Panama, Apr 7 (Prensa Latina) Venezuelan Legislator Adel al-Zabayar
Samara lashed out at the US double standard that pictures the
Arabs as terrorists and blocks the extradition of a confessed one.
Al-Zabayar Samara, member of the board of directors of the
Federation of Arab Entities of the Americas (FEARAB), says the case of
international criminal Luis Posada Carriles is hard evidence of
Washington's protection of CIA-related elements.
Terrorist Posada Carriles is obviously the brain and
perpetrator of the mid-flight blast of a Cubana airliner in 1976 but
knows too much about the "Company" and the Bush family, so the US must
protect him.
Al-Zayabar Samara, member of the Parliament Energy and Mining
Permanent Commission, added that extradition now depend upon the
interests behind.
"Venezuela is being held back from extraditing a confessed
assassin involved in the CIA's dirty war against Latin America, and

Spying at Home: Bush & Co at It Again
Washington, Apr 7 (Prensa Latina) US Attorney General Alberto Gonzales
confirmed Friday that the Federal Government is considering expanding
the controversial internal spying by the White House in spite of the
huge criticism by the public.
Gonzales said the present Republican administration plan is to limit
the espionage to calls or e-mails originating in US territories.
Dem (CA) Adam Schiff was uncomfortable with the Attorney General´s
remarks, indicating this could suggest that the government is
continuing to monitor communications.
When the scandal broke, the White House declared the legitimacy of
internal espionage, but the Electronic Frontier Foundation (EFF)
brought suit against AT&T for billions of dollars for violating client
privacy in allowing the Pentagon´s Daytona Key program to monitor 300
million calls and four trillion e-mails of 25 million residential
accounts.
The US Congress has guaranteed private communication and the White
House complained that the Bush espionage plan would not be necessary
if it could reach an "information agreement" with Congress.

Colombian Paramilitary Activity Affects Venezuelan Security
Caracas, Apr 7 (Prensa Latina) The process to dismantle Colombian
paramilitary groups is affecting security in Venezuela, which has
witnessed recent cases of abduction and kidnapping.
At least 590 members of the Catatumbo Front have pushed over
the border, especially in provinces bordering with Colombia, according
to statements by Deputy Iris Varela, of the Fifth Republic Movement, in
a meeting of the National Assembly to discuss the issue of violence.
Attorney General Isaias Rodriguez, one of whose bodyguards was
slain recently, asserted plans were in motion to murder him.
Rodriguez referred to people with a Venezuelan accent,
according to phone talks, that could be behind the kidnapping and
assassination of three teenage brothers and their driver on February 23.
Nicolas Maduro, president of the National Assembly, said the
infiltration of Colombian paramilitary troops was not a spontaneous
phenomenon but a plan to destabilize the government of President Hugo
Chavez.
Venezuelan experts have spoken about the "kidnapping industry,"
which did not exist previously but has cropped up at border territories.
Communist Party Deputy Oscar Figueras asserted Colombian
paramilitary forces in Venezuela initially connected with criminals and
corrupt police and later started operations.
Media reports said Italian-Venezuelan businessman Filippo
Sindoni, recently abducted and assassinated, had received death threats
from a paramilitary group.
A source that wished to remain anonymous stated Sindoni
presumed those threats came from a Colombian group hired by businessmen
opposing Chavez.

Iraqi Mosque Victims Reach 239
Baghdad, Apr 7 (Prensa Latina) At least 79 people were killed and
another 179 wounded in a triple bomb attack at key Shiite Buratha
Mosque in northern Baghdad´s Utaifiyah neighborhood, official sources
report.
The assailants were dressed as women, according to versions which
indicated that the attacks took place as worshippers were leaving
after Friday prayers.
The mosque's imam, Sheikh Jalaluddin al-Saghir, also one of the main
leaders of the Shiite coalition that won the previous elections, said
one assailant entered the mosque through the women's security
checkpoint and blew himself up, while a second rushed into the mosque
courtyard, and a third to his office before detonating themselves.
The Buratha Mosque is linked to the Supreme Council for the Islamic
Revolution in Iraq, the main Shiite party.
Baghdad official Salah Abelrazaq told Al Iraqiya TV that "those behind
the attack are trying to plunge the country into a sectarian
conflict."

Vice President Dick Cheney's former top aide told prosecutors that President
Bush authorized a leak of sensitive intelligence information about Iraq,
according to court papers filed by prosecutors in the CIA leak case.
The filing by Special Counsel Patrick Fitzgerald also describes Cheney
involvement in I. Lewis Libby's communications with the press.
There was no indication in the filing that either Bush or Cheney authorized
Libby to disclose Valerie Plame's CIA identity. But it points to Cheney as
one of the originators of the idea that Plame could be used to discredit her
husband, Bush administration critic Joseph Wilson.
Before his indictment, Libby testified to the grand jury investigating the
CIA leak that Cheney told him to pass on prewar intelligence on Iraq and
that it was Bush who authorized the disclosure, the court papers say.
According to the documents, the authorization led to the July 8, 2003,
conversation between Libby and New York Times reporter Judith Miller. In
that meeting, Libby made reference to the fact that Wilson's wife worked for
the CIA.
According to Fitzgerald's court filing, Cheney, in conversation with Libby,
raised the question of whether a CIA-sponsored trip by Wilson "was
legitimate or whether it was in effect a junket set up by Mr. Wilson's
wife."
The disclosure in documents filed Wednesday means that the president and the
vice president put Libby in play as a secret provider of information to
reporters about prewar intelligence on Iraq.
Presidential spokesman Scott McClellan said Thursday the White House would
have no comment on the ongoing investigation. At a congressional hearing,
Attorney General Alberto Gonzales said the president has the "inherent
authority to decide who should have classified information."
Libby is asking for voluminous amounts of classified information from the
government in order to defend himself against five counts of perjury,
obstruction and lying to the FBI in the Plame affair.
He is accused of making false statements about how he learned of Plame's CIA
employment and what he told reporters about it.
Bush's political foes jumped on the revelation about Libby's testimony.
"The fact that the president was willing to reveal classified information
for political gain and put the interests of his political party ahead of
America's security shows that he can no longer be trusted to keep America
safe," Democratic National Committee Chairman Howard Dean said.
Sen. Chuck Schumer, D-N.Y., said, "The more we hear, the more it is clear
this goes way beyond Scooter Libby. At the very least, President Bush and
Vice President Cheney should fully inform the American people of any role in
allowing classified information to be leaked."
Libby's testimony indicates both the president and the vice president
authorized leaks. Bush and Cheney both have long said they abhor that
practice, so much so that the administration has put in motion criminal
investigations to hunt down leakers.
The most recent instance is the administration's launching of a probe into
who disclosed to The New York Times the existence of the warrantless
domestic surveillance program.
The authorization involving intelligence information came as the Bush
administration faced mounting criticism about its failure to find weapons of
mass destruction in Iraq, the main reason the president and his aides had
given for going to war.
Libby's participation in a critical conversation with Miller on July 8, 2003
"occurred only after the vice president advised defendant that the president
specifically had authorized defendant to disclose certain information in the
National Intelligence Estimate," the papers by Special Counsel Patrick
Fitzgerald stated. The filing did not specify the "certain information."
"Defendant testified that the circumstances of his conversation with
reporter Miller - getting approval from the president through the vice
president to discuss material that would be classified but for that
approval - were unique in his recollection," the papers added.
Plame's husband, a former U.S. ambassador, said the administration had
twisted prewar intelligence to exaggerate the Iraqi threat from weapons of
mass destruction.
After Wilson publicly attacked the administration on Iraq on July 6, 2003,
"Vice President Cheney, defendant's immediate superior, expressed concerns
to defendant regarding whether Mr. Wilson's trip was legitimate or whether
it was in effect a junket set up by Mr. Wilson's wife," the papers said.
After a 2002 CIA-sponsored trip to Africa, Wilson said he had concluded that
Iraq did not have an agreement to acquire uranium yellowcake from Niger.
Libby spoke to Miller on July 8, 2003, and Fitzgerald's filing identifies
Cheney as being instrumental in having Libby speak again four days later to
Miller as well as to Time magazine reporter Matt Cooper regarding Wilson. In
all three conversations, Libby told the reporters about Wilson's wife, both
Miller and Cooper have testified.
Her CIA status was publicly disclosed by conservative columnist Robert Novak
eight days after her husband accused the Bush administration of twisting
prewar intelligence to exaggerate the Iraqi threat from weapons of mass
destruction.
Libby says he needs extensive classified files from the government to
demonstrate that Plame's CIA connection was a peripheral matter that he
never focused on, and that the role of Wilson's wife was a small piece in a
building public controversy over the failure to find WMD in Iraq.
Fitzgerald said in the new court filing that Libby's requests for
information go too far and the prosecutor cited Libby's own statements to
investigators in an attempt to limit the amount of information the
government must turn over to Cheney's former chief of staff for his criminal
defense.

Cuba Launches Second Stage of Anti Polio Vaccination Campaign
Havana, April 7 (RHC-PL)--Cuba began on Friday immunizing 524 000
children in the second stage of the anti-polio campaign as the island
commemorats World Health Day.
Nearly 400,000 under three-year-olds, already vaccinated in February,
will receive a second shot along with 140,000 nine year-olds who will
have their vaccinations reactivated.
The antigen has been administered to more than eight million people in
the past decades.
According to the World Health Organization, although global polio
cases dropped from 350,000 in 1988 to 1,180 in 2004, they increased
anew last year.
In 1962, Cuba became the first nation in the continent declared a
polio-free territory. The disease is caused by a virus that invades
the nervous system causing atrophy and paralysis.

Cuba Reduces Infant Mortality to 5.3/1,000
Havana, Apr 7 (Prensa Latina) Cuba reduced infant mortality in the
first quarter of 2006 to 5.3 for each 1,000 born alive, down from the
same period in 2005 when it reported 6.2 per 1,000 live births, Cuban
health officials reported Friday.
Maria Cecilia Santana, director of Cuban Public Health Ministry´s
(MINSAP) Maternal Infant Department, pointed out that this reduction
was thanks to the work of all forces of Cuban society.
Santana, a deputy and member of Cuban Assembly's Health and Sports
Committee, said the indicator is formed by several components, from
climatic to technical.
She highlighted the joint work of MINSAP technicians and society for
giving every child and every woman differentiated attention.
The Cuban specialist said that among the main challenges of the MINSAP
program are adequate use of human resources and training to respond to
the specific situation in each place.

Stupidity is part of a nations life cycle near the end,
accelerated by various vested interests who do better when
their customers or voting base is in the dark.
Robert Openheimer wrote a book about that and some of the
deliberate causes as he saw them in his book, The Open Mind,
published a few years he finished his work on the atomic bomb
(later black listed because he questioned its use on civilian
populations).

WASHINGTON -- Every sensible immigration policy has two objectives:
(1) to regain control of our borders so that it is we who decide who enters,
and (2) to find a way to normalize and legalize the situation of the 11 million
illegals among us.
Start with the second. No one of good will wants to see these 11
million suffer. But the obvious problem is that legalization creates
an enormous incentive for new illegals to come.
We say, of course, that this will be the very last, very final,
never-again, we're-not-kidding-this-time amnesty. The problem is that
we say exactly the same thing with every new reform. And everyone
knows it's phony.
What do you think was said when in 1986 we passed the Simpson-Mazzoli
immigration reform? It turned into the largest legalization program in
American history -- nearly 3 million got permanent residency. And we
are now back at it again with 11 million new illegals in our midst.
How can it be otherwise? We already have a river of people coming
every day knowing they're going to be illegal and perhaps even
exploited. They come nonetheless. The newest amnesty -- the ``earned
legalization'' now being dangled in front of them by proposed Senate
legislation -- can only increase the flow.
Those who think employer sanctions will control immigration are
dreaming. Employer sanctions were the heart of Simpson-Mazzoli. They
are not only useless, they are pernicious. They turn employers into
enforcers of border control. That is the job of government, not
landscapers.
The irony of this whole debate, which is bitterly splitting the
country along partisan, geographic and ethnic lines, is that there is
a silver bullet that would not just solve the problem but also create
a national consensus behind it.
My proposition is the following: a vast number of Americans who oppose
legalization and fear new waves of immigration would change their
minds if we could radically reduce new -- i.e., future -- illegal
immigration.
Forget employer sanctions. Build a barrier. It is simply ridiculous to
say it cannot be done. If one fence won't do it, then build a second
100 yards behind it. And then build a road for patrols in between. Put
cameras. Put sensors. Put out lots of patrols.
Can't be done? Israel's border fence has been extraordinarily
successful in keeping out potential infiltrators who are far more
determined than mere immigrants. Nor have very many North Koreans
crossed into South Korea in the last 50 years.
Of course it will be ugly. So are the concrete barriers to keep truck
bombs from driving into the White House. But sometimes necessity
trumps aesthetics. And don't tell me that this is our Berlin Wall.
When you build a wall to keep people in, that's a prison. When you
build a wall to keep people out, that's an expression of sovereignty.
The fence around your house is a perfectly legitimate expression of
your desire to control who comes into your house to eat, sleep and use
the facilities. It imprisons no one.
Of course, no barrier will be foolproof. But it doesn't have to be. It
simply has to reduce the river of illegals to a manageable trickle.
Once we can do that, everything becomes possible -- most especially,
humanizing the situation of our 11 million existing illegals.
If the government can demonstrate that it can control future
immigration, there will be infinitely less resistance to dealing
generously with the residual population of past immigration. And, as
Mickey Kaus and others have suggested, that may require that the two
provisions be sequenced. First, radical border control by physical
means. Then shortly thereafter, radical legalization of those already
here. To achieve national consensus on legalization, we will need a
short lag time between the two provisions, perhaps a year or two, to
demonstrate to the skeptics that the current wave of illegals is
indeed the last.
This is no time for mushy compromise. A solution requires two acts of
national will: the ugly act of putting up a fence and the supremely
generous act of absorbing as ultimately full citizens those who broke
our laws to come to America.
This is not a compromise meant to appease both sides without achieving
anything. It is not some piece of hybrid legislation that arbitrarily
divides illegals into those with five-year-old ``roots" in America and
those without, or some such mischief-making nonsense.
This is full amnesty (earned with back taxes and learning English and
the like) with full border control. If we do it right, not only will
we solve the problem, we will get it done as one nation.
