statement by the UN Security Council, which urged Iran to halt
enrichment.

Iran has rejected the demand and insists its nuclear activities are
peaceful and its sovereign right. Tehran's ambassador to the
International Atomic Energy Agency, Aliasghar Soltaniyeh, said earlier
on Thursday that his country will not suspend nuclear enrichment
activities. And Iranian Foreign Minister Manouchehr Mottaki said
Tehran was still open to talks on the issue with the IAEA, but that
there was "mistrust" over negotiations with European nations.

With U.S. Secretary of State State Condoleezza Rice looking on, the
UK's Jack Straw warned sanctions could follow if Iran remained
defiant, but Russia ruled out such a move. The meeting in Berlin
included the five veto-wielding permanent members of the Security
Council -- the U.S., China, France, Russian and the UK -- as well as
Germany.

Their talks came a day after the UN Security Council approved a
non-binding call on Iran to end uranium enrichment, after weeks of

Ex-FBI Agent Indicted in Mob Killings

NEW YORK (AP) -- A retired FBI agent was indicted on murder charges Thursday
for allegedly taking bribes from a mobster to supply him with inside
information that led to four underworld slayings in Brooklyn.

R. Lindley DeVecchio, 65, was arrested in a case of "confidential leaks,
payoffs and death" dating back two decades, District Attorney Charles Hynes
said.

DeVecchio pleaded not guilty and was released on $1 million bail. He did not
speak at his arraignment. One of the two alleged mob hitmen behind the
slayings was jailed without bail. The other was in Florida, awaiting
extradition.

Colleagues of the FBI veteran were quick to defend him against the charges.

"We all know Lin, and we all know he's not capable of doing these kinds of
things," James Kossler, a former supervisor with the FBI's New York office,
said Wednesday. "It's so sad it could happen to a guy like this."

Hynes said the charges stemmed from the unusually close relationship between
DeVecchio - then head of the FBI's Colombo crime family squad - and Gregory
Scarpa Sr., a government informant and Colombo captain nicknamed "The Grim
Reaper."

The pair met each week during the 1980s and '90s and discussed a bloody
civil war within the Colombo family. In exchange for bribes, DeVecchio
"counseled Scarpa to protect himself by eliminating imminent threats," Hynes
said.

In 1984, DeVecchio allegedly warned Scarpa that the girlfriend of a
high-ranking Colombo figure was cooperating with federal authorities. As a
result, authorities say, she was shot and killed in a Brooklyn social club -
a pattern prosecutors said was repeated in three slayings of Scarpa rivals,
the last one in 1992.

Scarpa gave DeVecchio weekly payments and also enhanced the agent's
reputation within the FBI by helping him solve important cases, Hynes said.

DeVecchio surrendered Wednesday night at the Brooklyn district attorney's
office. He had no comment as he entered.

Kossler, former FBI Assistant Director James Kallstrom, ex-agent Joe
Pistone, known for infiltrating the mob as Donnie Brasco, and other
supporters in law enforcement have begun raising money for DeVecchio's
defense on a Web site.

The site notes that the agent was cleared in previous investigations, and it
attributes the renewed allegations to convicted mobsters eager to lie in
exchange for leniency.

DeVecchio retired in 1996. Scarpa died in prison in 1994.

Cuban Medical Brigade Recognized for Service in Quake-struck Pakistan

Havana, March 30 (RHC-AIN)--A fifth contingent, made up of 256 Cuban
doctors and paramedics, has returned to their homeland after working
for almost six months serving victims of the devastating earthquake
that hit Pakistan this past October.

At their farewell ceremony in Pakistan, the Cuban physicians of the
"Henry Reeve International Medical Brigade" received certificates of
recognition for their humanitarian service.

The head of the international team of healthcare workers, Dr. Juan
Carlos Dupuy, also praised the work done by the Cuban specialists.

The Cuban medical staff has left an everlasting impression on the
villages of Besham, Maira, Takot, Dadar, Hattiam and Hattiam Bala -
where they worked in harsh weather conditions and saved thousands of
earthquake victims.

The delegation was seen off by Cuban Deputy Foreign Minister Bruno
Rodriguez and the chief of the Working Group of the Cuban Communist
Party, Dr. Enrique Sifontes, reported the newspaper Grannma.

Looking for a Cuban businessman

I read the March 15 Vietnam News (English language daily) at the
modern Hanoi airport. VinaLand, I learn, has invested more than $200
million into Vietnamese real estate, a "hot sector," according to
Merrill Lynch. The Wall Street giant calls Vietnam "one of the last
emerging markets in the region." Merrill Lynch advised "investor
attention over the next decade."

Sharing front page space with real estate, Venezuela's Assembly
President and his Vietnamese counterpart extol their joint working
relationship.

Can Vietnam cooperate with Venezuela's socialist goals while U.S.
investors speculate in Vietnamese real estate? Can Vietnam enjoy the
"fruits of foreign investment" and still have a viable socialism? Or
do such questions reveal my short-term thinking, inappropriate in the
face of Vietnam's conflictive past? As empires have successively
conquered this nation, its people have become resilient. In the
"American War," preceding the mid 1970s Liberation of Cambodia and
subsequent border war with China, few families escaped death, injury
or displacement.

Indeed, rubble remains from the ten years in which U.S. military
technology showed its lethal capacity in cities like Hue. In the 1968
Tet Offensive, the Viet Cong captured Hue and hoisted their red flag
from the citadel, the early 19^th Century fortress that dominates the
city's landscape. The VC, as the U.S. military called them,
systematically dismantled the South Vietnamese government structure,
eliminated its supporters and rebuffed South Vietnamese
counterattacks.

Then, U.S. bombers and artillery pounded suspected Viet Cong
positions. The Vietnamese revolutionaries fired mortars at advancing
U.S. troops. Afterwards, thousands of dead soldiers and civilians
covered the ground. The ancient citadel was reduced to debris.

Former Vietnam veterans now tour the rebuilt fortress with sad -
perhaps nostalgic - looks on their faces, alongside tourists from
Europe, Asia and other parts of Vietnam. Our Vietnamese guideDo, in
his late 20s and who learned English and Japanese at the university,
explains that it will take some years before the government finishes
reconstructing parts of the citadel destroyed during the 1968 battle.
Tourists roam the walkways amidst workers who ignore them. Their job
is to repave the corridors where bearers once carried the Queen Mother
to see the Royal Theater perform. The Queen Mother was plump. She ate
and got carried everywhere. I have seen few overweight Vietnamese.

Plump Western visitors, however, applaud the singing and dancing of
the slender members of the Royal Theater Company (trained by the
Communist government). No royalty or concubines attended the
performance - at least not in costume.

Boats with painted dragons on their prow haul tourists down the
Perfume River - named because of the wide variety of fragrant flowers
along its banks - to visit ancient pagodas. On each boat, boat owners
try to sell tourists handicrafts, art work and clothing along with the
local Festival beer.

The economy of Hue depends on tourism. I asked Do what he thought
about the past, when 3 million Vietnamese died in "the American War",
and the present where he and others whose families suffered make their
living by catering to U.S., European and Japanese tourists.

He smiled. "We have put that in the past and we have moved on. We do
not feel hatred toward Americans," he said. Every Vietnamese we ask
repeats this mantra. I have come to actually believe it. Do assured me
that Iraqis, too, will forgive the Americans for what they are
currently doing to that country. I wonder if the Vietnamese had been
Muslims. Didn't the "American War" teach the Pentagon not to fight
enemies who fight back?

An ancient "garden house" on the outskirts of Hue reveals how green
thumbs applied their magic over centuries. Elegant and natural looking
floral arrangements dot the patio, without exhibiting any apparent
effort. I want to bite into the mangoes, jack and dragon fruits and
the plump green figs hanging from the branches. Do, noting my interest
in development and socialism, explains that "the government says we
are only at an early stage in developing communism and we must have
patience." I smile. He smiles. "I'm not sure I believe we are ever
going to experience that stage of perfect equality," he says with a
twinkle in his eye.

On the walk to the hotel from the river, I note that almost every
store offers tourist items, from sun tan oil and mosquito repellent to
clothing, art, craft and booze. The DMZ Café resonates with the sound
of American pop music. U.S. tourists drink beer inside.

Early next morning, video camera in hand, I film streams of bicyclists
and motor bike riders crossing the Trang Tien Bridge over the Perfume
River. I inhale nostril-searing fumes. On the riverfront, women try to
sell me tickets for boat rides, men offer to drive me to my
destination on the back of their motorbikes or on bicycle driven cabs
to see the sights.

At the upscale Saigon Morin Hotel, a French tour guide tries to hurry
his flock to board the tourist boat. France colonized Vietnam from
1860 until Ho Chi Minh's troops threw them out in 1954. A frustrated
Japanese couple shouts heavily accented English at a taxi driver,
presuming he will understand better if the volume goes up. Japan ruled
Vietnam during World War II. Ho's independence forces fought them
until August 1945, when Japan left and Ho declared Vietnamese
independence. For one month, under Ho, the sovereign Republic of
Vietnam ruled the country. Then, the French troops returned and war
began. Now Vietnamese get tips from tourists coming from the very
empires that oppressed them.

On the bus to Hoi Anh, further south on the coast, two Australian high
school teachers comment on the good food and reasonable prices. I also
hear Danish, German, French and Japanese. Some travelers get off at
Danang, once a U.S. military base and now an example of "development."
High rises under construction dot the landscape of a place that once
served as a major U.S. base. An army museum displays a U.S. jet bomber
shot down during the war, alongside other captured military equipment
in the "American war."

Hoi Anh, despite the ubiquitous presence of the motorbikes, leaving
trails of rancid gas exhaust, has retained qualities of an ancient
city. Hordes of tourists flood the old quarter to eat, drink and buy
paintings, post cards, tailor-made clothing and mass-produced "marble"
Buddha statues.

Tourist hotels and internet cafes dot the streets. Vietnamese
teenagers play video games on the web; others sit in small open air
café-cinemateques and watch DVDs of Kung Fu films on mid sized TVs.

"Life became so much better since the government opened the economy in
1986," says Le, a former English teacher who now works with an NGO
that helps street kids. The people of Hoi Anh, like those of Hue,
welcome the tourists. "It's preferable. From 1975 to 1986, the
government gave everyone 4 meters of cloth per year and small amounts
of food. People lined up for hours to buy bus tickets to Danang." He
spoke about the abundant food now available on street markets. We
still have a communist government, of course, but you can see people
feel free. We can buy motor bikes. Before, we had only bicycles."

Ironically, his best friend died in a motor bike accident. Le blames
the anarchy of Vietnamese traffic. "We have no rules."

I mention the penetrating blare of the motorbike horns. "Until 1986,
Hoi Anh was a city of looms, much noisier and more polluting than
motorbikes. When the government decided to promote tourism, the
textile industry moved to areas outside the city."

At lunch, the 17-year-old waitress brings us a spicy, flavorful crab
soup and lotus root salad. Then she goes outside the tiny restaurant.
"Good food," she shouts, trying to steer two grouchy Germans inside.

I look at Le skeptically. "Before tourism, the young people left for
larger cities to find jobs. Now, they're returning, along with
overseas Vietnamese, the boat people who fled in the 1980s. Some have
actually invested here. When they left the government called them
traitors. Those same people are now called patriots," he laughs.

Vietnam had remained inside the Soviet economic model until 1986, when
Gorbachev admitted that the model did not work. Vietnamese Communist
leaders quickly began to integrate their nation's economy with the
flow of the dominant world forces.

In twenty years, the economy has become transformed from a Soviet
socialist to a visibly capitalist model. The March 18 News show an
unsmiling Fidel Castro gripping the hand of Nguyen Van An, Vietnam's
Assembly Chair. An "admired Cuba's remarkable achievement in the
difficult context of the current international situation." Earlier, An
had addressed a joint Cuba-Vietnam Business Forum and emphasized that
"Vietnam is now a favored environment for foreign investors, including
Cuban businessmen."

On my next trip to Havana, I hope to meet one of these Cuban
businessmen.

Italian Philosopher Gianni Vattimo Honored in Cuba

Havana, March 30 (RHC)--Italian researcher and philosopher, Gianni
Vattimo, won the hearts of those gathered to hear his conference on
Tuesday in Havana's Higher Arts Institute (ISA) where he confessed
that he feels like a Cuban.

Vattimo was awarded the diploma by the arts institute for his writing
which has made him one of the important philosophers of our time. In
his work, he has always written against conventionality, particularly
hegemonic globalization, which he continues to fight by way of his
essays and newspaper columns.

Controversial and down to earth in his writing, Vattimo is well aware
of the changes and crisis affecting the planet today and is a great
admirer of art and esthetics. He is in Cuba attending the Ninth
Biennial Visual Arts Festival and was accompanied at his conference by
Culture Minister, Abel Prieto.

The conference was followed by a question and answer period in which
the Culture Minister invited Vattimo to host theoretical debate
workshops on philosophy and contemporary society.

Gianni Vattimo is internationally renowned for his scientific rigor
and his sharp, articulate philosophical views. He has taught at
various universities in Europe, the United States and Latin America
and has a long list of essays published in many countries and
languages.

His most recent book, El socialismo o Europa (Socialism or Europe), is
a collection of essays written during his tenure as a member of the
European Parliament, on the meaning and future of the European
integration progress.
