BRUSSELS, March 10 (UPI) -- The urban riots that shook France to its core last year were not sparked by Islamist
fanatics and had little to do with the radicalization of the country's Muslim youth, says a new report by the
International Crisis Group. Instead, the independent Brussels-based grouping blames the violence on political
frustration and social deprivation among Muslim communities and the heavy-handed tactics adopted by French police in
deprived suburbs.
Almost 9,000 cars were torched and 3,000 people were arrested in October and November after two African youths were
electrocuted fleeing police officers. The center-right government responded by declaring a state of emergency and
imposing a curfew in the worst-hit suburbs. The rioting, which lasted 20 days and nights, was the worst civic unrest in
France for almost four decades and led some commentators to declare that the country was teetering on the edge of a
civil war between its indigenous population and largely Muslim immigrant communities.
"France faces a problem with its Muslim population, but it is not the problem it generally assumes," says the ICG in its
latest report, citing French concerns about the security threat posed by a five million-strong Muslim population
mobilized by radical Islam. "In fact, the opposite is true: paradoxically, it is the exhaustion of political Islamism,
not its radicalization, that explains much of the violence, and it is the depoliticization of young Muslims, rather than
their alleged reversion to a radical kind of communalism, that ought to be a cause for worry."

streets. He's been arrested several times for several violent crimes,
yet somehow managed NOT to do any serious time, thanks to the
dysfunctional New Orleans law enforcement community. Maybe now they
will take a cue from their Texas neighbors, and give this brute some
"tough love", say for about 40 years.
Here we also have a case of where the nickname makes perfect sense, as
he most certainly "be stupid".

Suspected killer 'B-Stupid' arrested
The alleged gang leader was wanted in Houston and New Orleans

A 20-year-old alleged murderer and suspected gang leader who several
times escaped conviction in Louisiana and later managed to land on the
Houston Police Department's most-wanted list in less than six months
was captured Monday in Kenner, La.
Ivory "B-Stupid" Harris, who was wanted by New Orleans police in
connection with a Feb. 28 shooting death during Mardi Gras,
surrendered without putting up much resistance at a house filled with
a cache of guns and drugs in the New Orleans suburbs.
The arrest capped the end of an intensive, months-long Texas-Louisiana
manhunt for law enforcement officials, who were determined to find and
remove the elusive Harris from the streets.
"When the (Kenner police) SWAT team went in the front door, he went
out the back door and NOPD detectives were there waiting for him,"
said Capt. James Gallagher, a Kenner Police Department spokesman.
Gallagher said Harris was asleep when officers went to the home about
3:10 a.m.
Calvert Magee, the only other person in the house, was arrested on
drug charges, he said.
Authorities found 3 1/2 ounces of heroin, 3 1/2 ounces of crack
cocaine, 20 grams of marijuana, two loaded SKS assault rifles, a
.45-caliber semiautomatic handgun and $5,800 in the residence,
Gallagher said.
New Orleans police said they obtained a search warrant after receiving
a tip from an informant that Harris was in Kenner. He was taken to a
Kenner jail on a fugitive warrant and later transferred to the Orleans
Parish Jail in New Orleans.
Harris is awaiting a formal charge of murder in connection with the
death of Jermaine Wise, 22, whose body was found inside a car parked
on a New Orleans street.
The arrest was good news for the New Orleans Police Department.
"We are thankful for our concerned citizens who provided the
information on the whereabouts of Ivory Harris," said NOPD
Superintendent Warren J. Riley through a police spokeswoman. "The
arrest of Harris, along with last week's arrest of Jerome Hampton,
should cut into the potential for violence in our community as well as
the city of Houston."
Harris is no stranger to violent crime, police say.
Records show Harris has been arrested several times in Louisiana on
charges ranging from disturbing the peace to murder. However, he was
never convicted of any serious crimes.
Houston police said Harris is connected to the Dec. 28 slaying of
Steven Kennedy, 24, at 1303 La Concha. Police also said they believe
Harris killed another man in Houston in a dispute over a woman.
Harris once traveled with Hampton, 24, who has been charged with
Kennedy's death, which police said was a revenge killing for the 2003
slaying of James "Soulja Slim" Tapp, a New Orleans rapper.
Although Harris hasn't been charged with murder in Houston, he has
been charged with aggravated kidnapping and aggravated robbery in
connection with a robbery in Greenspoint Mall, said HPD Sgt. Brian
Harris of the Gang Murder Squad.
Brian Harris said Ivory Harris probably will be tried in New Orleans
before he comes back to Texas. He said Texas authorities will provide
information to Louisiana prosecutors to assist during the punishment
phase of his trial. Or, he said, the situation could be reversed if he
is tried in Texas.
"We certainly know, according to New Orleans detectives, that Ivory
Harris doesn't want to come back to Texas," Brian Harris said.
Ivory Harris and Hampton were among 16 Hurricane Katrina evacuees from
New Orleans who were targeted by HPD in recent months for violence
that stemmed from rival housing projects' gangs. They are accused of
slayings, robberies and drug-related offenses, authorities said.
"If you look at the very beginning of all the people who were wanted,
we know it's down to quite a few," Brian Harris said.
He credited that with HPD's strategy of relieving witnesses of the
fear of retaliation.
"Evacuees here didn't have to fear being intimidated or killed," said
Brian Harris, whose squad was formed in January to address slayings in
southwest Houston.
"What happened in New Orleans is they would arrest someone and in a
couple of weeks he was released. People would say why should I be a
witness if I had to live in the same (housing) complex with this guy."
He said that people eventually found out that there was a different
justice system in Texas and that "you really do some time in Texas
jails."

And even more offensive is that Bush and the neocons have the nerve to

It's so weird, just earlier today I criticized leftists for their

marching next to izlamists in last weekend's anti-war rally, though
if the izlamists had their way the gays and womynists would be stoned
to death. Similarly, the xian rightards are also allied with the
izlamists in Afghanistan and Iraq, even though they would also be (are)

On Saturday, during her national radio response to the president, Senator
Dianne Feinstein accused the Bush administration of "incompetence" in the
Iraq war.
What would be a competent way to pursue the war in Iraq? How would you drop
huge bombs on urban neighborhoods in a competent way? How would you deploy
cluster munitions that shred the bodies of children in a competent way? How
would you take hundreds of thousands of people from their home land and send
them to a country to kill and be killed -- based on lies -- in a competent
way?
How do you ravage the housing and health care and education of communities
across the United States, while war-profiteering corporations post bigger
profits -- how would you do that in a competent way?
Senator Feinstein went on to say that it's so important, for the war in
Iraq, for the United States government to "do it right."
How does one do this war right, when every day it brings more carnage? The
only way to do this war right is to not do it at all.
Last Friday, reporting on a new assault by the U.S. military in Iraq, a
headline on the front page of the San Francisco Chronicle said: "Biggest air
attack since the invasion seen as delivering a message."
Delivering a message.
Forty years ago, Secretary of Defense Robert McNamara said it was necessary
to drop bombs on North Vietnam in order to deliver a message to the
Communist leaders in Hanoi. The former war correspondent Chris Hedges, in
his book "War Is a Force That Gives Us Meaning," recalls that when he was
reporting from El Salvador, one morning he and other reporters woke up at
their hotel and discovered that death squads had dumped corpses in front of
the building overnight, and in the mouths of those corpses were written
messages threatening the journalists.
In Yugoslavia, during the spring of 1999, the bombs fell with the U.S.-led
NATO forces delivering a message. And when, at noontime one Friday in the
city of Nis, cluster bombs fell courtesy of U.S. taxpayers and ripped into
the body of a woman holding a bag of carrots from the market, that too was
an instance of sending a message.
Time after time, leaders send messages by inflicting death. On September 11,
2001, Osama bin Laden sent a message at the World Trade Center. And in the
fall of 2001 the U.S. military sent a message to Afghanistan, where the
civilians who died, if we are going to count numbers, were at least as
numerous as those who died at the World Trade Center.
And now, George W. Bush continues to send a message with the bombs and the
bullets. And we're encouraged -- if not to avidly support -- to be passive.
To defer. To be inactive.
When people across the United States gather to oppose this war, they are
refusing to participate in sending the message of death.
Almost 40 years ago Martin Luther King talked about what he called "the
madness of militarism." And it's with us, here and now; it's with us in the
United States every time a child is malnourished, every time people need
medical care and don't get it and suffer and sometimes lose their lives,
while the military budgets of this country -- over half a trillion dollars a
year -- are spent not on defense but on military expenditures, which dwarf
anything that could be accurately described as defense. The madness of
militarism that Dr. King talked about is expressed every day by the likes of
Senator Feinstein, who demands "competence" in war and says that it must be
done right.
We need a peace effort, not a war effort, from the United States. Instead of
doing a better job of killing, there's a movement around this country to
compel what is said to be our own government to do a much much much better
job of sustaining life -- instead of taking it.
The problem isn't that this war may not be winnable. The problem is the war
was and is and always will be wrong, and must be stopped.
At every demonstration for peace and social justice, why are we here?
Because those are values we want to live for.
And why are we here on this earth? Why are any of us here? Not an easy
question to answer. But activism is a way of insisting that we're not here
to be part of war machinery. We're not here to be part of the killing, we're
not here to aid and abet or enable those like George W. Bush who lead the
charge to slaughter in the name of freedom to serve profit. We're here with
a very different mission.

The Palestinians are busy forming a government. It is too early to say how
the events in Jericho will affect its composition, but what in the past was
an internal game of musical chairs among Fatah and its satellites--a
competition over personal prestige and a power play by Yasser Arafat--now
appears to be a discussion between different political movements and
principles.
Hamas has already submitted its proposed guidelines for a coalition
government. The guidelines are a mixture of the declarations and slogans of
a national liberation movement and the vague promises of a future
government. This mix does not bode well for the Palestinian people. Even the
vagueness in the guidelines, as Mahmoud Abbas has reportedly complained, is
that of an "ordinary" government--things along the lines of "we will work to
eradicate poverty," a standard pledge among Israeli governments.
The guidelines give considerable space to the right of return, as well as to
the standard declaration that resistance in all its forms is a right--even
though, at the same time, they stress that resistance is a means, not an
end. The guidelines also include a promise that Palestinian Authority
institutions will be established based on the principles of democracy,
justice, individual rights and freedoms, and so forth. Hamas is even willing
to discuss changes to its proposal in order to accommodate two tiny factions
that are considering joining the government (the Popular Front and
Independent Palestine). Fatah, in contrast, has made it clear that it views
negotiations with Israel as a fundamental strategic choice, and it is not
willing to concede on this issue. If so, it is unlikely that Fatah will join
the government.
The first draft of the guidelines stated that a Hamas-led Palestinian
government would be willing to seriously consider the principle of
negotiations if Israel would recognize the rights of the Palestinian people
and provide guarantees of a full withdrawal from the territories it occupied
in 1967, including East Jerusalem. If this is so, then according to Hamas,
negotiations are merely a Palestinian gesture should its conditions be met.
At first glance, this is a refreshing "new discourse" that Hamas is
introducing into the unequal balance of power between Israel and the
Palestinians. It may paint Hamas as "real men" in the eyes of its public,
but it does not appear that it will impress anyone in Israel.
In effect, the "conditions" are reminiscent of the style of the armed
Palestinian organizations throughout the last five years: They set
conditions for Israel, or threatened to "avenge" or "act" or "respond," in
precisely the arena where there is no doubt of Israel's superiority: force
of arms, the ability to kill and destroy.
These organizations, with their suicide attacks and their Qassam rockets,
painted the Palestinians as the aggressor, just as Israel's propaganda
claimed. Now, Hamas is deemed the one who is refusing to negotiate. It is
helping both Israelis and the international community to forget that for the
past five years, it was Israel that refused to negotiate, and that even
during the Oslo years, the negotiations consisted mainly of forceful Israeli
dictates and Palestinian inertness and concessions.
The guidelines also address the security lull: It is not an end, but a
means, and it is meant to achieve national goals. However, its continuation
will depend on an end to all Israeli aggression and the release of the
prisoners. Here it is possible to see Hamas' pragmatic desire for a lull to
enable it to deal with the domestic issues that were the main reason for its
election. But it is also possible to see the boastfulness of the weak, which
has nothing behind it. Granted, the guidelines speak about resistance in all
its forms--primarily, armed resistance and popular resistance. But the
experience of the last five years has proven that the use of arms not only
worsened the Palestinians' situation, but also came at the expense of mass
mobilization for a popular uprising.
The use of weapons in the territories and the suicide bombings in Israel
that the armed organizations, first and foremost Hamas, presented as a
"response" gave Israel an opportunity to implement its long-standing plan of
annexing essential territory and shedding responsibility for the occupied,
and even to win American backing and tacit European support for this. It
turned out that Israel was playing chess, while the Palestinians thought
that the game was tables tennis. And even at that, they are losing.
Fromthe way Hamas officials have behaved since their election, it is clear
that Hamas understands that the table tennis cannot be only military. Now,
it is trying to inject a new element, a political one, into the game. It
wrote in the guidelines that the Palestinian cause has an Arab and Islamic
dimension, and a Hamas-led government will work to mobilize Arab and Islamic
support for the Palestinian people in every field.
Under the Palestine Liberation Organization, the Palestinian cause became
the entire world's cause, an issue of both national rights and human rights.
Over the last five years, however, Israel has worked energetically to link
the Palestinians with international Islamic terrorism and the "clash of
civilizations:" enlightened versus benighted.
Now, Hamas' guidelines are helping Israel as well: They depict a religious
and cultural clash, outside the framework of the people's struggle against
foreign occupiers.

hi. i don't like the way threads cannot be responded to after some time
and when using the same header, the posting is not threaded with the
old postings. please thread all immortality4 postings together so that
we can see a gradual evolution of ideas so as to avoid unnecessary
repetition in future postings.
i had previously posted my proposal on life-extension in these
newsgroups. basically, the idea is to inhibit head development in the
presentient embryo and grow to desired size for transplantation of
organs etc. i feel that an alternative method of 'gene knockout' may
prove to be more 'ethical' because it illiminates the capacity to
develop sentience from the egg stage. a human egg is not necessary for
this procedure but is desirable. there appears to be ethical concerns
regarding this procedure but i am confident that on reflection and
public debate this will be seen as abundently ethical. presumably you
have no problems with organ donations from a random doner so why have
problems with organs generated from your own flesh? it is similar in
ethical terms to grafting skin from the leg onto your arm. the cells
taken are 'alive' to the extent that they are functional, just as many
cells remain functionally 'alive' long after you have 'gone to meet
your maker in the clouds'.
anyway, some of you may oppose this with your dying breath but i am
sure there would be others who are willing to embrace scientific
innovation particularly because it offers the hope of immortality. but
as with many things in life this treatment will have a cost. the cost
of research and development and the cost of purchacing equipement,
materials, salaries and bills adding up to millions of dollars.
however, i aim to provide this service to everyone who can afford it.
the cost i have provisionally in mind is 40,000 us dollars. this will
buy you transplant surgery of cloned organs replacing any or all organs
in your body and thereby extend your life by a standard lifetime. the
service will eventually be extended to transplant tissues and limbs and
ultimately perhaps a complete body prosthesis. the technology exists to
make this a reality today. the techniques have been tested and shown to
be effective. i am in the business of saving lives. i have set a low
price so as to enable most people to be able to afford it but i will
need lots of people to cover startup costs. please respond support this
venture.

The Terror Organization KADEK
1. General
Historical Background
The initial activities regarding the terror organization PKK have
started with the intellectual activities of some students defending the
Marxist-Leninist ideology within the Ankara's Democratic Patriotic
Students Association (ADYÖD) under the leadership of Abdullah ÖCALAN
since 1973.
Abdullah ÖCALAN and his friends declared the setting up of the
Kurdistan's Workers Party (PKK) during an illegal meeting held in the
Diyarbakir province, Lice district, Fis village on November 27, 1978
which was called 1 st. Congress.
The inital documents stating PKK's aim were the "The Way Of
Kurdistan's Revolution-Manifesto" and party program published in 1978.
According to the said program, the aim of the terror organization is to
found initially an independent Marxist-Leninist Kurdistan state in the
East and Southeast Anatolian regions in Turkey by using the method of
armed propaganda and to achieve subsequently its final goal of
establishing an "Independent United Kurdistan" through the unification
of the Kurdish states to be founded in neighboring countries.
To this end, the terror organization PKK having officially declared
the commencement of its armed activities following the bloody attacks
on the districts Eruh and Þemdinli on August 15, 1984 has determined
four-stage strategy in order to divide and destroy Turkey by trying to
gather some part of the people, who have been living in peace within
the country for thousands of years, on a separate territory under a
different flag claiming that they have allegedly a different identity.
According to the above-mentioned strategy, it has been intended to;
- Obtain certain cultural and social rights at the first stage,
- Set up an autonomy or another administrative system of federation
type at the second stage,
- Establish the alleged North Kurdistan in our territory at the
third stage and
- Found an independent and united Kurdistan state in the region to
include some parts of Iranian, Iraqi and Syrian territories at the
final stage.
To this end, the terror organization PKK has adopted the method of
separatism-based, three-phased armed propaganda which was called the
war of people, and based on violence directed against the regional
people. Accordingly, the terror organization PKK has aimed at.
- Completing strategic defense stage through armed propaganda,
alleged guerilla war and mobile war operations under the control of its
leading staff within the framework of its ideological ideas in the
first phase,
- Partially completing the process of establishing fronts and an
army and thus, creating the strategic balance which will provide the
balance of power between the security forces and the terror
organization in the second phase and,
- Establishing saved areas in the region after triggering public
risings wherever possible by escalating the conflicts and passing into
strategic attack state when seizing the authority in the third phase,
The terror organization which has increased its armed force over 8
thousand men and raised the violence it has used against the people
regardless of their being women, elder or children to the highest level
from 1992 has not been able to achieve the above-mentioned stages until
today due to the measures taken in accordance with the "Area
Superiority Concept" put into practice from 1994, and the operations
successfully conducted by security forces. As a result, the separatist
terror organization was forced to take the decision of unilateral
ceasefire four times in 1993, 1995, 1998 and finally on September 01,
1999 in order to preserve its terrorist power.
The terror organization desiring to exploit the alleged cease-fire
as an opportunity of recovery for tactical purposes has tried to prove
that it still maintains its existence by continuing its acts and
violence against the civilians and security forces in rural, on the one
hand, carrying out sabotage and bomb attacks in the cities, on the
other hand.
The Turkish Armed Forces has gained an important success in pulling
down the terror organization and its activities to a marginal level
through a successful military operation it has conducted under the
Turkish constitution and legislation to destroy the internal threat, by
acting in a way that ensures the simultaneous implementation of a
series of administrative, social and economic measures taken to prevent
the support being provided to the terror organization.
The last achievement of the Turkish Armed Forces in struggling
against terrorism was that head of the terror organization A. ÖCALAN,
who was deported from Syria, was taken to Turkey following his capture
in Kenya/Nairobi on February 15, 1999 and brought before the
independent court.
The terror organization, tending to resort again to violence during
the period when the head of the terror organization has been taken to
Turkey and brought before the judge, has been able to adapt itself to
the new situation in a short time within the framework of the defense
that head of the terror organization has made in the court and has
tried to reach its goal by exploiting Turkey's EU goal and certain
values such as human rights and democratic rights widely accepted by
the international community. Within the framework of his defense in the
court, the head of the terrorist organization has changed his tactic
and begun to articulate such concepts as "Democratic Republic" and
"Democratic Middle Eastern Union" in its defense to save himself from
capital punishment.
At the VII. Congress of the terror organization held in the Kandil
Mountain region in Iraq on January 02-23, 2000 during which the new
strategy of the terror organization was agreed, it was decided that;
- The armed activities should be resumed in case of execution of
head of the terrorist organization and.
- The Kurdistan's National Liberation Army (ARGK), the alleged
military flank of the terror organization should maintain its existence
under the title of "People Defense Forces (Hezi Parastini Gel-HP) and
the Kurdistan's National Liberation Front (ERNK), the alleged political
flank of the terror organization, which mainly carries out activities
in European countries under the "Kurdish Democratic People Union
(Yekita Democratic A Gele Kurd-YDK) until appropriate legal
arrangements regarding recognition of the Kurdish identity in Turkey
and constitutional guarantees are provided.
The legalization plan that the terror organization has developed
according to its new strategy agreed during its congress, provides for
the followings:
- Giving the message that it is ready to make peace with the
government of Turkish Republic in order to obtain the status of being
recognized as a party in national and international public opinion,
- Handing over some terrorists to the security forces to convince
the public opinion that it is allegedly ready to make peace,
- Making political studies within the People's Democratic Party
(HADEP), which has political connection with the terror organization,
or a similar legal organization, and cooperating with other political
parties,
- Making guiding studies within the municipalities governed by
HADEP to broaden grass roots,
- Having contacts and cooperating with intellectuals from all
circles in Turkey's democratization to ensure the alleged cultural
rights of Kurds being recognized,
- Demanding that the Turkish government should make legal changes
to prove its goodwill through the human rights organizations,
- Bringing up the education in Kurdish language,
- Ensuring the Kurdish identity coming to the fore by focusing on
cultural activities,
- Organizing campaigns in order to ensure the scope of the law of
amnesty being extended,
The terror organization has attempted by its new plan to reach its
final goal that it could not achieve through its armed struggle it has
been carrying out for 16 years, through legalization efforts. To this
end, it has increased its activities it has conducted under the title
of the "Democratic Republic" at home and under "Political Settlement (
Solution ) To The Kurdish Problem" abroad,
In the plan the terror organization developed under the name of
"Peace Project" on March 07, 2000 following the VII. Congress,
- The alleged "Kurdish Problem" and PKK terror are identified with
the Irish, Palestinian, East Timor and Basque problems and it is
requested that the related "Political Solution" initiatives should also
be taken in Turkey and,
- It is put forward that the settlement of the alleged Kurdish
problem in Turkey in accordance with the predictions of head of the
terror organization, Öcalan would also serve the settlement of the
problems in the Middle Eastern countries, and the "Democratic Middle
Eastern Union" to be set up in regional countries would lead to
economic, social and cultural developments,
- Subsequently, in its 2nd "Party Assembly" meeting held in North
Iraq in September 2000, the terror organization decided to be
reorganized to conceal its terrorist identity and began to term its
former structure with innocent titles,
- Assuming that the new strategy of the terror organization could
not be well understood and adopted by its mountain members, the terror
organization held the III. "Party Assembly" meeting between 27 February
and 03 March 2001 and focused on restructuring activities in accordance
with the decisions it took during the said meeting. In addition, the
terror organization, having assessed that the people movement
activities could not achieve the desired level, has intensified its
efforts to ensure its new strategy being accepted by its members and
supporters through a series of meetings.
In this context;
* The "Centralized Propaganda and Media Conference" was held
between 29 May and 07 June 2001 in order for the efforts in the media
field, that the terror organization considers to be insufficient, and
to reach an organized structure,
* The "1st Public Movement Conference" was held between 20 June and
02 July 2001 for the purpose of carrying out the acts and activities
the terror organization has started under the name of alleged 2nd Peace
Efforts, in a more organized manner through its supporters and
sympathizers who are directed by the front organizations,
* The "1st Public Defense Forces (HPG), Conference" was held
between 28 June and 12 July 2001 in order to develop a new structure by
making radical changes in the armed flank of the terror organization
from the armed group order and discipline to war tactics and
techniques,
* The "3rd Free Women Party (PJA) Conference" was held on July
11-22, 2001 to make the women organizations conducting activities in
legal and illegal fields more active and organized,
* The "1st Culture, Art and Folklore Conference" was held on 11-22
July 2001 in order to indoctrinate wider parts of the people with
separatist ideas and,
* The "6th National Conference" was held on August 05-22, 2001
under the leadership of the alleged Supreme Council of the terror
organization in order to coordinate the conferences to be held in line
with the activities the terror organization carries out in various
fields and to direct all organizational efforts towards public
movements,
- The above-mentioned conferences have drawn special attention as
the ones which have been held within the framework of preparations for
the 8th Congress of the terror organization PKK. According to the
decisions taken during the said conferences, various campaigns have
been organized primarily in Europe and subsequently in Turkey for the
purpose of gaining support for the requests of constitutional
recognition of the Kurdish identity and the use of Kurdish language as
the language of education. However, the terror organization has not
been able to reach the desired level of participation by the people.
- On the other hand, the terror organization has focused on
re-establishment of the terrorist groups not directly affected by the
security forces and on their armed training in raid, laying ambush and
sabotage. The disagreements arising within the terror organization,
PKK-KPU conflict and escape of nearly five hundred Syrian terrorists
from the terror organization in particular have been the noticeable
problems that the terror organization has faced within the period under
review.
- In the meantime, the defense that head of the terror organization
has developed for his trial lasting in the European Court of Human
Rights has been printed by the terrorist organization in a two-volume
book under the title of "From the Sumerian Monastic State To The
Democratic Republic", accepted as the second manifesto and begun to be
used as a guide document for all activities carried out by the terror
organization and as a basic document in the ideological training of the
terrorist organization's members and supporters.
- The 8th Congress preparations which have lasted for a long time
in accordance with the outline of the said defense of head of the
terrorist organization was held in the Kandil Mountain region in
Northern Iraq on April 04-10, 2002 with the participation of 285
terrorist's 106 of whom were women and 179 men as well as about 100
audiences,
- In the said congress during which the activities the terror
organization PKK has conducted in the past and report developed
according to the defense of head of the terror organization and
submitted to the congress have also been evaluated, it has been pointed
out that;
* The terror organization PKK has obtained some advantages like
raising of the Kurdish problem in international area as a result of the
armed struggle it has conducted since 1977,
* However, the ideology and modus operandi adopted by the terror
organization at the beginning have failed due to the collapse of the
former Soviet system and the anti-terror environment arising following
the September 11, 2001 terrorist attack on the US and,
* It has been the time that PKK would be replaced by a completely
new formation in order not to be included in the list of terrorist
organizations, and it must undergo restructuring beginning from its
ideology to its lowest-level units, including a change in its
organizational title,
* The "3rd Free Women Party (PJA) Conference" was held on July
11-22, 2001 to make the women organizations conducting activities in
legal and illegal fields more active and organized,

Freedom and Democracy Congress-KADEK" from now on in accordance with a
new program, statute and organization based on the solution of Kurdish
problem in line with the main points of the defense that head of the
terrorists has submitted to the European Court of Human Rights within
the existing borders in four countries,
* PKK considers KADEK as its sole legal representative and disposes
of its moral and physical acquisitions to KADEK. The terror
organization made a press conference in Belgium/Brussels on April 16,
2000 and publicized its decisions.
- In the meantime, the fact that the inclusion of the PKK in the
list of terrorist organizations developed by the European Union member
nations which was issued on May 4, 2002 has led the members of the
terrorist organizations into great concern regarding the possible
inclusion of KADEK in the list of terrorist organizations. For this
reason, the terror organization has immediately begun to make protests
against such nations as Denmark, Spain, the UK who have had an effect
on the related decision-making,
