These are Muslim princely states?
The legislative history relating to the issue of conversion in India
underscores the point that the authorities concerned were never favourably
disposed towards conversion. While British India had no anti-conversion
laws, many Princely States enacted anti-conversion legislation: the Raigarh
State Conversion Act 1936, the Patna Freedom of Religion Act of 1942, the
Sarguja State Apostasy Act 1945 and the Udaipur State Anti-Conversion Act
1946. Similar laws were enacted in Bikaner, Jodhpur, Kalahandi and Kota and
many more were specifically against conversion to Christianity. In the
post-independence era, Parliament took up for consideration in 1954 the
Indian Conversion (Regulation and Registration) Bill and later in 1960 the
Backward Communities (Religious Protection) Bill, both of which had to be
dropped for lack of support. The proposed Freedom of Religion Bill of 1979
was opposed by the Minorities Commission due to the Bill's evident bias.
However, in 1967-68, Orissa and Madhya Pradesh enacted local laws called the
Orissa Freedom of Religion Act 1967 and the Madhya Pradesh Dharma
Swatantraya Adhiniyam 1968. Along similar lines, the Arunachal Pradesh
Freedom of Religion Act, 1978 was enacted to provide for prohibition of
conversion from one religious faith to any other by use of force or
inducement or by fraudulent means and for matters connected therewith. The
latest addition to this was the Tamil Nadu Prohibition of Forcible
Conversion of Religion Ordinance promulgated by the Governor on October 5,
2002 and subsequently adopted by the State Assembly. Each of these Acts
provides definitions of `Government', `conversion', `indigenous faith',
`force', `fraud', `inducement' (and in the case of Arunachal, that of
`prescribed and religious faith'). These laws made forced conversion a
cognisable offence under sections 295 A and 298 of the Indian Penal Code
that stipulate that malice and deliberate intention to hurt the sentiments
of others is a penal offence punishable by varying durations of imprisonment
and fines.
As early as 1967, it became evident that the concern was not just with
forced conversion, but with conversion to any religion other than Hinduism
and especially Christianity and Islam. In the Orissa and Madhya Pradesh
Acts, the punishment was to be doubled if the offence had been committed in

Scheduled Tribe community. These may be seen as further reinforcing the
several statutory penalties for ceasing to be a Hindu such as the 1955-56
Hindu Law enactments namely Hindu Minority and Guardianship Act 1956
(Section 6), Hindu Adoption and Maintenance Act 1956 (Sections 7, 8, 9, 11,
18-24), Hindu Marriage Act 1955 (Sections 13 (ii), 13 A) and the Hindu
Succession Act (section 26). The picture is complete if we account for the
fact that most of these laws are aimed to keep the low caste Hindus within
the fold of Hinduism. And so while law prohibits conversion, `reconversion'
of low caste Hindus is permissible. If a low caste Hindu who had converted
to another faith or any of his descendants reconverts to Hinduism, he might
get back his original caste (Kailash Sonkar (1984) 2 SCC 91; S. Raja Gopal
AIR 1969 SC 101).

An Israeli couple faces prison after confessing to the development and sale
of a spyware Trojan horse that helped private investigators snoop on their
clients' business competitors.
Ruth Brier-Haephrati, 28, and Michael Haephrati, 44, have entered guilty
pleas to industrial espionage charges over the Trojan horse case. Ruth was
charged with a litany of offences including fraud, planting computer
viruses, and conspiracy. Her husband, Michael, is charged with aiding and
abetting those offences, Ha'aretz reports

years in jail while Michael faces two years' imprisonment. Each also faces a
suspended sentence and a fine of one million New Israeli Shekels ($212K)
under a plea-bargaining agreement. Tel Aviv District Court Judge Bracha

March.

Spyware-for-hire suspects Michael and Ruth Haephrati arrived in Israel on
Monday to face industrial espionage charges following their extradition from
Britain. The couple, alleged masterminds behind a spyware-linked industrial
espionage program, face trial in their native Israel after dropping an
appeal against deportation.
Investigators allege the dynamic duo developed and sold customised spyware
or Trojan horse packages designed to evade detection by security tools to
three private investigation companies in Israel - Modi'in Ezrahi, Zvi
Krochmal, and Philosof-Balali, The Jerusalem Post reports. This spyware code
was allegedly installed on victims' PCs by private detectives from a
diskette or via email, as part of a spying scam that ran for up to two
years. The malware sent stolen documents to an FTP site, allowing

Spyware-for-hire couple plead guilty

An Israeli couple faces prison after confessing to the development and sale
of a spyware Trojan horse that helped private investigators snoop on their
clients' business competitors.
Ruth Brier-Haephrati, 28, and Michael Haephrati, 44, have entered guilty
pleas to industrial espionage charges over the Trojan horse case. Ruth was
charged with a litany of offences including fraud, planting computer
viruses, and conspiracy. Her husband, Michael, is charged with aiding and
abetting those offences, Ha'aretz reports

years in jail while Michael faces two years' imprisonment. Each also faces a
suspended sentence and a fine of one million New Israeli Shekels ($212K)
under a plea-bargaining agreement. Tel Aviv District Court Judge Bracha
Ofir-Tom will rule on whether the Haephrati's plea is acceptable on 27
March.

Investigators allege the duo developed and sold customised spyware or Trojan
horse packages designed to evade detection by security tools to three
private investigation companies in Israel - Modi'in Ezrahi, Zvi Krochmal,
and Philosof-Balali. This spyware code was allegedly installed on victims'
PCs by private detectives from a diskette or via email, as part of a spying
scam that ran for up to two years. The malware sent stolen documents to an
FTP site, allowing unscrupulous firms to swipe confidential documents from
rivals. Each software installation allegedly netted the Haephratis 2,000 New
Israeli Shekels ($425), The Jerusalem Post reports

According to court documents, Michael Haephrati developed the spyware Trojan
horse, while his wife, Ruth, marketed it via a firm called Target-Eya.

Volvo and Honda cars) against Champion Motors (an Audi and Volkswagen
dealership). Satellite television company Yes is accused of spying on rival
cable TV outfit HOT. Another alleged victim is a PR agency, whose clients
include Israel's second biggest mobile phone operator, Partner
Communication. The Haephratis are among 22 people arrested in Israel and the
UK in connection with the case last year. ®

Major Changes Raise Concerns on Pension Bill

With a strong directive from the Bush administration, Congress set out more
than a year ago to fashion legislation that would protect America's private
pension system, tightening the rules to make sure companies set aside enough
money to make good on their promises to employees.
House Majority Leader John A. Boehner has been a driving force behind
changes to the pension bill.
Then the political horse-trading began, with lawmakers, companies and
lobbyists, representing everything from big Wall Street firms to tiny rural
electric cooperatives, weighing in on the particulars of the Bush
administration's blueprint.
In the end, lawmakers modified many of the proposed rules, allowing
companies more time to cover pension shortfalls, to make more forgiving
estimates about how much they will owe workers in the future, and even
sometimes to assume that their workers will die younger than the rest of the
population.
On top of those changes, companies also persuaded lawmakers to add dozens of
specific measures, including a multibillion-dollar escape clause for the
nation's airlines and a special exemption for the makers of Smithfield Farms
hams.
As a result, the bill now being completed in a House-Senate conference
committee, rather than strengthening the pension system, would actually
weaken it, according to a little-noticed analysis by the government's
pension agency. The agency's report projects that the House and Senate bills
would lower corporate contributions to the already underfinanced pension
system by $140 billion to $160 billion in the next three years.
That shortfall raises the specter of more pension plans failing, pushing
their liabilities on to the government, according to the agency and critics
of the bills. And some companies with fully financed pensions feel unfairly
penalized by having to pay higher pension premiums to make up for others'
shortfalls.
"It takes a better economist than me to understand how reducing
contributions by that much is going to protect benefits and put the system
on a sounder footing," said Jeremy I. Bulow, an economist at Stanford
University.
Both pieces of legislation - one passed by the House and the other by the
Senate, both by overwhelming majorities - do contain measures that would
reduce some of the lapses and inaccuracies that the current pension law
permits. They would also increase the premiums that companies pay to the
federal guarantor, the Pension Benefit Guaranty Corporation, an agency
grappling with a $23 billion deficit.
Senator Charles E. Grassley, Republican of Iowa and chairman of the Senate
Finance Committee, says the bills attempt to strike the proper balance
between providing for workers' pensions and allowing companies to remain
competitive.
"My goal is to make sure that companies set aside enough money for the
pensions they promise their workers," Mr. Grassley said. "At the same time,
we can't put burdens on plan sponsors that are too heavy."
The overhaul of the pension system is being undertaken at a time when it is
reeling from a series of big bankruptcies, like those of United Airlines and
Bethlehem Steel, which sent billions of dollars' worth of obligations to the
pension agency.
The agency's pension insurance is limited, and a growing number of these
companies' employees have discovered to their dismay that their benefits
exceed the limits and that they will simply lose part of the money they had
been promised.
The House-Senate conference committee intends to reconcile the bills before
April 15, when the next round of corporate pension contributions are due.
But the White House already warned in November that President Bush might
veto any bill that extended too much special pension relief to individual
companies and industries.
Legislators argue that, while they want the pension agency to be strong,
they also want to encourage companies to continue offering pensions. Lately,
some companies, like I.B.M. and Verizon, have moved to freeze their pension
plans, arguing that the costs of their plans make it hard to compete.
Kevin Smith, the spokesman for Representative John A. Boehner, Republican of
Ohio and the new House majority leader, who was one of the driving forces
behind pension changes, defended the House bill, arguing that many specific
measures, particularly those phasing in the new rules slowly, were
necessary.
"Both the House and Senate pension bills represent the most comprehensive
pension reforms in a generation," Mr. Smith said, "so a responsible
transition period for employers to meet the new, stricter rules is
appropriate."
He added that he believed the pension agency's analysis did not take into
account the weakened financial condition of many companies that offer
pensions.
The law that Congress wants to amend was enacted in 1974 after a series of
scandals in the auto industry in which employees of dying companies like
Studebaker and Packard discovered that little or nothing had been set aside
for their pensions. It gave rise to rules for the financing of pensions and
to an insurance program roughly comparable to the federal insurance program
for bank deposits.
The law did help safeguard pension benefits, but it has not been strong
enough to stop some companies from falling short in their contributions.
When Labor Secretary Elaine L. Chao sent Congress a blueprint for amending
the pension law in January 2005, many companies thought her proposals were
too tough.
From the start of the legislative process, lobbyists representing a wide
swath of American business, including those from the United States Chamber
of Commerce, the American Benefits Council and the Erisa Industry Committee
(which represents large companies with pension plans), argued for easing the
burden on companies by allowing them more latitude in estimating how long
their workers would live, for example, and what they would need to set aside
for future payouts.
The biggest single-industry pension break in the bill passed by the Senate
is for the airlines, to allow them to keep their unstable pension plans
going.
Among other things, the airlines would be given 20 years to close the
shortfalls in their pension funds - nearly three times as long as other
companies. They would also be allowed to factor in highly optimistic
assumptions about their investment returns when calculating how much they
needed to contribute to their pension funds each year.
The measures were written into the bill at the request of Northwest
Airlines, which is in bankruptcy proceedings and is trying to keep its
pensions alive, though in sharply reduced form. Northwest sought a 14-year
breather on its pension contributions.
But then Senator Johnny Isakson, Republican of Georgia, said that 14 years
of relief would not be enough to help Delta, a big airline based in his
state, which is also operating under Chapter 11 bankruptcy protections.
Senator Isakson amended the bill to provide 20 years of relief. After
complaints from other big airlines, the relief was expanded to them all.
The Senate bill would also help recover more than $1 billion of benefits
that thousands of pilots for Braniff, PanAm, Eastern, United and other
airlines have lost in bankruptcy cases going back as far as the 1980's. That
amendment was made by Senator Daniel H. Akaka, Democrat of Hawaii.
But helping those pilots would be expensive: the pension agency projected
that the entire provision would increase its total obligations to retirees
by more than $1 billion.
Someone must pay for this. Currently, the pension agency finances itself in
part through the insurance premiums that companies are required to pay into
the system. Raising the premiums to support pilots or help other victims of
corporate bankruptcies, some companies in other industries are starting to
say, would be unfair.
In a letter to shareholders last week, Edward S. Lampert, chairman of Sears
Holdings, which is responsible for the pension plans of employees at Kmart
and Sears, complained that his company's pension insurance premiums were
going up by 60 percent, "not in order to address any risk associated with
Sears, but rather to make up for the difficulties of other companies."
Mr. Lampert also deplored the current pension law, which bars companies with
richly financed pension plans from taking any of the surplus money out,
except in rare instances.
Prudential Financial has the same complaint, but instead of writing to its
shareholders, it took direct action in Washington, hiring William F.
Sweetnam Jr., until recently the Treasury Department's senior legal adviser
on employee benefits, to lobby on the issue of surplus pension assets. Mr.
Sweetnam is now a principal at the Groom Law Group, a Washington law firm
that specializes in employee benefits issues.
Prudential has a $1.2 billion surplus in its pension fund. Mr. Sweetnam was
able to persuade several senators, including Frank R. Lautenberg, Democrat
of New Jersey (where Prudential has its headquarters), that the companies
that are more than 15 percent overfinanced should be allowed to remove some
of the surplus and use the money to buy health insurance for retirees.
Currently, only companies that are 25 percent overfinanced are allowed to do
so.
Robert DeFillippo, a Prudential spokesman, said that the provision would
improve pension security because in exchange for the ability to take more
money out of the pension fund, the company would be required to handle the
money remaining in the fund much more carefully.
Smithfield Farms also got help in the name of strengthening the system. It
bought another meat company out of bankruptcy in 2003, taking over its
pension fund at the same time. That kept the bankrupt firm's pension plan
alive, Smithfield said, and saved the government from having to take it
over. In light of that, the company contends that it would hardly be fair to
impose tougher new financing rules on Smithfield.
That argument caught the ear of Senator Mike DeWine, Republican of Ohio,
where Smithfield has major operations. Mr. DeWine added a provision that
would let Smithfield follow the old pension rules until 2014, no matter what
Congress does in the meantime.
The bills would also be a boon to Wall Street by permitting financial
service companies to handle more retirement money with fewer restrictions.
Hedge funds, for example, would be permitted to manage more pension money
without being held to the pension law's exacting standards of fiduciary
duty.
Mr. Boehner has championed easing the restrictions on investment advice for
several years. He included a provision that would permit investment firms to
advise participants in 401(k) retirement plans, even if the firms' own
mutual funds were among the employees' investment choices. Current pension
law forbids this practice, on the thinking that it could taint investment
recommendations.
Mr. Boehner has argued that employees need more investment advice, however,
so that they can save more and earn better returns on their money. The
securities industry is his top campaign contributor, providing more than
$125,000 already in the 2005-06 House election cycle.
Mr. Smith, the spokesman for Mr. Boehner, said that the House bill would
provide better quality financial advice for workers, adding that the Bush
administration strongly supported that amendment.
"The Senate advice provision does little more than restate current law," he
said, "which has left workers to fend for themselves without the type of
quality advice they so desperately need."

York, has dismissed a lawsuit by a Canadian citizen, Maher Arar, who, during
a stopover at Kennedy Airport on the way home to Canada after vacation, was
kidnapped by CIA agents. Arar was flown to Syria, where he was tortured for
nearly a year in solitary confinement in a three-by-six-foot cell ("like a
grave," he said). He became, internationally, one of the best-known victims
of the CIA's extraordinary renditions-the sending of suspected terrorists to
countries known for torturing their prisoners. Released after his ordeal,
Arar has not been charged with any involvement in terrorism, or anything
else, by Syria or the United States. Stigmatized by his notoriety, still
traumatized, unemployed, he is back in Canada, where the Canadian Parliament
had opened an extensive and expensive public inquiry into his capture and
torture. The United States refuses to cooperate in any way with this
investigation.

airport, large
shopping complexes & a population of over 100,000 peoplez !!
It hit a much smaller town called Innisfail, population 10,000, which
iz 85 kilometers
south of Cairns.....
The sugar cane industry will be hard it by this though, this Cyclone
being stronger than Cyclone Tracy was way back in 1974 !

Hijackers?
What makes you think you actually KNOW what happened on those planes? All
four were obliterated, along with everyone on board, remember? No crime
scene, no direct evidence, no recognizable remains, no witnesses
whatsoever -- it's a blank canvas. How convenient for any party intent on
launching a new era of global imperialism, and willing to spin this tragedy
into a viable excuse. Indeed, all of the attack's consequences are far
better explained by this agenda than by Bin Laden's purported death wish.
Those presuming to examine this matter, i.e. ALL OF US, need to recognize
that such trickery is a timeless specialty of governments.
And yet from that very day we have allowed the government-media complex to
focus all attention on one rather thin explanation: Crazy Arabs did it!
George W. Bush and his cabinet have made it known to us, in the most
arrogant terms, that they will brook no discussion of other possibilities --
an edict most Americans, in their desperation to believe in this man, seem
to have embraced. The Bush Administration even withholds its "proof" of Al
Qa'eda's guilt; clearly, it considers mere citizens too unimportant to
require full explanations, and once again, we're just rolling over and
taking it.
The phrases 'spiritually broken' and 'morally adrift' come to mind...
Until the full case against Al Qa'eda is made available for public review,
we have absolutely no assurance that this "proof" isn't exactly like the
"proof" of Iraq's weapons programs -- i.e., a big fat lie from top to
bottom. On these terms, wholesale acceptance of the hijacker scenario will
continue to be what it has always been: a pathetic display of blind faith in
this administration's utterances, and in those of its media accomplices. At
present, it is astonishing that anyone places faith of any kind in either
party: by means of the "WMD" debacle, both have proven themselves amoral,
duplicitous, and utterly devoid of humanity. Indeed, why do we give them so
much as a moment of our attention? No one with a lick of sense would do
this.
A rigorous civilian investigation of 9-11 would help resolve such doubts. If
Bush and the rest were standing on firm ground, they would fully support
such a thing. Instead, they have worked to thwart both its formation and its
progress, using every resource within their reach. Some time last year, they
seem to have realized they were only fueling suspicions this way, so Bush
grudgingly approved an "independent" investigation. The arrogance of this
bunch is so disabling, however, that they actually damaged their credibility
even further by naming Henry Kissinger to lead it. This is a man whose
dedication to "US interests" verges on homicidal psychosis (see his
treatment of Cambodians 1970, Chileans 1973, East Timorese and Kurds 1975,
MUCH more). He could only be expected to skew this investigation
accordingly, i. e., to omit and cover up any issue not conducive to empire
building. Ironically, even Henry had the sense to admit he was an
inappropriate choice, thus resigning from this duty, whereupon Bush
immediately returned to his original tactic of stonewalling (1). Could the
man possibly have something to hide?
To appreciate the ugliest possibilities of the 9-11 attack, one must first
become aware of the continuous practice of such manipulations by the entire
progression of American politicians. The need to cultivate this awareness is
itself an enigma: if you have the honesty to see this pattern at all, its
full enormity, emerging over time, will at some point cause your previous
ignorance to amaze you. Imagine living your entire life with an 800-pound
gorilla, then realizing one day it's not a sofa, after all. At the same
time, finding this enlightenment is challenging, because the relevant facts
are usually withheld from the public for decades, seldom appearing in
mainstream discourse even after they become common knowledge -- not because
of some grand conspiracy, but because legions of 'America Firsters,'
including most of the famous and powerful, simply don't want to hear it. The
telling of these facts is an affront to their most cherished political
assumptions. Invariably, they respond with hostile apologetics, ranging from
simple denial and ridicule to the claim that such incidents are random and
unrelated "mistakes." That they can sincerely believe this 'unrelated' claim
is remarkable, given the way it crushes into dust under any burden of
historical proof: America's state crimes have been ethically monstrous, vast
in both scale and number, unilateral in their aggression, virtually
uninterrupted in their chronology, and very coherent in both motive and
method. Certain themes just keep popping up:
1) Greed, particularly for territory;
2) Supremacism, driven only partly by race, perhaps more so by delusions of
national grandeur allowed to ramify without limit;
3) An enthusiasm for "total war" -- i. e., the indiscriminate butchery of
entire populations. This seems most likely to happen when "strategic"
territories, resources, or victories are at stake. That is, when those in
authority feel they "must win," and so discard principle to whatever extent
is necessary;
4) The systemic corruption and antidemocratic functioning of every level of
American government, made abundantly clear by its relations with sworn
enemies of the public interest, namely corporations;
5) The bid for global empire that has all but defined the American agenda
since W.W.II, in flagrant violation of democratic principle.
This last "US interest," discussed openly by flacks and shills only since
9-11 suspended all moral judgment on such matters, actually represents the
driving passion of our ruling elite, going all the way back to the
Revolution. Indeed, grasping the means of power, beginning with sovereign
domain, was their main motive for pursuing revolution at all. Starting then
and continuing ever since, they have whipped the people up to support their
warped appetites, even as they have misrepresented them spectacularly. EVERY
SINGLE TIME we as a people have committed to a war of expansion, we have
been duped into doing so by their twin handservants, American politics and
American media:

Miami, Florida - Congressman Lincoln Diaz-Balart(R-FL) issued the
following statement today in response to the article in today's The
Miami Herald, "Embargo law due for a tweak, says an author":
"Mr. Pablo Bachelet's article of March 18, 2006, "Embargo law due for a
tweak, says an author," inaccurately indicates that I support
unilaterally changing the Helms-Burton law. I strongly oppose and will
continue to oppose any unilateral changes to US law and policy. What I
have repeated hundreds of times since we codified the embargo in 1996,
and I repeated to Mr. Bachelet, is that there are three conditions that
must be met before there is any weakening, any change, in US law or
sanctions policy: the liberation of all political prisoners; the
legalization of all political parties, labor unions and the press; and
the scheduling of free and fair elections in Cuba. After those
conditions are met, as I stated to Mr. Bachelet, any changes needed to
current US law could be quickly made. I will continue to insist on those
three conditions and oppose all unilateral weakening of US sanctions,
precisely to prevent the possibility or acceptance of any illusory
"political reforms" on the island that do not include the return of
sovereignty to the Cuban people through multiparty elections."

"El articulo del Señor Pablo Bachelet del 18 de marzo de 2006,

indica que yo apoyo cambios unilaterales en la ley Helms-Burton. Yo me
opongo fuertemente, y continuare oponiéndome a cualquier cambio
unilateral a la ley del embargo de Estados Unidos hacia la dictadura
cubana. Lo que yo he dicho cientos de veces desde que codificamos el
embargo de Estados Unidos en la Ley Helms-Burton en 1996, y le repetí al

This is a list of fugitives that the FBI believes are currently
living in Cuba under the protection of the Castro
regime. Some of them have been accused of murder, others of
terrorism, air piracy and financial crimes:
Victor Gerena (New York) one of the FBI's Top Ten, is wanted for
the 1983 robbery of a Wells Fargo armored truck depot in
West Hartford, Connecticut. The FBI says on September 12, 1983,
Gerena took hostage two of his fellow Wells Fargo employees
escaped with $7 million dollars.
Joanne Chesimard is wanted for escaping from prison in Clinton, New
Jersey, while serving a life sentence for murder. On May 2, 1973,
Chesimard, who was part of a revolutionary activist organization
known as the Black Liberation Army, and two accomplices were stopped
for a motor vehicle violation on the New Jersey Turnpike by two
troopers with the New Jersey State Police. At the time, Chesimard
was
wanted for her involvement in several felonies, including bank
robbery. Chesimard and her accomplices opened fire on the troopers,
seemingly without provocation. One trooper was wounded and the other
was shot and killed execution-style at point-blank range. Chesimard
fled the scene, but was subsequently apprehended. One of her
accomplices was killed in the shoot-out and the other was also
apprehended and
remains in jail.
Robert Vesco (Michigan) He is charged in the United States
for bilking mutual funds investors of $224 million. Vesco fled to
Costa Rica
and later to Cuba, where he started several joint ventures with the
Castro
regime, but was later sent to jail by Castro when he tried to become
more
independent and cut the Cuban regime out of the deals.

Estamos en los umbrales de una crisis más grave que la de Irak: es el
conflicto armado que se avecina con Irán por sus intentos de adquirir armas
nucleares. La credibilidad de los Estados Unidos está seriamente debilitada
por la intervención en Irak. Por otra parte, las declaraciones arrogantes y
francamente lunáticas de los líderes iraníes han dado a la administración de
Bush la justificación para actuar. Pero el enredo en Irak, y el costo en
vidas y hacienda del mismo, han hecho a la opinión pública americana mucho
más cautelosa. En este caso, Cuba puede verse comprometida en el conflicto.
El 28 de marzo son las elecciones en Israel. El liderazgo político israelí
está paralizado a resultas del estado de salud de Ariel Sharon. Pero jamás,
desde su fundación, se ha visto la existencia de Israel en mayor peligro.
Por un lado la victoria electoral de Hamas ha llevado al poder en Palestina
a un grupo terrorista cuyos estatutos plantean la destrucción de Israel como
meta. Y, por el otro, el Presidente de Irán ha dicho sin ambigüedades de
ninguna clase que Israel debe ser destruido. Esto en momentos en que desafía
al mundo en aras de obtener armas nucleares.
Tanto el MOSAD, la agencia de inteligencia israelí, como el Ministerio de
Defensa de ese país, han declarado que es inaceptable que Irán desarrolle
una capacidad nuclear militar. Por ese motivo han tomado las medidas
necesarias para destruir las instalaciones dispersas y bajo tierra en las
cuales Irán desarrolla un febril programa nuclear. Esta dispersión se ha
producido para evitar una repetición del exitoso ataque israelí contra el
incipiente programa nuclear de Irak a principios de los ochenta. Pero Israel
tiene planes para contrarrestarla. Y las fuerzas armadas israelíes son muy
capaces.
Además, después del 11 de septiembre Estados Unidos proclamó la doctrina
Bush en la lucha contra el terrorismo. Bajo esta doctrina, Estados Unidos se
reserva el derecho de actuar en forma preventiva contra cualquier estado que
constituya una amenaza terrorista para la seguridad del pueblo americano. Lo
cual constituye una innovación en derecho internacional, ya que la doctrina
que prevalecía antes de esa fecha solamente daba derecho a toda nación a
responder a un ataque sin antes acudir a Naciones Unidas, pero no a la
acción preventiva. Lógicamente, ante una amenaza de ataque nuclear o con
armas biológicas o químicas no es aceptable a ningún gobernante esperar a
que se produzca el ataque para responder. El precio sería demasiado alto.
En un libro reciente, Preemption, A Knife that Cuts both Ways, Alan M.
Dershowitz, un distinguido profesor de derecho de Harvard, discute a fondo
la génesis y las implicaciones de esta nueva doctrina. A la luz de la lógica
jurídica explicada por el profesor Dershowitz, los planteamientos hechos
recientemente por los dirigentes iraníes, tanto en cuanto a Israel como en
cuanto a Estados Unidos, justifican ampliamente la aplicación de la doctrina
preventiva por parte de ambos países en contra de Irán. Pero, ¿por qué meto
yo a Cuba en este pastel?
Lamentablemente, Fidel Castro, en su afán de protagonismo internacional,
tuvo a bien aliarse con Irán después de la desintegración del bloque
soviético. Esa alianza incluyó el suministro por Cuba a Irán de una
capacidad en biotecnología en la forma de un centro completo de producción
de material biotecnológico. De ser necesario, este centro podría producir
elementos para armas biológicas. Esto fue denunciado, en su oportunidad, por
el Dr. José de la Fuente, quien fuera director de desarrollo del Centro de
Biotecnología de Cuba, actualmente profesor de la Universidad de Oklahoma.
Pero Fidel no se limitó a equipar ese centro, sino que viajó a Irán, donde
invitó a su gobierno a unirse a Cuba para ``poner de rodillas a Estados
Unidos''.
Si Irán usa armas biológicas del centro de biotecnología construido por Cuba
para agredir a Estados Unidos y Fidel, ratificando la invitación que hizo
durante su viaje, se suma a esa agresión, la aplicación de la doctrina
preventiva pudiera extenderse a Cuba. Por eso, cuando los líderes iraníes
amenazan con que van a causar daños a Estados Unidos, nosotros debemos
preocuparnos no tan sólo por Estados Unidos, sino por Cuba. Hay que demandar
a Fidel que renuncie a esa alianza.

I didn't realize that she was the same bimbo as adme@aol.
I think she killfiled me before she saw the second post.
At any rate, if she was the on that stated "most mechanics are crooks", I
hope she dies, and I'm glad she missed my advice.
