NEW DELHI, Dec 10 (IPS) - Ananth Kumar, junior minister for culture, has
just launched a youth programme, 'Vande Mataram', named after a
controversial ultra-nationalist song which glorifies "Hindu India".

The programme includes production of cassettes of Hindu nationalist
music, films on India's wars with Pakistan, youth festivals, culminating
in a so-called millennium youth parliament. The emphasis is on
inculcating "pure" and militant patriotism among the young generation.

Kumar is a long-standing member of the ruling Bharatiya Janata Party's
(BJP) fanatical parent Rashtriya Swayamsevak Sangh (RSS), which was
banned following Mahatma Gandhi's assassination by a Hindu bigot
inspired by its ideology. The RSS used to characterise Gandhi as a
traitor to the cause of Hindu nationalism.

Vande Mataram is only one of the initiatives of the BJP-led government.
The most important part of their campaign relates to the systematic
takeover of institutions responsible for the design of school curricula
and national agendas in social science and historical research.

The BJP-nominated hardline Education Minister, Murli Manohar Joshi, has
stuffed key organisations with loyalists or mediocre men. These include
the University Grants Commission, All India Council of Technical
Education, the Indian Council of Social Sciences and Historical
Research, and Indian Institute of Advanced Study.

However, it is in the primary and secondary education areas, where
younger minds can be influenced, that the BJP is causing the greatest
damage. It has altered key personnel in the National Council of
Educational Research and Training (NCERT), National Institute for
Educational Planning and Administration, and National Open School (NOS),
which has over a million pupils.

NCERT is charged with writing textbooks for secondary schools, which
serve as models for all the 25 states of India, although they are not
legally obliged to follow the national syllabus. NCERT and its
associates, including the NOS, have been ordered to undertake
comprehensive curriculum revision, the first such exercise since 1976.

They are in the process of preparing "Guidelines" and "Discussion
Papers" which are meant to lay down the norms for writing textbooks, and
stipulate the core values and objectives of education.

These will be eventually scrutinised by a Review Committee, which too is
headed by a former Supreme Court judge known for a verdict favouring the
Hindu-communal ideology of the BJP.

Some of the Discussion Papers go way beyond their general remit and
specify some of the substantial content of textbooks. For instance, a
paper prepared within the NOS system contains the following formulations
about "Bharatiya" (predominantly Hindu- Indian) "culture" and identity.

Indians are "a race". More, they have "a mission" and "destiny" as a race.

"Bharatiya culture is the only culture which has understood the life
problems (sic!) in their totality ... In the history of the world, it is
the only effort to see the science, philosophy, religion, psychology and
social life in an integrated form."

"Bharat excelled in every branch of Science ... Our sages realised
reality lying in every sphere of life."

Such views deny the plain truth that India has since ancient times been
a multi-cultural, multi-religious, syncretic society. The Discussion
Papers greatly exaggerate ancient India's achievements and present the
country as a victim of repeated foreign aggressions and invasions,
especially from Islam. They argue that the time has now come for Indians
(read Hindus) to assert themselves.

NOS and NCERT insiders say that the BJP's effort is to redesign
curricula on the model of the RSS-run Vidya Bharati (VB) school system.
This comprises 6,000 schools, with 1.2 million children and 40,000
teachers. In states ruled by the BJP singly or in alliance, these have
been integrated into the official state-run education system.

The VB textbooks were recently scrutinised by an expert committee which
concluded on the basis of elaborate, meticulous analysis, that they are
"designed to promote bigotry and religious fanaticism in the name of
inculcating knowledge of culture in the young generation."

The VB textbooks describe ancient India as the only civilised part of
the world, which "for 3,000 years" was seen "with greedy eyes by the
marauders, barbarous invaders and oppressive rulers ... To our ancestors
these marauders were like mosquitoes and flies who were crushed."

According to them, the Vedas 2,500 years ago had secret formulas for
building planes, even nuclear weapons!

The VB textbooks are notorious for their defence of obnoxious practices
such as 'sati' or widow burning, the most extreme forms of male
chauvinism, caste oppression, and "Aryan supremacy". They resemble in no
small way the kind of texts that were produced in Hitler's Germany which
too stressed Aryan "purity".

The BJP-led government may or may not last its term. But the damage
caused by such malicious "education" is likely to outlast generations of
Indians.

Since the CEO negotiatef the labor contract, it wasn't forced down his
throat, he shouyld understand exactly what the costs will be before he
signs the contract.

It's already been posted on this thread about the Construction
Assocaition that hires union workers because of the increased
productivity, better training, and safety.
I've worked with non-union workers in my previous job. For just my
safety on the job alone I would rather work with union workers.

I have a better solution. Let's implant chips into all Americans to
identify themselves. Basically people would become gigantic bar codes.

Police could attend sports events, music events, and other events where
people gather. The folks would go through a hidden scanner and be
removed from the others if he/she didn't have a chip.

The chipless person would immediately be jailed. When proof of
citizenship is presented, the jailed miscreant would pay a fine and get
chip implanted. Those that couldn't would be deported.

Think of the ease cops would have when you are pulled over. He simply
scans the people in the car and if there is a warrant, to jail you go.

When you die, the morgue simply scans you into the system. Death
warrants could then be transmitted to government agencies and private
groups like TRW and other credit checking agencies.

If temporary work permits are required, implant a chip that identifies
the person as a temporary worker.

unsolved questions surrounding Our Great Tragedy?

Here is your must-read for the month.

Here it is: an absolutely exceptional inside scoop on the white-hot
world of Sept. 11 conspiracy theories, writ large and smart by Mark
Jacobson over at New York magazine, and it's mandatory reading for
anyone and everyone who's ever entertained the nagging thought that
something -- or rather, far more than one something -- is deeply wrong
with the official line on what actually happened on Sept. 11.

See, it is very likely that you already know that Sept. 11 will go down

in the conspiracy history books as a far more sinister affair than,
say, the murky swirl of the Kennedy assassination. You probably already

know that much of what exactly happened on Sept. 11 remains deeply
unsettling and largely unsolved -- or to put another way, if you don't
know all of this and if you fully and blithely accept the official
Sept. 11 story, well, you haven't been paying close enough attention.

But on this, the third anniversary of the launch of Bush's illegal
invasion of Iraq by way of whoring the tragedy of Sept. 11 for his
cronies' appalling gain, what you might not know, what gets so easily
forgotten in the mists of time and via the endless repetition of the
orthodox Sept. 11 tale, is the sheer volume, the staggering array of
unanswered questions about just about every single aspect of Sept. 11
-- the planes, the WTC towers, the Pentagon, the fires, the passengers
and the cell phone calls and the firefighters and, well, just about
everything. It is, when you look closely, all merely a matter of how
far down the rabbit hole you are willing to go.

Verily, Jacobson, in his New York mag piece, encounters crackpots and
fringe nutballs and those who think Sept. 11 was connected to aliens
and electromagnetic fields and the Illuminati. It can, unfortunately,
get a little crazy. But there is also a very smart, grounded,
intelligent and surprisingly large faction -- which includes
eyewitnesses, Sept. 11 widows, former generals, pilots, professors,
engineers, WTC maintenance workers and many, many more -- who point to
a rather shocking pile of evidence that says there is simply no way 19
fanatics with box cutters sent by some bearded lunatic in a cave could
have pulled off the most perfectly orchestrated air attack of the
century. Not without serious help, anyway.

Whose help? This, of course, is the biggest question of all, one which
many of the more well-researched theories go a surprisingly long way
toward answering.

You have to sift and sort. There are disturbing questions about
collapse speeds and controlled demolitions and why the towers fell when

the all-steel infrastructure was designed to easily withstand the
temperatures of any sort of fire, even burning jet fuel.

There are questions of the mysterious, media-documented blasts deep in
the WTC towers that took place after the planes hit. There are
questions of why there was such a short-selling spree on shares of
American Airlines and United Air Lines the day before the attack, huge
doubts about the failures of NORAD and the FAA, the bizarre case of the

missing plane in the Pentagon crash, and also the downing of Flight 93
where, according to the coroner, no blood or major plane wreckage was
actually found. There is, ultimately, the stunning failure of the
entire multi-trillion-dollar American air-defense system. Just for
starters.

There is also the very big question of what happened to 7 WTC, the only

building not hit by anything at all, but which collapsed anyway, in a
perfect controlled-demolition sort of way, for no reason anyone can
sufficiently explain. But which just so happened to contain vital
offices for the IRS, the Department of Defense, the CIA, the Secret
Service, the Securities and Exchange Commission and more.

But perhaps Jacobson's article is insufficient for you. Perhaps you
have heard much of it before, or you're more of the visceral type and
need to actually see the proofs in order to delve deeper, have them
laid out like gruesome body parts in a mesmerizing autopsy. Fair
enough.

For you, we have the surprisingly compelling indie documentary "9/11
Loose Change" (Google it), freely available on the Internet and
produced by three very astute and very young and very strong-willed
dudes who managed to cobble together a truly astounding array of proofs

and interviews and evidence, a full 1 hour and 20 minutes' worth of
mesmerizing footage you will not be able to easily forget.

Or maybe you should peruse one of the countless Sept. 11 conspiracy
sites, many of which link to relevant video and one of which --
scholarsfor911truth.org -- claims to be "a non-partisan association of
faculty, students, and scholars, in fields as diverse as history,
science, military affairs, psychology, and philosophy, dedicated to
exposing falsehoods and to revealing truths behind 9/11." Start there.

Now, it's very true that some of the more specious conspiracy claims
have been largely discredited and proved false. Some of the more
radical "evidence" gathered by theorists is quite suspect and easily
placed in the category of no-way-in-hell. This is valid. This is as it
should be. You have to chew through a lot of skin and gristle to get to

the real meat.

But oh the meat. The overwhelming quantity, the bloody, deadly stench
of it. Fact is, it is quite impossible to watch the entire "Loose
Change" documentary and not come away just a little shaken, a little
awed by the sheer number of perversely interrelated facts and aberrant
coincidences-that-aren't-coincidences, shaking your head at how it all
seems to irrefutably prove there is far, far more to the Sept. 11
tragedy than just crazy Osama and his band of zealots, as you begin to
sink into a sighing morass of rage and frustration and suspicion and
mistrust. You almost can't help it.

Of course, there is another option. There is another way out. You may,
as is the standard cultural default, simply ignore it all, scoff and
roll your eyes and shrug it all off because it's just too bleak and
distasteful to entertain the idea that the dark Sept. 11 thread winds
all the way through the NSA and the FBI and the White House and the
Project for the New American Century and Dick Cheney's mangled soul and

God only knows where else.

But then again, no. You have to look. You have to try. Knowledge is
power, and while the truth may be spurious and slippery and messy and
deep, the pursuit of it is just about the only thing we have left. Give

that up, and all that's left is spiritual numbness, emotional stasis
and death. So what are you waiting for?

Praying for other people to recover from an illness is ineffective,
according to the largest, best-designed study to examine the power of
prayer to heal strangers at a distance.

The study of more than 1,800 heart-bypass patients found that those who
had people praying for them had as many complications as those who did
not. In fact, one group of patients who knew they were the subject of
prayers fared worse.

The long-awaited results, the latest in a series of studies that have
not found any benefit from "distant" or "intercessory" prayer, came as
a blow to those hoping scientific research would validate the popular
notion that people can influence others' health, even if the sick do
not know that someone is praying for them.

The researchers cautioned that the study was not designed to test the
existence of God or the benefit of other types of prayer, such as
praying for oneself or praying at the bedside of friends or relatives.
They also did not rule out that other types of distant prayer may be
effective for other types of patients.

"No one single study is ever going to provide an answer," said Jeffery
Dusek of Harvard Medical School, who helped lead the study being
published in the April 4 issue of the American Heart Journal.

Although many studies have suggested that praying for oneself may
reduce stress, research into praying for others who may not know they
are the subject of prayers has been much more controversial. Several
studies that claimed to show a benefit have been criticized as deeply
flawed.

And several of the most recent findings have found no benefit.

The new $2.4 million study, funded primarily by the John Templeton
Foundation, was designed to overcome some of those shortcomings. Dusek
and his colleagues divided 1,802 bypass patients at six hospitals into
three groups. Two groups were uncertain whether they would be the
subject of prayers. The third was told they would definitely be prayed
for.

The researchers recruited two Catholic groups and one Protestant group
to pray "for a successful surgery with a quick, healthy recovery and no
complications" for 14 days for each patient, beginning the night before
the surgery, using the patient's first name and the first initial of
the last name.

Over the next month, the two groups that were uncertain whether they
were the subject of prayers fared virtually the same, with about 52
percent of patients experiencing complications regardless of whether
they were the subject of prayers.

Surprisingly, 59 percent of the patients who knew they were being
prayed for experienced complications.

Because the most common complication was an irregular heartbeat,
researchers speculated that knowing they were chosen to receive prayers
may have inadvertently put the patients under increased stress.

"Did the patients think, 'I am so sick they had to call in the prayer
team?' " said Charles Bethea of the Integris Heart Hospital at Baptist
Medical Center in Oklahoma City, who helped conduct the study.

Skeptics said the study should put to rest the notion that distant
prayer has any effect.

"I would hope that these results, combined with similar recent
findings, would encourage scientists to stick to science and stop
dabbling in the supernatural," said Bruce Flamm of the University of
California at Irvine.

Even some supporters of incorporating more spirituality into medicine
said they hope the findings will put an end to such research.

"It's time now to redirect resources towards supporting studies that
try to understand how religious faith influences people's health and
well-being through understandable mechanisms," said Harold Koenig of
Duke University.

But proponents of such research said the work is important because so
many people believe in prayer.

"I would hate to have premature closure based on a handful of studies,"
said Marilyn J. Schlitz of the Institute of Noetic Sciences in
Petaluma, Calif. "We just don't know enough about this to close the
door."

The findings are unlikely to change the minds of the faithful, several
pastors said.

"We welcome and appreciate the involvement of scientists researching
faith," said Rob Brendle, associate pastor of the New Life Church in
Colorado Springs. "But this is just one study. We believe
wholeheartedly that prayer changes things. So many of us have
experienced that in our lives."

Viewing the pictures from the Armed Forces Day parade on Monday 27th
reminded me of a visit to Nurnberg to see Hitler's parade ground
stadium. Hitler used the stadium for patriotic speeches and parades of
his storm-troopers before sending them off to cause destruction and
havoc across Europe and the rest of the world. So perhaps it is no
surprise that when Than Shwe gives his speech it is as full of fascist
propaganda as any spouted by Hitler, Mussolini or Tojo. Status of
ancient Burmese kings stand in for the Emperors of ancient Rome or
Teutonic knights of the middle ages. Than Shwe's speech gave us the
usual selection of ridiculous lies, and demonstrates Than Shwe's lack
of understanding of the route to peace in Burma.

The New Light of Myanmar's English rendition of Than Shwe's speech
has already been derided by numerous pro-democracy activists around the
world, so I will only add a little to what has already been said. The
speech is usefully set out to make tearing it to pieces easier for us,
so I will use the 'Comrades' paragraph headings as my cue.

On the 61st Anniversary Armed Forces Day which is of historical
significance as the entire people together with Tatmadaw annihilated
the fascist menace on that day, I would like to solemnly inform you of
matters of importance.

We still call it Revolution Day! I believe it took more than one day
to annihilate the fascist enemy, but that is a goal for us - to
annihilate today's fascists, the SPDC, in one day.

Our Tatmadaw is an indispensable patriotic Tatmadaw which was initially
formed during the period of struggle for independence. As the Tatmadaw
conquered the fascists of its own decision, our patriotism had to be
recognized by the colonialists.

As I recall from reading the history of conflict in Burma, most of the
fighting was carried out by soldiers from British, Indian, Ghurkha,
Canadian, West African and Australian regiments. The BIA changed sides
near the end of the conflict. True, they had communist or socialist
backgrounds and never really trusted the fascist Japanese after they
expelled the British from Burma. It is rather sad fact that the
radical BIA was transformed into a fascist army - the very thing that
Aung San and the BIA had fought against.

Since the time of colonialists occupation of Myanmar, they had
practised the method of divide and rule among the national races. Upon
re-entering the country, they sowed seeds of discord among national
races of mountainous border areas as they had to consider granting of
independence to the country.

The colonial rule rarely caused any division, except on the basis of
race - black and white! The colonial rule was based on a fallacy
that the British were capable of defending the empire - the Japanese
invasion of SE Asia dispelled that myth, and if anything gave impetus
to the independence movements across the whole area. The mountainous
frontier areas were governed differently partly because the British had
so few people available, and also the Shan States and other hill states
had been politically separate at the time of the British conquest of
lower Burma in 1886. But perhaps Than Shwe has forgotten the Panglong
agreement - the Bamar, Shan and ethnic groups showed great unity at
that time. The 'seeds of discord' have been sown by fascist
elements in Burma ever since, and are now promulgated by the fascist
SPDC.

All the national races which descended from our ancestors coming to
live in this nation since millions of years ago are analogous to a
hundred fruits bearing from a twig.

This may seem rather pernickety of me, but I would like to point out
that modern theories of mankind indicate that homo sapiens (us two
legged upright humans) have only been in our currently evolved state
for about 2 million years. Perhaps Than Shwe is referring to the
thought process of the fascist mind when he refers to 'millions of
years ago'. On another minor point, I think that most twigs with a
hundred fruits on them would break off the tree and fall to the ground.
Perhaps this is the dis-integration that Than Shwe refers to. And to
continue, I am not sure why sharing the same water would make us love
the Union and stay together - perhaps Than Shwe is starting to add
some psychedelic drugs to the water supply.

Now the entire people are striving energetically hand-in-hand with the
Tatmadaw for the emergence of a peaceful, modern, developed and
discipline-flourishing democratic nation. The stability of State,
community peace and tranquillity, prevalence of law and order,
uplifting of education standard and standard of living of people are
essential for the multi-party democratic system.

I haven't noticed any striving hand in hand. The one million
internally displaced persons would prefer not to come that close to the
SPDC for fear of being tortured, terrorised or murdered. The lethargy
with which the junta approaches the National Convention can hardly be
called 'energetic'. Stability of the State, and all the others
aspects are what Burma needs, and wants. It isn't getting it, and
won't get it, until the SPDC have been removed from government; and a
democratically elected government is in place; one which isn't
fettered and controlled by the fascist SPDC; one which is elected by
the people of Burma.

In a multi-party system, only when there is prevalence of law and order
the dangers of violence can be averted; only when the national races
can enjoy food, clothing and shelter, fraudulent bribery by money can
be overcome and only through attainment of higher standard of education
can trickery be avoided. Today, the Tatmadaw and the people are
striving together for the emergence of a democratic state and these are
tasks which need time for implementation.

The only trickery that we are seeking to avoid is that perpetrated by
the SPDC. The SPDC are continuously trying to trick the people of
Burma to believe blatant lies. The SPDC are continuously trying to
trick the international community that they are making progress on
their road-map. The SPDC are continuously trying to lie to the people
of Burma that the SPDC have their best interest at heart. And only the
stupid or brain-washed believe anything that they have to say.

To state that the Tatmadaw should be strong is not untrue. Every
country has the right to defend itself against aggression. But Burma
has no immediate threat from external forces. Any UN-led force would
liberate the people of Burma from their present government by removing
the illegal regime and restoring democracy. The only use for a strong
army is for the SPDC to continue its reign of terror, killing,
torturing, rape and pillage - much like the ancient Burmese kings of
days gone by did on other ethnic groups (in much the same way that the
SPDC have a special extra degree of hatred for the ethnic groups of
Burma today).

Among the three capabilities required of a country such as political
capability, economic capability and defence capability, the main (role)
of the Tatmadaw, as well as, that of the citizens is the high defence
capability. In order to enjoy higher political and economic
capabilities, the patriotic Tatmadaw must render its assistance through
its participation.

The economic situation of Burma is dire. It would be a blessing if the
Tatmadaw did just that, and rendered assistance to the people of Burma.
The SPDC army terrorises the people of Burma. When freedom and
democracy return to Burma, the role of the Tatmadaw may well be to
render assistance - building roads, ploughing fields, assisting
international NGOs, etc. But I am not convinced that the SPDC need
modern Russian MiG fighters and helicopters to undertake this work.
The military arsenal can only be used for killing - the SPDC are
intent of killing the people of Burma, not on assisting them. This
must stop NOW.

Regarding the section of what a 'good member of the Tatmadaw'
should do, I was of course pleased to learn that the SPDC have a 60
point rule book (the British Army's Queen's Regulations runs to 570
pages). It is rather a shame on the profession that few if any of the
SPDC soldiers abide by the rule book. 'loyalty to the State' -
this is a good rule, and it should mean that the army is loyal to
legally instituted government. At present, Burma does not have one;
when the people have elected a government, the army must obey the
government - no changes in the constitution should turn this on its
head again! 'protection of life' - whose life? The SPDC are
fonder of killing the people of Burma than protecting them.

'water and moon' is this about reflection of the moon in water.
The SPDC army does not reflect the wishes and aspirations of the people
of Burma - it is more like fire and paper - the SPDC is burning the
future in a bloodbath of horror.

'culture and traditions' - Is debasing cultural traditions by
jailing those who organise ethnic festivals a way of preserving
cultural traditions? I think not.

'pasoe to the waist' - well, I keep my sarong tightly fixed. I
wouldn't want to lose my noble principles. I'm sorry to inform
Than Shwe that all of the SPDC and its soldiers have lost theirs.

The "world", the so-called international community, knows quite well
that murderers, rapists, thugs in uniform in Burma are out of control.
The United Nations, the International Red Cross, international labour
bodies, the American ambassador and other ambassadors and diplomats
stationed in Rangoon -- all know what is going on. What is pathetic is
that they cannot even feign ignorance as an excuse. But not a finger
is being lifted. Is it not time that something is done? If the
"international community" and the United Nations do not have the will
or the decency to educate the Rangoon junta on what lawful governance
means, the least they can do is to declare openly, very clearly, and
formally that the victims of state-terror have the 'right to
self-defence'.

Time to face the Truth

Burma is a country of eight ethnic states: Burma Proper, Shan, Karen,
Karenni, Mon, Kachin, Chin and Arakan States, named according to the
most numerous ethnic national inhabitants in each area.(however, in
Kachin State, the Kachins are not the majority). The country's
history was made by a succession of different groups of people who
migrated from Tibet and China, all of whom played a part in the
country's development.

Early History tells us that there had been fierce struggles for power
between the Mon, Shan and Burman (orall three had been at the height of
dominance at one time or the other). In the earliest part of history
the Mon were the most dominant, followed by the Shan who ruled the
northern parts of Burma and the Shan State for over two hundred and
fifty years and the Burman about the same number of years, from
Bayintnaung's reign until the British colonisation of Burma.

The British originally ruled Burma as an appendage of India, but parts
of the mountainous 'frontier areas' which had never been under
lowland kingdom's direct rule, were mapped into Burma and many hill
populations ended up split between Burma and neighbouring countries.
In the frontier areas there might have been an initial resistance to
colonial rules but soon they accepted the British as their Government.
In fact the period of British rule was one of the most peaceful
periods, especially in the Shan State. It was free from the Sao Hpas,
also known as Sawbwas (prince) quarrelling amongst themselves, and the
interference of the Burman Kings, and their armies marching to war
against the Chinese or the Siamese (Thailand). The British also
introduced law and order in different areas of Burma.

Most Burman nationalists bitterly resented colonial domination and they
were angered and humiliated by what they considered the British divide
and rule method between Burma Proper and the Frontier Areas. Up until
today, they harbour this feeling of humiliation and grudge against the
British, and so vent their bitterness on people of the frontier
regions. They try to erase the humiliation of colonialism and to prove
their own legitimacy and superiority by linking their own political and
religious activities to the accomplishments of the great Burmese Kings.

Burma has never before been so divided ethnically, politically and
religiously than in the last fifty years. Under the two military
regimes the people of Burma, especially the non-Burman ethnic
nationals, live in fear and terror. Few people in the world and even
those living in Central Burma can really understand and imagine the
extent to which the Burmese army has caused tensions and suffering in
the rural regions of the Shan, Karen and Karenni States. Along with
the expansion of the military's presence throughout the country the
regime also engaged in its policy of Burmanization of other ethnic
nationals.

The Burmese dictatorial regimes blamed the British for their divide and
rule policy, which they say "resulted in suspicion and discord among
national races. This subsequently led to armed insurgency that spread
to various parts of the country for decades".

It is true, that the British Government had divided Burma Proper from
the Hill States during their administration, perhaps with the intention
of protecting the peoples of the Hill States from the Chauvinistic and
bullying nature of the more worldly wise and cunning Myanmar
politicians. Members of the army seem to feel very strongly that the
British had practised a divide and rule policy during the time they
were in government, yet the Burmese military practiced a divide and
rule policy between different ethnic groups, and within the same group,
a policy which is much worse than that of the British.

One of the most popular statements of the Military regime is "Myanmar
has existed as an independent kingdom for thousands of years. It has
always been proud of its culture, tradition and values. Therefore
colonisation by Great Britain was a great shock to the psyche of the
Myanmar people."

When going back thousands of years as shown above, the Shan or Tai had
their own dynasty, "The Nam Mao Long Dynasty, expanded from Yunnan,
Shan State, Assam and large areas of Central and Northern Burma. Like
the Burmans, the Shans are also proud of their history, culture and
literature. The Shan State was a separate country from Burma, and had
always been autonomous during the British and Japanese regimes, and
even in the days of the Burmese Kings. Therefore, when the Burmese
Military occupied the Shan State and subjected the Shan people to its
rule and all forms of human rights violations it was not only a
complete shock to the psyche of the Shan peoples, but it was the worst
thing that had ever happened to them in many thousands of years of
history. The Shan people had everything that they valued, such as
their farmlands, homes and means of survival, taken away from them by
the two military regimes.

The Military Regimes have insisted that they are working to unify the
country; what they cannot see is that they are doing totally the
opposite. Previous to the Burmese Military regimes the Shans and the
Burmans had mingled socially without prejudice against each other and
the Shan culture was to some extent influenced by that of the Burmese.
But when the military regimes tried to destroy their way of life and
forced the Shans to abandon their language, literature and traditional
buildings, the Shans became aware of what the regime was doing. They
became more nationalistic and were determined more than ever to ensure
the survival of their tradition and everything that was Shan. Besides
the physical disintegration and suffering of society and individuals,
the Burmese Military had also caused distrust, bitterness and hatred.

The military regime claimed that it has been sacrificing much of its
blood and sweat to prevent the disintegration of the nation. According
to them the military coup was necessary because the Sawbwas were trying
to destroy unity by planning to secede from the Union.

By 1961 the Sawbwas realised that the Union was totally in the control
of the Burmans; therefore, the question of "to secede or not to
secede" came to be an issue amongst Shan Leaders including U Htoon
Myint who was anti-Sawbwas. This was not a crime as it was a right
provided by the Constitution. The secession issue did not arise out of
conspiracies by the Sawbwas; it originated from real grievances.

Even then the majority and more prominent Shan Leaders were committed
to working out a solution with the elected U Nu Government. In March
1962, during a high level seminar on federal issues attended by Prime
Minster U Nu and senior Shan representatives, General Ne Win seized
power. The present long and never ending conflict could have been
avoided if the debate in parliament was allowed to continue
democratically, and with compromise. Ne Win and his generals were so
obsessed with the idea of having full control over the frontier areas,
and to further their ego and superiority complex that they put the
Sawbwas and other members of the government in prison.

The Regimes' Propaganda is that they have saved the Union from
disintegrating and that they are serving the interest of the national
people.

The regime is definitely not serving the interest of the people other
than themselves. They are a self-elected government and their main aim
is to hold on to power by hook or by crook ; by killing or punishing
all oppositions by any means no matter who they are, even those from
their own group who once held the same polices as themselves. If the
present Generals feel that their policies are so right why are they so
afraid to be transparent? Why can't they face the opposition and
have a debate with them like any civilized people instead of using guns
and ammunitions to force people to accept unreasonable terms?

The Military regimes blame the British and the Shan Sawbwas for the
disintegration of the Ex-Union of Burma. If the truth be told it was
because of the Shan Sawbwas and other Ethnic Leaders that the Union of
Burma came into existence, and it was the military regimes that
destroyed the Union when they dishonoured the "Panglong Agreement"
and abrogated the 1948 Union Constitution. Yet the SPDC refuses to
accept the Union of Burma as being defunct. The Generals, one after
the other, continue to hold the states together by brutal force.

The fifty years of their attempt to do so have failed dismally. And
the root of Burma's decline and subsequent economic and educational
decay can be traced directly to colonial arrangements and misrule
practised by the Generals. By looking at these facts there is little
reason to pronounce that the present day Burma is viable as a Nation
state. A great nation is built by the diverse citizens of a nation;
not by a handful of generals who are making Burma into an empty shell
and filling it with soldiers indoctrinated with their own policy, and
provided with guns and ammunition to exterminate non- Burman ethnic
nationals and punish all oppositions.

In the 1950 -1960 I had the experience of knowing and making friends
with many Bamars. At that time all the ethnic nationals, each with its
own culture and religion studied and worked together. We were not free
from competition but the competition was fair and just and we accepted
success humbly and failure sportingly. The difference in culture and
religion did not come into question because there was no prejudice,
bigotry, or distrust amongst us.

The Military regimes insist that they are safeguarding the Barmar
society and tradition. But from my observation the culture which my
friends used to be proud ofand those of us who were not Barmar
respected and admired has been tainted with the regimes' policies to
promote its own ends- a culture which has no regard and respect for
human life; a culture that values chauvinism and superioritycomplex
anda desire to have control over other ethnic nationals. It seems the
goodness in Barmar tradition has been swallowed up and twisted by the
regimes.

The British and the Shan Sawbwas have been gone for fifty years and the
SPDC is still blaming them for the dire political situation in Burma.
It was the extreme Burmese nationalists who assassinated General Aung
San and his colleagues; it was Ne Win who staged a coup and put U Nu
and his government in prison; it is the present SPDC who put Ne Win's
family, Khin Nyunt and his followers in prison and violate human rights
against their opposition. It wasn't the Shan Sawbwas, the British or
other ethnic groups that created disunity. It is obvious that the SPDC
are out to punish their people to safeguard their own power. It is
almost predictable what is likely to happen next. The Military regimes
and the extreme Barmar nationalists cannot even keep their own group in
order.

It is time for the Generals to admit that they have misruled the
peoples of Burma for fifty years.

It is time for them to regain their reason and conscience.

It is time for the generals to give up power and let democratic elected
members govern the country.

The two key political issues today in Burma are (i) the restoration of
democracy, and (ii) the resolution of the political rights of all
ethnic nationalities. Nobody knows how Burma is going to develop; be
it a genuine federation or complete independence for some of the states
depends on the attitude and will of all concerned. To build a genuine
federation the Barmar politicians must prove to the other ethnic
nationals that they are honourable, trustworthy and genuine in their
dealings, and must not let their chauvinism and false pride mar any
success. All must move forward and past mistakes must never be
repeated.

It is time too for all the ethnic peoples, including the Barmar to work
together for the commongood of all nationals and for the progress of
mankind. It is time that we try to understand each other's feelings
and treat each other as equals. After all, we are all human beings.
Each ethnic group has its own traditions, language and literature but
with tolerance and respect we can still live peacefully side by side
and Burma is big enough for all. We have a long way to go because
fifty years of pain, suffering misunderstanding, anger and bitterness
are not easy to forget and forgive. But if there is a will there is a
way. Please take this unique chance and play a part in a vision of a
new society in which all of us may dwell in peace and harmony. Please
be an agent of change for the betterment of the human condition; a
chance to stand up effectively for human rights which are the key to
human happiness, to justice and to the welfare of the human race.

D'abord quand on est sur un site français on pale Français et non le

La seule chose que je vois c'est Hayek, fondateur du libéralisme.
Sa théorie n'est que le ramassi de tous ce qui a servi à la ruine de toutes
les civilisations antérieurs.
Toute la civilisation occidentale ne s'est bâti que par la répartition des
richesses par la base et les fortes aides sociales qui ont été le moteur
essentiel de cette civilisation dont c'est la fin.
