she would be willing to take her “call to ‘Censure Jimmy Carter’ a step
further and actually launch a petition drive calling on the Congress to
issue a formal resolution of Censure.”

Responding to these requests, and in keeping with her “own passionate view
that it is time to hold Jimmy Carter accountable for his shameful conduct, I
announced that we have officially launched the ‘Censure Jimmy Carter’
website: http://www.censurecarter.com/”

Ms. Morgan says, “Please, go online and sign the petition. And then send it
to at least 10 other people, ask them to sign it and forward it along as
well.”

The petition with the signatures will be “presented to the Members of
Congress and speak to every single one until we have an official sponsor for
this resolution. And when we do, we will rally the American people to
support this effort, to stand up once and for all and proclaim that we are
not going to take the America-bashing any more.

“We aren't going to allow people like Jimmy Carter to hurt this country, to
undermine the mission of our troops, and to praise known terrorists without
facing the consequences of his actions in the form of rebuke from the
American people and their representatives in Congress.”

The late actress Jayne Mansfield once said, "A rock garden is better than no
rock garden." And former President Jimmy Carter went to Cuba ...

Apparently I was smarter than many of my fellow Americans, who
overwhelmingly elected little-man Jimmy as the president of this great
country. I decided to go to work dressed in black mourning clothes for three
days after his election, for what I thought was a terrible mistake.

But perhaps many Americans realized the same thing in their collective guts
when Jimmy talked to the nation wearing a cardigan and seated by a
fireplace. Facing that spectacle of a diminishing America, some may have
even said to themselves, "Oh my God, what have we gotten into!"

To Jimmy – among many other blunders – we owe the rise to power of the
communist Sandinistas in Nicaragua. And the spread of communist revolutions
and instability throughout Central America and the resulting influx of
millions of illegal immigrants coming to the U.S. to escape the havoc caused
by guerrillas aided by Castro. Central America still has not fully
recuperated from the devastation of Hurricane Jimmy.

Blundering on, there was the infamous Mariel boatlift of 1980, in which
125,000 Cuban refugees arrived in South Florida. And to add insult to the
injury of Jimmy's failure to control the situation, Castro inserted into the
onslaught thousands of hard-core criminals and mentally and terminally ill
hospital patients, to create problems in the U.S.

Then Jimmy gave away the Panama Canal and now that vital water passage is
controlled by a "company" owned and operated by communist China. That didn't
work out too well, either.

Jimmy pressured the Shah of Iran – a longtime friend of the U.S. – to leave
his country and then denied him asylum and medical treatment for his
illness. Which fanned the flames of fanatic anti-American Islamic
fundamentalists in Iran that dreadfully worsened the geopolitical situation
of that region.

And who can forget the taking of the U.S. Embassy and the American hostage
situation, and the dismal failure of the operation to rescue the hostages.
The U.S. loss of prestige in the international arena cannot be calculated as
we still reel from it.

The world has not been the same since the ayatollahs spread their terror and
hatred for America. Gee, thank you, Jimmy.

With hindsight, after suffering Jimmy's presidency for four long years while
the U.S. economy collapsed under record unemployment, slipped into
double-digit inflation, suffered embarrassing international defeats and loss
of prestige galore, I think I did the right thing by dressing in black.

Fortunately for America and the rest of the world, the American people
resoundingly voted him out of office. What a relief! After he left the White
House (thank GOD!) I said, "He was an incompetent president and he is now an
incompetent citizen."

But like the smell of fish that never left the kitchen, Jimmy keeps meddling
in foreign affairs, trying to act "presidential" and even giving advice! He
is clueless. So forgive him, he just doesn't know.

My humble advice to Jimmy is to stick to what I assume he knows best:
building houses for Habitat for Humanity. Hammering and cutting wood is
good, Jimmy. And raising them peanuts.

The latest installment of Jimmy's follies is his trip to Castroland, where
the clever tyrant can dance a million circles around his gullibility. How
can Jimmy and his entourage wine and dine, laugh, tell jokes, play baseball,
etc., with a man who has caused the deaths of 105,000 citizens (including 30
U.S. citizens)?

And that's just in Cuba. There is no count yet of how many people have been
killed by his guerrillas and army all over Latin America, the Caribbean,
Africa, the Middle East and other places where Castro's henchmen have
intervened.

How can Jimmy flash his trademark smile on the man who has been sending
drugs as an instrument of his war against his hated U.S.? What about all the
young Americans dead and lives ruined as the result of his covert war?

How can Jimmy publicly say that the U.S. government is lying about Cuba's
production of biological agents with terrorist purposes? Just because he was
given a controlled tour of a lab and Fidel says so?

What credibility does Castro have? He said many times in the Sierra Maestra
mountains and in his 1959 trip to the U.S. that he was "not a communist,"
while he was laying the foundations for a totalitarian Stalinist regime in
Cuba.

Somehow the tune "What kind of fool am I?" comes to mind.

And talking about foolishness, Jimmy praised the health care and education
system of Castroland. Obviously, he is a privileged foreigner, not an
ordinary second-class Cuban citizen suffering apartheid in all fields.

Jimmy, Jimmy, Jimmy. Castro must be laughing at you with a "hee-hee-hee."

Cubans living under Castro's boot say, "It's not easy." They are right.
Nothing is ever easy in Castroland and things are not as they appear.

So apparently, in that land of make-believe, under the overzealous
totalitarian control of the "Maximun Leader," not all Cubans were able to
hear the "Mr. Carter went to Havana University" speech.

The U.S. media – which do not and cannot have reporters all over the
island – admiringly remarked that it was broadcast "live and uncensored" to
all Cuban people. They should verify that.

I have already read two reports about massive electricity blackouts
throughout the island of Cuba at the time of Jimmy's token subversive speech
about freedom on Tuesday, May 14 – one of them throughout much of the city
of Havana (except in the neighborhoods where foreigners and government elite
live) and another one in the city of Camagüey.

And the newspaper Granma – Castro's mouthpiece – did not mention Jimmy's
references to freedom and human rights, but published his criticisms of the
U.S. embargo and the other bad things he said about America.

Castro is well aware that "the truth will set you free." Therefore, from day
one he started to control the media until by 1960 freedom of the press was
eliminated and all media were under the clutch of his regime. So, in 2002,
what isn't easy for the populace is very easy for a government controlled by
one person.

Little by little, however, these facts will transpire through the
independent journalists on the island who are Cuban natives and live as
ordinary citizens. Because we cannot expect real news of Cuba from CNN
(known to Cubans for years as the "Castro News Network" and lately exposed
as collaborators with Castro's propaganda by a publicized report from the
Media Research Center), the Associated Press, the Chicago Tribune, Reuters
and others.

These foreign "news" agencies are there just to keep their offices in
Havana, because if they report the real facts, they get expelled
immediately. So they willingly cooperate with Castro's regime. So what's the
point? Who are they kidding?

Sorry to be so blunt, Jimmy, but you have to understand someday that with
your disastrous failures as the president of this great country, you did
more harm than good. And that letting yourself be used by a criminal tyrant
like Castro is not what I call helping the Cuban people. It is helping
Castro and his goals more than anything else.

If Castro used and danced around the pope and so many other international
figures, you haven't got a chance. Being a back-slapping pal while getting
in a few digs amongst your anti-U.S. policy statements will have no effect
on any of this snake's 75-year-old spots.

So, your meddling in Cuban affairs at this point in time and making those
public statements Castro was expecting from you is not welcomed by anyone
but Castro himself.

Please, stop these foolish follies and don't visit my lost country anymore
until Cuba is free from tyranny and becomes a constitutional republic with
inalienable rights and freedoms for all. Then you can come help build some
houses.

The big difference is that you are sane and he is not. From what little I
understand about explosives, a ground blast would result in a significant
amout of the energy being absorbed by the ground which would minimize the
effect laterally. We have exploded enough nuclear devices underground and
above ground in the Soutwest to have a good handle on how to do it right.

Just to show how delusional this Nick character is, "If GWBush had been
nuked 8 years ago," Nick and his anti-US pals would have been dealing with
Her Royal Highness, co-president Hillary Clinton, not GWBush, and she, being
the wicked bitch of the East, would have been much more vindictive than the
wimpy Bubba, and ordered nuking of just about everyone on Earth just to make
sure she got the ones who started the mess and made her act.

How come, an anti-Bush rally was converted into an anti-
Hindu riot in which four people were done to death. The
attack on the famous Sankatmochan temple at Varanasi on
the eve of Holy festival is the culmination of the Muslim
passions aroused by Jehadi elements in recent weeks and
months with not so covert support from the "secularists",
particularly Mulayam Singh's Samajwadi Party and the
Congress. The bomb blasts at the temple and the Varanasi
Cantonment railway station that claimed a large number of
innocent lives are the latest in a istressing series of
violence perpetrated by Islamists in recent weeks and
months. The attacks on Hindu property and innocent
citizens under the garb of protest against the
publication of cartoons lampooning Prophet Mohammad by a
Danish daily in Hyderabad and other places are symptoms
of the same mindset. No Hindu organisation or leader had
provoked the Muslims on the issue. On the contrary, Hindu
religious leaders and the political class across the
board condemned the cartoons saying no one should hurt
the religious sentiments of any section of the society.
Why did the Muslim crowd coming out of a mosque after the
friday prayers attack Hindu properties and innocent
citizens in Lukhnow? How come, an anti-Bush rally was
converted into an anti-Hindu riot in which four people
were done to death.

The mindless pandering to Muslims in search of votes has
encouraged Muslim fundamentalists to believe that they
can get away with any crime. The response of the
"secularists" to the made-to-order report by U.C.
Bannerjee Committee on the burning alive of 69 Hindus in
Sabarmati Express at Godhra is a case in point. The
Committee lacked credibility from day one. The entire
exercise, including the choice of the former judge, the
timings of its constitution and its terms of reference,
was politically motivated. No one expected the committee
to try to unearth the truth, as the very purpose behind
its constitution was to exonerate the Jehadis and their
supporters. The Committee's report confirmed our worst
apprehensions. The shameless manner in which the former
judge went ahead with addressing a press conference about
his "finding" that it was an accident that has shocked
and outraged not only relatives of victims but also the
entire nation barring the "secular" brigade. "Accident"
it was that a several thousand strong Muslim mob had
assembled about 700 metres from the platform. "Accident"
it was that the conspirators had procured and stored
petrol near the place of action. "Accident" it was that
the chain was pulled to stop the train near Signal Falia
- a Muslim area and burning missiles and acid bulbs were
thrown in the coaches. "Accident" it was that the mob
resorted to stoning the survivors to prevent them from
coming out of the burning coach. And an "accident" it was
that vacuum pipe was cut to prevent the driver to move
the train out of the trouble spot.

Enquiries conducted by several independent bodies into
the Godhra massacre proved beyond a shadow of doubt that
it was a pre-planned attack on pilgrims returning from
Ayodhya. A five member non-official commission headed by
Justice D S Tewatia, former Chief Justice of Calcutta
High Court, that conducted a detailed enquiry into the
gory incident on behalf of the Council for International
Affairs and Human Rights, came to the firm conclusion
that burning alive of 59 Hindu pilgrims at Godhra was an
act of "international terrorism".

The mindless pandering to Muslims in search of votes has
encouraged Muslim fundamentalists to believe that they
can get away with any crime. The response of the
"secularists" to the made-to-order report by U.C.
Bannerjee Committee on the burning alive of 69 Hindus in
Sabarmati Express at Godhra is a case in point.

It was disgusting to see members belonging to the
Congress, SP, Communist parties and their allies rushing
to the well of the Lok Sabha and disrupting its
proceedings to demand action on the Bannerjee Committee
report. They were competing with one another to prove
that they were more aggressive practitioner of
minorityism. This despite Gujrat High Court's stay on
publication and any action on the controversial report.
It is these and such other acts - like amendment to the
Foreigners' Act to help Bangladeshi infiltrators, making
reservations for Muslims in Government jobs in Andhra,
declaring Aligarh Muslim University a minority
institution - of the Congress-led Government that must
take the blame for strengthening Muslim fundamentalists
and encouraging them to arouse communal passions and
indulge in violence on any pretext. No one resents
Muslims' right to peacefully protest if their religious
sentiments are hurt. But they have tarnished the image of
their own community by indulging in violence over issues
like vote on Iran and US role in Iraq. Muslim support to
countries like Iran and Iraq, merely because they are
Muslim countries, has strengthened the widely held
perception that they have extraterritorial loyalties.
They have brought the situation to such an intolerable
level that that the world-renowned spiritual leader Shri
Sri Ravi Shankar has expressed his anguish in the
following words, "Today, Hindus feel completely unsafe in
India. Terrorists are attacking the Hindu community.
First it was Diwali, now it is on the eve of Holi". It is
the holy man's way of cautioning the minorities not to
test Hindu tolerance beyond a limit. Will the Muslims
listen to this wise advice and more importantly, when
will Hindus rise to the occasion?

They used to be. Until very recently in history, the average age of marriage
was between 14 and 16. What we now have is a society that babies its young men
and women, keeping them in an extended children until the age of 30....

Problem is that racism as a philosophical concept is what I call a
half-truth term, that is it deals with only part of the problem. In

of 'another' race, but ignores the same type of negative behavior
within the same race, be it due to class structure or simple human
hatred.

In 1994 while doing research on various social programs it was noted
that the current philosophical definition of 'half-truth' was
incomplete and should be expanded to include statements that omits
important parts to create a deceptive lie.

The term 'racism' while a term that represents a reality, does not
reflect the full spectrum of the reality that deals with oppressive and
abusive behavior by some people on other people regardless of race.

If we are to deal with the worlds problems, rather than negating them,
ie "Stop violence" or "Stop abuse", again violence is merely one form
of abuse -another half-truth, why do we not promote the positive; a
better strategy if that truly is our goal.

El tema de la paridad cambiara del Yuan versus el $US y si una dada política monetaria china podrá desestabilizar la moneda norteamericana es un tema complejo, donde no es en el interés de Pekín que su moneda se revalúe y tampoco que el dólar siga perdiendo su valor con respeto al Euro, al Franco Suizo o al Yen.

La razón de no permitir que el Yuan suba de manera incontrolada es que las exportaciones de China hacia USA-UE-Japón etc., bajarán, pues habrá que pagar más por los bienes y servicios made in China.

La otra razón que impide a China tratar hundir el dólar (de manera abrupta) es que China tiene más de 800 millardos de Dólares US en bonos del tesoro norteamericano.

A continuación reproduzco un artículo que escribí en julio 2005, el cual permite darse una idea más clara sobre lo que está en juego y como China ha actuado al respecto el 21-07-2005, cuando procedió a un leve ajuste de su moneda con respecto al $US (+2,1%).

Gente esa, que sigue infiltrada en nuestras listas y redes comunitarias, inundándolas con basura, para distraernos de las tareas importantes que hay que llevar a cabo para consolidar el proceso bolivariano. No hay enemigo más peligroso que aquel que duerme en la misma cama que uno y por ello INSISTO que hay que vigilar la V columna enquistada en la lista M-13-A que falsamente pretende ser afecta al Presidente Chávez, tiene lazos en el extranjero, donde sabihondos, que no viven en Venezuela les asesoran en como desestabilizar un gobierno desde adentro y "sotto voce" (voz suave), desde afuera, pretende uno de ellos jugar el rol del "policía bueno y educado", enamorado con el proceso venezolano, mientras a cada rato que puede, hace el trabajo del picador para debilitar el Movimiento, descalificando en base de chismes colocados por Emelina Morillo y su combo en la red, el MVR, los Partidos del Cambio y el mismo Presidente Chávez. Actualmente existe un "Triangulo de la Desestabilización", que quiere acabar con el proceso, con cabecillas en Costa Rica-EE.UU., Lechería-Edo. Anzoátegui y Valencia-Caracas. Lo que quieren sus integrantes es, como de lugar, poner a su propia gente en el gobierno o tumbarlo. Ninguno de ellos quiere el socialismo para Venezuela o que las relaciones con Cuba se consoliden. Esto dicho, pasamos al tema del ajuste chino.

ANTECEDENTES DE LOS HECHOS

El 21-07-05, el "PBC" (The "People's Bank of China" = El Banco del Pueblo de China) anunció que se desvinculaba del dólar norteamericano y que a partir de dicha fecha dejará flotar su moneda nacional, el YUAN, teniendo como referencia una "canasta de monedas", que no fueron especificadas.

Antes del comunicado del PBC, durante los últimos 11 años, el "RMB", ( 'RENMINBI' = apelación técnica del YUAN) tuvo una paridad cambiaria fija con respecto al $-US, cotizándose éste en 8,28 YUAN por 1,0 $-US.

El PBC decidió en la misma oportunidad AJUSTAR la paridad cambiaria interbancaria del YUAN con respecto al $-US, fijándola en 8,11 YUAN por 1,0 $-US. Es decir, un LEVE AJUSTE en alza del YUAN del orden de 2,1 %, luego de 11 años de aplicación de la tasa cambiaria fija, arriba señalada, con respeto a la moneda norteamericana.

Ahora bien, ¿Por qué ahora el Consejo de Estado Chino autorizó al PBC el leve AJUSTE en alza del Yuan ?

Desde el año 2001, cuando CHINA ingreso al "WTO" (World Trade Organization = "OMC" - Organización Mundial de Comercio), la economía de China ha venido creciendo con más de 9 % al año, alcanzando una tasa de crecimiento record de 12 % en el año 2003.

Este crecimiento, que se puede comparar con aquel de Japón en los años post guerra, ha significado para China una gran demanda interna de materia prima (acero, aluminio, cobre, cimento, plástico, madera, hidrocarburos y gas, algodón, oleagenos, productos quemicos etc.), lo cual contribuyó a que los precios de dichas materias primas se dispararán a nivel mundial , poniendo en dificultad económicas a cantidades de empresas en los EE.UU. y especialmente en Europa, por el encarecimiento del Euro con respeto al Dólar y al Yuan. Es decir, las empresas europeas tenían, para ser competitivas, que vender sus productos al mismo "viejo" precio, mientras que el costo de producción se veía a veces duplicado por el aumento de los precios del petróleo, del acero, de otros metales y del PVC (plastico) a nivel mundial.

Así, con un Yuan fijo con respecto a la moneda de referencia mundial, el Dólar norteamericano, los productos chinos eran (son) baratos, debido a los costos de producción inferiores comparados con los de los país europeos o de los EE.UU.

Esta situación creó un enorme superávit en la balanza comercial de China y como es de esperar un gran malestar en los países industrializados.

En el mes de mayo 2005, la UE (Unión Europea) amenazaba con imponer cupos de importación a productos chinos, especialmente a los textiles y, el Tesoro de los EE.UU. amenazaba con represalias si China seguía con su política de cambio fijo y no procedía a flexibilizarla, es decir, revaluando su moneda nacional.

En una entrevista, parcialmente citada por la revista "Clarín" de Argentina, dijo Li Lihui, presidente del PBC: "El gobierno y los expertos estadounidenses tienen derecho a opinar sobre el tipo de cambio de China, y no me parece que la presión en sí sea un problema", "El problema es que esta presión pública va creando factores cada vez más especulativos, y esas presiones especulativas no simplifican sino dificultan el cambio de posición de China." Es decir que las altas autoridades chinas, implícitamente admitían la necesidad de hacer algo respecto al tipo de cambio, pero rechazaban las presiones, pues esas manifestaciones públicas generan efectos adversos, entre otros, la especulación, lo cual lo haría difícil llevar a cabo las reformas del tipo de cambio, solicitadas tanto por los EE.UU. como por la UE, tal como lo insinúe el Presidente del Banco central de China.

"La reforma del RMB pertenece a la soberanía china", afirmó el Ministro de Relaciones Exteriores Wen, ante una delegación de la Cámara de Comercio de los Estados Unidos. "Respetaremos las leyes de la economía de mercado, pero no cederemos a la presión externa, ni a ninguna presión o especulación."

Pues, una de las reglas fundamentales de la economía de mercado, luego de la libre circulación del capital, es la regla de "la oferta y la demanda" . Es decir, que el valor de una moneda nacional debe dejarse a la suerte de dicha Ley y que los gobiernos / bancos centrales no deben intervenir para mantener una tasa de cambio determinada con el fin de proteger su moneda, su industria y agricultura o incentivar/favorecer la exportación de sus productos.

Para mejor entender e ilustrar la situación arriba descrita, vamos a citar algunas cifras claves, que influyeron sobre la decisión china de proceder a ajustar su moneda nacional respecto al $-US :

1) BALANZA COMERCIAL EE.UU.-CHINA:

Mientras las exportaciones de los EE.UU. hacia CHINA no han superado los 4 billones de dólares al año ($ 4 mil millones US), marcando una variación entre 1 billón en 1994 y 3,5 billones por lo que va del año 2005, las exportaciones chinas hacia los EE.UU., en el mismo periodo -1994 al 2005-, han subido paulatinamente de 4,2 billones de dólares en 1994 hasta 19,8 billones en el año 2004 , según, entre otros fuentes, el Departamento US del Tesoro, el Buró del Census US, J.P. Morgan Chase, el Instituto internacional del hierro y del acero, el Grupo internacional de Estudio del Cobre, el Buró US de Estadística del Trabajo. Los Mercados Financieros de Boomberg. (Reportado por el NY Times 22-07-05). Es decir que ha habido un desequilibrio inmenso en el intercambio comercial entre los dos países y a favor de China. 1/3 del total de las exportaciones chinas va al mercado estadounidense. Recuerdan unas décadas atrás cuando los EE.UU. pidieron a Japón reducir sus exportaciones de automóviles hacia su país y que en los años 70 los empleados portuarios en Francia rehusaron desembarcar carros para proteger los puestos de trabajo de sus compatriotas de la Renault y de la Citroen. Así fue que SONACOME, la compañía nacional de producción mecánica de Argelia compró en 1978, a precio muy atractivo, todo el cargamento de carros HONDA ACCORD y PRELUDE de un Ro Ro japonés que fue impedido por los trabajadores franceses descargar en Le Havre en el norte de Francia.

2) LAS INVERSIONES CHINAS EN BONOS DEL TESORO-US:

En el año 2000, China detenía un poco menos de 100 billones de dólares ($ 100.000.000.000 ,00 US) en bonos del Tesoro norteamericano (= papeles de valores negociables, garantizados por el Estado norteamericano con fecha de vencimiento fija y que generan interés a su posesor. China, para mantener el cambio fijo compraba dólares por los yuanes y les invertía en Bonos y otros activos. Con otras palabras, estos bonos son deuda norteamericana emitida por el Tesoro US). Expertos consideran que en el año 2004, china utilizó 12% de su PIB (Producto Interno Bruto) para sostener el yuan. A esta altura del año 2005, los bonos del Tesoro norteamericano en manos de China superan los 300 billones de dólares ($ 300.000.000.000,00 US). Para tener una idea clara de lo enorme que es esta cifra, cabe citar que la deuda externa venezolana es de 21 billones de dólares o 7% de lo que deben los EE.UU. a CHINA y más deben a Japón. Cada norteamericano debe $1090,00US al gobierno de China, uno de sus principales acreedores. Prácticamente, China (y Japón en primera posición) han venido financiando gran parte del déficit fiscal estadounidense. para evitar que su respectiva moneda nacional (Yuan & Yen) suba con respecto al dólar US y, así han asegurado que sus empresas sean competitivas en los mercados internacionales dolarizados.

3) LAS RESERVAS INTERNACIONALES CHINAS:

En el año 2000, las Reservas Internacionales Chinas acumuladas eran de un total de 160 billones de dólares ($ 160.000.000.000,00 US). En lo que va del año 2005, esas reservas han alcanzado el monto de 711 billones de dólares ($ 711.000.000.000,00 US). Ahora bien no hay que olvidar que China tiene 1,3 billón de habitantes, de los cuales muchos en las zonas rurales ganan menos de UN dólar ($ 1,00) al día. Tomando en cuenta estas circunstancias, dicho monto es relativo, pero el dinero está allí y puede utilizarse (si necesario) para muchas cosas que no serían del agrado de los EE.UU., ni de Europa. Toda vez, al proceder al ajuste y sostener menos el yuan, China podrá utilizar el dinero que antes utilizaba para mantener el cambio fijo para inversiones en infraestructura y modernización de las zonas rurales.

4) EL CONSUMO CHINO DE MATERIA PRIMA EN EL AÑO 2004:

Desde el año 2000 y con el crecimiento económico antes señalado, la demanda china de materia prima, para satisfacer las necesidades del sector construcción interno, de su industria y de su comercio exterior, ha venido aumentando. Esta fuerte demanda empujó los precios de la mercancía hacia arriba, creando como consecuencia de ello dificultades insuperables para varios países con economías débiles en África, Asía, América Latina y el Caribe.

En efecto, el porcentaje del consumo chino de materia prima, a nivel mundial, llegó en el año 2004 a alcanzar los extremos siguientes:

Al subir el yuan un poco, estas materias primeras, tan necesarias para el desarrollo interno de China, se desbarataran, lo que sería un hecho positivo para China.

Como se ve, un consumo masivo de materia prima tan grande, un cúmulo de tal magnitud de las reservas internacionales y un desbalanze tan grande en el intercambio comercial no solo con los EE.UU., sino con Europa y otros países asiáticos crea forzosamente problemas para las empresas de los países afectados (perdida de competitividad, desempleo, déficit fiscal para los países importadores, entre otros) y pone la estabilidad monetaria mundial en riesgo, por el hecho de mantener el yuan con una paridad fija respeto a la moneda de referencia mundial, el dólar US.

De allí vinieron las presiones del FMI y Euro-estadounidenses sobre China para que proceda a la revaluación de su moneda, de manera a que sus productos para la exportación sean más caros y así, permitir un respiro a las empresas occidentales severamente golpeadas por el cambio fijo del Yuan con respecto al Dólar que el PBC ha venido practicando durante los últimos 11 años.

Paradojalmente, la compra por China de bonos del Tesoro-US y otros papeles de valores a Agencias del gobierno norteamericano (Fannie Mae y Freddie Mac) ayudaron a los EE.UU. a mantener una tasa de interés baja para el financiamiento de la vivienda (hipotecas). Así la tasa pasiva variable para préstamos, revisable cada año, calló de 8,4 % en el año 2000 a 4,2% en el año 2005. Para los préstamos con tasa de interés fija sobre 30 años, también la tendencia ha sido hacia la baja. De 6,7% en el año 2000 pasó a ser 4,8% en el año 2005 .

Las exportaciones de China hacia los EE.UU. ayudaron también a mantener la INFLACIÓN BAJA. Actualmente, los empresarios norteamericanos y los exportadores europeos, japoneses y Sur-Koreanos tuvieron que mantener sus márgenes de ganancia bajas para competir con los productos chinos. La inflación en los EE.UU. bajó medio punto del 2000 al 2005 y está ahora ubicada en 3%.

5) LAS INVERSIONES EXTRANJERAS EN CHINA:

Las inversiones extranjeras en china eran menos de 2 billones de dólares en el mes de enero del 2000. En el cuarto trimestre del mismo año pasaron a 4,5 billones y en el 2004 alcanzaron 9 billones de dólares US. En lo que va del año, la inversión se ubica alrededor de 6 billones $-US. Un crecimiento tremendo. En poco tiempo China se había convertido en la fábrica del mundo, irónicamente con el dinero de los capitalistas anti-comunistas.

Razones de ser, significado, alcance e incidencia del ajuste chino en el sistema monetario internacional y la economía mundial:

De lo que antecede podría inferirse que China cedió a las presiones internacionales para revaluar contra su propia voluntad. Tal interpretación sería totalmente errónea por las razones que voy a citar más adelante. En efecto, las autoridades chinas escogieron el momento adecuado para sacudir el sistema monetario actual, donde el DÓLAR estadounidense es la moneda de referencia para las divisas de los demás países de nuestro planeta y, lo hicieron de manera magistral, blindándose (hasta donde podían) para no correr ningún riesgo indeseado, tal como la desestabilización de su economía vía la especulación con el yuan versus el $-US/YEN, EURO o LIBRA ESTERLINA.

Primero hay que analizar lo que en realidad hizo CHINA y luego ver el por qué: El PBC autorizó que el yuan suba 2,1% con una banda de fluctuación de 0,3 % basada sobre el precio de compra-venta del día anterior. En teoría este modo de proceder podrá llevar el yuan a "revaluarse" de 55% en un año en lo peor (para China) de los escenarios. Toda ves, en la práctica no es así: El PBC nunca dejará el yuan inatendido, navegando su propio mar o sometido a los capitales especulativos que podrán ingresar al país. La "revaluación" será controlada y me atrevo decir del orden de 2,1-3,0% al año con un techo de 8% sobre 5 años. El otro método que tiene el PBC para intervenir y regular las fluctuaciones del yuan es la composición de la canasta de divisas que van a servir de moneda de referencia para el cambio y la determinación del "peso" relativo de cada divisa dentro de la canasta. A tal efecto el PBC puede dar a las monedas que componen la canasta un "peso" (porcentaje) cercano de aquel que constituye su exportación al país de dicha moneda.

La disposición maestra del PBC ha sido escoger como referencia para el cambio el valor de una CANASTA de DIVISAS, lo que permitiría al yuan tanto subir como bajar con respeto al dólar norteamericano.

Morgan Stanley (firma norteamericana especialista en corretaje y finanzas) piensa que la canasta sería compuesta de las siguientes divisas: $-US(27%), YEN(31%), $-HongKong(24%), EURO(15%), £-GB(4%). Lo que daría 80% al grupo "dólar y sus aliados", significando eso que el peso de tan solo 20% de las demás divisas en la canasta de M.S. determinarán la fijación del cambio hacia arriba (o abajo) del yuan. Lo que a su vez dará un margen de fluctuación limitado y, como consecuencia de esta posibilidad, la estabilidad necesaria a la moneda china para un revaluación controlado.

Ahora bien, ¿por qué China aceptó de proceder al ajuste de 2,1%?

El flujo de capital extranjero de los últimos años hizo que la tecnología nueva también llegará hacia China. Con la agilización de las reglas para la inversión en el país y la existencia de una mano de obra barata, los productos "Made in China" (hecho en China) inundaron los mercados asiáticos y occidentales. Como el capital no tiene patria, parte de la producción para el consumo masivo de países tecnológicamente avanzados (G-7) se trasladó a China, igual como lo hizo hace dos siglos el capital inglés hacia Norteamérica y Canadá para buscar ganancias nuevas y así contribuyó dicho capital a desarrollar a esta parte del mundo.

La tasa de crecimiento de la economía china alcanzó los 12% en el año 2003 y está ubicada en 9% en lo que va de este año (2005). Es un crecimiento demasiado alto que puede rápidamente llegar a su limite si no está sometido a un control riguroso de parte del Estado. Una de las maneras de ejercer el control es frenar un poco dicho crecimiento vía varias medidas que el gobierno puede tomar. Una de ella es la revaluación gradual de la moneda, si la coyuntura socio-económico-geopolítica del momento milita para ello. Pues, es lo que ocurrió el 21-07-2005. Otras son: el aumento salarial, agilizar la reexportación del capital (las divisas), reducir el flujo del capital extranjero al país, aumentar la tasa de interés. La economía es como un balón: Si lo inflas de manera apresurada, llega más rápido a su límite y explota. Es lo que se conoce bajo el término técnico de "Burbuja" en economía.

Existen indicaciones de que el gobierno Chino estaría dispuesto a aceptar un aumento salarial y así mismo, permitir a estudiantes en el exterior beneficiar de más dinero para su estadía fuera del país e a inversionistas extranjeros reexportar, sin trámites complejos y lentos, el capital invertido en el país.

China, siendo un país con economía planificada, es decir, planos de desarrollo quinquenales y empresas Estadales subsidiadas, ha venido invirtiendo en capacidad de producción con el dinero del Estado. Experiencias de otros lugares como Argelia muestran que este camino es solo transitorio y que el único motor dinámico que podrá generar plus valía y bienestar para el país y el pueblo es la producción competitiva que genera riqueza. Así, luego de un periodo de casi 20 años de gestión socialista centralizada basada sobre Empresas Nacionales con monopolios de producción y comercialización, Argelia decidió en los años 80 fraccionar estas gigantescas empresas en unidades más manejables y responsabilizó, cada una de ellas, por su presupuesto, gestión y competitividad: "o nadan solas o se hunden", fue la consigna. Es decir, no más subsidios del Estado. La empresa que no generaba ganancia fue cerrada. Así ocurrió con SONABAT (empresa argelina de construcción de vivienda). Esta política dinamizó la economía, incorporando el sector privado al desarrollo del país y, la puso en un camino más acertado y acorde con las necesidades del pueblo y las realidades objetivas de la nación norteafricana, hermana de Venezuela.

China está transitando por el mismo camino, por el cual transitó Argelia. Es decir, no gastar más dinero en empresas deficitarias, que no sean estrictamente de interés social. China ya ha decidido privatizar 170.000 de sus empresas estatales y venderlas 20% por debajo del valor de sus activos. Las empresas privadas tienden a competir entre sí y las mejor gerenciadas y adaptadas a las realidades objetivas de los mecanismos del mercado serán aquellas que sobreviven. De esta manera el gobierno chino aplica el principio de "o nadar o hundirse" y se deshace de un dolor de cabeza, que le causa una sobrecapacidad de producción y aceleración indeseada de su ritmo de crecimiento. Liberado de esta carga, el gobierno podrá concentrarse sobre las muy necesitadas reformas estructurales del sistema bancario chino, el desarrollo de la infraestructura (viabilidad y servicios) en las zonas rurales para incorporarlas en la dinámica socio-económica que conoce el litoral y, así elevar el nivel y la calidad de vida de los campesinos chinos.

Por cuanto a la incidencia del ajuste chino sobre el sistema monetario internacional , pienso que por primera vez desde la conferencia de Bretton Woods (allí nació el FMI y se acordó despegarse del patrón oro y escoger el dólar US como moneda de referencia internacional) se vislumbra la creación de otro sistema monetario que se departe del dólar US y tome en cuenta una CANASTA de monedas. Al seguir otros países el ejemplo de China, es decir "despegarse del patrón moneda-dólar US" y escoger la "CANASTA", esto llevará forzosamente a que se plantee en el futuro cercano la búsqueda de un nuevo orden monetario internacional más equilibrado. China con la sabiduría y la inteligencia que caracteriza su pueblo y con su herencia cultural mil milenaria, " REVALUÓ", como se le pidió hacerlo, pero incorporando a aquello una bomba de tiempo, que nadie esperaba: la canasta de monedas, como referencia cambiaria, restando así al dólar su estatuto de moneda plenipotenciaria y referente mundial para las demás divisas.

Ahora China puede escoger determinados sectores de la economía nacional para su crecimiento y manejar su ritmo de crecimiento, como lo conviene y así evitar crisis financieras, impulsadas desde afuera.

No hay marcha atrás, China, Malasia, la India, Vietnam y Corea son o serán los nuevos motores de la economía mundial, gracias al Capital internacional, el cual busca lugares donde los costos de producción son bajos. Los EE.UU. y la vieja Europa han llegado al límite donde las empresas pueden soportar el salario elevado de la producción.

El camino para Venezuela y América latina es la integración monetaria hacia una moneda común . Sería bueno que los Bancos Centrales Latinoamericanos inicien rondas de trabajo en tal sentido. A tal efecto, debe seguirse el ejemplo chino y establecer un mecanismo que fijará una canasta donde el "peso" de la moneda de cada país sería afectado con un porcentaje que corresponde a su valor nominal dentro de la canasta. La fluctuación de cada moneda dentro de la canasta puede técnicamente resolverse, creando a tal fin una comisión compuesta por especialistas de los Ministerios de Finanzas de cada país y representantes de los respectivos Bancos Centrales.

Es una propuesta que lanzamos para la reflexión de los especialistas del Min. Finanzas y del BCV, para su estudio y profundización. El Banco Latinoamericano, tan necesario para la integración regional y el desarrollo continental, podrá iniciarse en base del principio de una canasta de monedas latinoamericanas como referente frente al dólar norteamericano. En esta canasta se puede también incluir el Euro y porque no, monedas asiáticas, tales como el yuan, el yen y el won. Eso reduciría la hegemonía del $-US e impediría que debacles financieros como los que ocurrieron en Argentina y en México ocurran en el futuro.

Tantalize single moms with an array of juicy economic incentives, cripple
the Black family, and blame the whole mess on those stingy Conservatives.
Going back to LBJ's Great Society, that's been the essence of the Left's
social welfare program.

Now we're paying the price for four decades of the Nanny State.

When a girl is raised without the guiding hand of a father, she is at
greater risk of engaging in sexual experimentation - with its
all-too-predictable consequence of unwanted pregnancy. One analysis found
that young women with divorced parents were three times more likely to have
an out-of-wedlock birth.

Researchers Lorraine Blackman and colleagues recently combed through 125
social science studies and concluded that when fathers are absent, the
harmful effects on boys are also traumatic.

teenager boys from broken homes were more likely to be suspended from school
and get into trouble with the police. And they were six times more likely to
run away from home.

But when fathers are allowed to stick around, good things begin to happen.

According to Blackman's review, boys from father-present homes benefit from
three times higher parental involvement. As a result the boys have a much
higher self-concept. They are more likely to be prepared for school. And to
no great surprise, they are more likely to aspire to a college education.

Overall, father absence harms boys more than girls. Blackman concludes, "The
marriage benefit appears to be much stronger among African American boys,
who receive considerably more attention when their father is married and in
the home."

Of course no parent is surprised by these commonsense findings, but now we
have scientific proof.

Some pessimists look at the pattern of intergenerational poverty, crime, and
broken families. They wonder whether we will ever find the formula to lift
Black men from the bowels of hopelessness and despair.

The simple answer is "yes."

Yes, we need strong educational development and job training programs to
help break the cycles of social pathology. And certainly we must do away
with misguided welfare policies and lock-'em-up child support enforcement.
But book-learning, jobs, and policy reform will only be a start.

The real answer will be found, I believe, in the hearts of Black men. It is
there that an indomitable spirit and an unquenchable thirst for dignity
still resides.

It was that spirit that in 1968 compelled 1,300 men in Memphis to go on
strike. Weary sanitation workers picked up placards on which they had etched
the phrase, "I AM A MAN." Think about those four words for a minute. It was
that march for dignity that brought Martin Luther King to Memphis, only to
be felled by a sniper's bullet.

That same spirit animated a group of brothers to come together to establish
an organization known as 100 Black Men. Forty-odd years later, the group has
grown to over 10,000 members working to improve the social and economical
opportunities for all African-Americans.

That animus drove the Kappa Alpha Psi fraternity a few years ago to organize
its ambitious Prostate Cancer Global Awareness Campaign. That campaign
inspired Anheuser-Busch to pledge $250,000 in support of the effort.
Prostate cancer, of course, if far more lethal in Black men than in Whites.

It's that ineffable character that drove the survivors of a tragic syphilis
study to establish the Tuskegee Human and Civil Rights Multicultural Center.
Chipping in their worn-down dimes and quarters, they hoped that future
research projects would never repeat the same mistake.

That spirit is evinced every week in small town churches that dot the
countryside, where all-male gospel groups give their distinctive rendition
of soul-sound. It's the same spirit that guides a group of Baha'i Black men
to come together once a year to chant prayers and recommit themselves to a
life of service. I chanced across these men a few years ago while grieving
the loss of a family member.

Relieved of artificial impediments, the physical body has a remarkable
ability to heal itself and regenerate its functions. So too the souls of
Black men.

(AgapePress) - A coalition of pro-family organizations has planned a "values
voters" summit this fall because those voters are not happy with how
Congress is treating their issues.
A poll of values voters was recently commissioned by the Family Research
Council to check the pulse of conservative Christians. FRC president Tony
Perkins says there is plenty of unrest among that voting bloc. "Values
voters are not real happy with what this Congress has been able to advance,"
says Perkins. "[T]hese are the same voters that helped expand the
conservative majorities in 2004, but they're not real happy."

Perkins says the poll shows that 63 percent of values voters do not think
Congress has done enough on issues such as marriage protection, indecency on
network television, the culture of life, and expansion of gambling. In
addition, according to the poll 69 percent want a constitutional amendment
banning same-sex "marriage" -- an issue that has become bogged down in
Congress.

Recognizing the unrest among that group of voters, Perkins and other
pro-family leaders are convening a gathering just prior to mid-term
elections this fall to remind those running for office just what values
voters expect. The "2006 Values Voter Summit" will take place in the
nation's capital September 22-24, 2006. (Registration information is
available at FRCAction.org)

Co-sponsored by four family advocacy groups -- FRC Action, Focus on the
Family Action, Americans United to Preserve Marriage, and American Family
Association Action -- the summit plans to address such topics as the
continuing debate on abortion, the role of religion in public education and
the role of the church in politics, the preservation of marriage, and the
apparent indifference of the entertainment industry toward family values.

The summit will include speakers from among the conservative movement,
breakout sessions, and a gala dinner. The gathering will conclude with a
Sunday morning worship service
