iran's "conventional" army would be crushed just like iraq's was. but the
real war begins when all of those soldiers take off their uniforms and blend
in with the civilains to begin phase 2 of the war.
iran is much more powerful than iraq was. they are probably the most
dominant military power in the middle east. or maybe the second most.

As to what those markings mean:

The letter "K" simply means "Kosher." Kosher, in Hebrew, means fit or
proper,
and is generally used to describe foods that are prepared in
accordance with
special Jewish dietary laws. These laws are stringent and almost
incomprehensible to those not versed in them.

The small "u" in a circle or ("OU") stands for the Union of Orthodox
Jewish
Congregations and shows that the food underwent rabbinical supervision
in its
preparation. (An "OUD" marking shows that the package contains dairy
products,
while an "OUM" indicates the presence of meat.)

"Parve" (also "pareve") is Yiddish for "neutral." The presence of this
word on
packaging signifies that the contents of the package contain neither
milk nor
meat and thus can be combined with other ingredients in recipes.
(Jewish
dietary law forbids the mixing of meat and dairy, thus a packaged food
that
contained cheese could not be combined with, say, hamburger.)

This variety of markings used on packaged foods alert consumers that
items
contained therein either meet the strict dietary constraints imposed
by Judaism
on its followers or that the contents of the package can be mixed with
other
foods or can touch them. Not all Jews keep kosher, nor even among
those who do
are the strictures always adhered to rigorously, but those determined
upon
being truly pious are aided in this endeavor by the presence of those
markings.
The devout go so far as to maintain two separate sets of utensils,
cookware,
and cutting surfaces so that meat and dairy never encounter one
another in
their kitchens. It is for their benefit that otherwise puzzling kosher
certifications on non-foodstuff items are there (e.g., certifications
are
placed upon dishwashing liquid because dishes used for dairy cannot be
washed
using a soap made from animal fats).

Less observant Jews do not bother themselves overly much about the
kosherness
of everyday items; they avoid the out-and-out no-nos such as pork and
shellfish
but don't lose much sleep over the animal fat content of their
washing-up
liquid, nor do they fret that cold cuts might now be resting upon a
plate that
had months earlier been used to serve cheese. The proponents of the
"Jewish
Secret Tax" slander often assert that a sub rosa Jewish cabal forces
large
companies to comply via the threat of a nationwide boycott, backed by
the
underlying presumption that all Jews can be marshalled into turning
their backs
on products that fail to display kosher certification marks. That is
not the
case ? Jews buy and use non-kosher items too, so although lack of
kosher
certification keeps the ultra-conservative crowd from buying certain
products,
it doesn't prevent the less stringent from making such purchases, nor
would a
"don't buy that because it's not kosher" directive have much effect
even if
there were a secret Jewish cabal to issue it.

Those seeking kosher certification for their products have to adhere
to kosher
practices through the manufacturing process, use only kosher
ingredients, and
have their facilities regularly vetted by qualified inspectors. Kosher
certification companies do charge for this service, which is the
backbone of
the "secret tax" claim ? it costs money to obtain and maintain kosher
certification, thus this is an extra expense a manufacturer must bear
if he's
determined upon having that certification. Where the rumor and reality
part
ways, however, is where the money goes. Fees paid to kosher
certification
companies go to keeping those businesses afloat with the profits
siphoned off
by those companies' owners; they do not flow off into some special
Jewish fund
used to advance Zionist causes. These are businesses, not charities,
and those
who run them do so with every expectation of making a living, in the
same
manner that someone who owns a hardware store does so with the notion
of making
enough from the endeavor to support himself and his family.

Does certification add to the price of a product? Certainly, but the
amount is
miniscule, especially compared to the advertising, packaging,
shipping,
research, testing, admin and finance-related costs, and a myriad of
other
components that contribute to the process of bringing a product to
market or
making it better appeal to consumers. One might as well rail against
the costs
associated with selecting the ink colors and style of lettering used
on a
package ? it's all legitimate business expense, even though no one
ever rails
against the "Secret Red Ink Conspiracy" or rants about the "Helvetica
Font
Tax."

In the course of researching paramilitary drug raids, I've found some
pretty disturbing stuff. There was a case where a SWAT officer stepped
on a baby's head while looking for drugs in a drop ceiling. There was
one where an 11-year-old boy was shot at point-blank range [In the
back--TQ]. Police have broken down doors, screamed obscenities, and held
innocent people at gunpoint only to discover that what they thought were
marijuana plants were really sunflowers, hibiscus, ragweed, tomatoes, or
elderberry bushes. (It's happened with all five.)

Yet among hundreds of botched raids, the ones that get me most worked up
are the ones where the SWAT officers shoot and kill the family dog.

One of the most appalling cases occurred in Maricopa County, Arizona,
the home of Joe Arpaio, self-proclaimed "toughest sheriff in America."
In 2004 one of Arpaio's SWAT teams conducted a bumbling raid in a
Phoenix suburb. Among other weapons, it used tear gas and an armored
personnel carrier that later rolled down the street and smashed into a
car. The operation ended with the targeted home in flames and exactly
one suspect in custody -- for outstanding traffic violations.

But for all that, the image that sticks in your head, as described by
John Dougherty in the alternative weekly Phoenix New Times, is that of a
puppy trying to escape the fire and a SWAT officer chasing him back into
the burning building with puffs from a fire extinguisher. The dog burned
to death.

In a massive 1998 raid at a San Francisco housing co-op, cops shot a
family dog in front of its family, then dragged it outside and shot it
again.

When police in Fremont, California, raided the home of medical marijuana
patient Robert Filgo, they shot his pet Akita nine times. Filgo himself
was never charged.

Last October police in Alabama raided a home on suspicion of marijuana
possession, shot and killed both family dogs, then joked about the kill
in front of the family. They seized eight grams of marijuana, equal in
weight to a ketchup packet.

In January a cop en route to a drug raid in Tampa, Florida, took a short
cut across a neighboring lawn and shot the neighbor's two pooches on his
way. And last May, an officer in Syracuse, New York, squeezed off
several shots at a family dog during a drug raid, one of which
ricocheted and struck a 13-year-old boy in the leg. The boy was
handcuffed at gunpoint at the time.

I remember this incident, and the above depiction is ludicrous. A little
googling for the details...

This was at a federal housing project, not a co-op,in the Western Addition;
the writer's confusion comes from the Martin Luther King Jr./Marcus Garvey
Cooperative. That dog wasn't a family pet, any more than the apartment was a
family's home, it was used by a gang known as the Knock Out Posse as a
storefront. The dog was a pit bull, and the raid was on an apartment that
was being used to sell large quantities of illegal drugs. The police had
been running surveillance on the place, and already were wary of that dog.

To give you an idea of the size of the operation, the raid netted a pound
of pot and a quarter of a pound of crack. They arrested 11 people in that
apartment when the bust went down, and between them they had seven pistols.

bother you quite so much when actual human beings get killed, in these same
raids. Your post cited a story of a baby getting it's head stepped on and
crushed, and yet it's the story of the *dog* that sticks in your mind?

don't have much imagination. How sad.

Francisco, a drug bust went bad in which the SFPD 17 year old Sheila Detoy.

That's part of it, but they had major problems at the sales end. Salesmen
would get kickbacks from a sale of a VHS or a Beta unit, but the VHS spiff
was right then, and a known amount. The Beta spiff came at the end of the
year as a bonus, and the amount varied depending on everybody's total sales.
Sony wanted happy team employees working together long term, and the VHS
model was for people who wanted money NOW and didn't figure they'd be
working at the store in 6 weeks. Guess which type FredRated employeed? So
you go into the store, and you know what the salesman is going to tell you
to buy.

Has climate change pushed the world past its tipping point - the
stage at which melting of the Greenland ice cap becomes irreversible
and oceans eventually rise 6.5 metres?

Earlier this month, Time magazine announced on its cover that it had,
but the text of the story said only that it was near.

On the other hand, The Independent, one of England's major newspapers,
stated unequivocally two months ago that the tipping point had been
passed and "really dangerous climate change is likely to be
unstoppable." The Independent's position was based on research that it
had commissioned.

And then there's the opinion of James Hansen, NASA's chief climate
scientist, who courageously defied a White House attempt to gag him
earlier this year because his statements were contradicting positions
taken by President George W. Bush.

Hansen says: "We are getting close to the tipping point." The average
temperature has risen almost half a degree Celsius over the past 30
years, he says. Another half-a-degree rise is inevitable because of
greenhouse gases in the atmosphere, and the fossil-fuel burning
equipment already in place will add yet another half a degree.

This will make the world the warmest it has been in the past million
years, he says in a Time article. The world can adapt to the increase,
he adds, but unless emissions are slowed in this decade, and
substantially reduced in the next 45 years, the situation will become
impossible.

"Business as usual will yield warming of six to nine degrees Fahrenheit
(2.8C to 4.25C)," he says. "The last time it was five degrees
Fahrenheit warmer than now, the sea level was at least 80 feet (24.4
metres) higher."

Already, officials in other countries are expressing deep concern.
Agence France Presse quotes the director of the Institute of Tibetan
Plateau Research at the Chinese Academy of Sciences as noting that up
to 64 per cent of China's glaciers may be gone by 2050. If that
happens, the lives of 300 million Chinese, who depend on the glaciers
for water, will be at risk.

In England, the Labour government has announced that its policies for
fighting climate change have failed, and an all-party parliamentary
group is going to hold a climate change inquiry to examine proposals to
severely regulate carbon dioxide emissions.

Colin Challen, chairman of the parliamentary group, says that the
current concept of growth, which hasn't significantly changed since
Victorian times, needs to be radically altered. Growth should be
governed by how much CO{-2} society can afford to emit, he says.

Here at home, a different kind of alarm has been rung. Global warming
can be a greater threat than deforestation to species in some of the
world's most important habitats, according to a study led by professor
Jay R. Malcolm of the University of Toronto's Faculty of Forestry, and
published this week in Conservation Biology (Vol. 20, No. 2, pages
538-548). Unless curbed, climate change could eliminate up to 56,000
species of plants and 3,700 species of vertebrates, the study says.

Whether the tipping point is past, or simply near, is almost academic,
because it's clear that either way there'll be an enormous need to
avoid the worst - by curbing emissions and by learning to adapt to
what can't be avoided.

Unfortunately, Prime Minister Stephen Harper's laissez-faire approach
to coping - relying basically on voluntary efforts and technology
changes - doesn't inspire much confidence.

It's a Victorian concept, if there ever was one.

Milan Wants CIA Agents Extradited

Rome, Apr 15 (Prensa Latina) The Milan, Italy prosecutor´s office said
it will press ahead for the extradition of Central Intelligence agents
that operated illegally in Italy.

The CIA agents were apparently involved in the 2003 kidnapping of
terror suspect Egyptian Iman Asan Mustafa Osama Nasr, alias Abu Omar,
from Milan and his transfer to Cairo through Germany.

The media gave the case broad coverage in 2005 amid denouncements of
secret CIA flights and prisons in third countries when Abu Omar
denounced that he was tortured by his guards.

Milan Prosecutor Armando Spataro, in charge of the probe into CIA
covert operations in Italy, said he will confirm the extradition
request to the government taking office in May.

The request, made last December along with 22 INTERPOL arrest
warrants, prompted the resignation of Justice Minister Roberto
Castelli.

The European Parliament is also investigating illegal CIA actions and
subversion in Europe.

Italian Intelligence Director Nicolo Pollari said he was unaware of
the CIA activities in Italy and that he learned of Abu Omar's
abduction through the press.

Pollari claimed that secret services from third countries, even the
US, circulate throughout Europe without supervision and absolute
impunity.

European Council General Secretary Terry Davis revealed in Strasbourg,
France, that one of its 46 member countries handed in terror suspects
to the CIA.

In November Davis set a three-month deadline to submit information on
the suspected CIA network of secret prisons in Europe for alleged
Al-Qaeda members.

Davis' spokesman Matjas Gruden said the information will be released
in two weeks.

Berlusconi a Sore Loser in Italy

Rome, Apr 15 (Prensa Latina) Italian Prime Minister Silvio Berlusconi
refuses to be defeated and pushed Saturday for a power-sharing deal
with his center-left rivals, the legislative election winner.

In a letter addressed to Corriere Della Sera newspaper, Berlusconi
questioned the triumph by Romano Prodi´s Union coalition, repeated
that the election had produced neither winner nor loser and insisted
on working together.

Wednesday, the Interior Ministry announced the official electoral
results, where the Union won 158 seats in the Senate and 342 at the
Chamber of Deputies while Berlusconi´s House of Freedoms alliance got
156 senators and 281 deputies.

The outgoing Prime Minister has been demanding vote recounts which
have not helped and Prodi, noting his majority, has asked Berlusconi
to recognize his victory and go home.

Preparations Underway for Non Aligned Movement

United Nations, Apr 15 (Prensa Latina) The Coordination Bureau of the
Non Aligned Countries Movement (NAM) began a process of consultation
on Friday in preparation for the Ministerial Conference to be held in
Putrajaya, Malaysia, in May.

NAM sources indicated that the delegation of Malaysia, current
president of the movement grouping 114 underdeveloped countries,
presented the first version of the final document so that country
members can hold consultations to agree upon the text to be discussed
and approved at the Putrajaya meeting.

Malaysia spokespersons said Kuala Lumpur wants the final declaration
for the Foreign Ministerial Conference to be brief, concise,
action-oriented and not redundant, while reaffirming long-standing
positions.

The agenda of Putrajaya includes a meeting of experts May 27-28 and a
meeting of Foreign ministers May 29-30, which will be the last
gathering before the Summit of Heads of State and Government scheduled
to be held in Havana, Cuba, in September.

BEIRUT (Reuters) - Lebanon's prime minister said on Saturday he would ask
President George W. Bush next week to put pressure on Israel to pull out of
a border strip to enable his government to extend its authority over all
Lebanese land.

Fouad Siniora, a member of Lebanon's anti-Syrian majority coalition, will
meet Bush in Washington on Tuesday. He is expected to hold talks with other
U.S. officials before meeting U.N. Secretary General Kofi Annan in New York.

"We would expect the United States to extend its real support to Lebanon and
this would help Lebanon to re-emphasize and reconfirm its sovereignty and
its independence," Siniora told Reuters in an interview at his office in
central Beirut.

"This would allow the government to maintain its role in the region as a
beacon of democracy."

Lebanon says the Israeli-occupied border area of Shebaa Farms is Lebanese
territory and Israel's 2000 pullout from south Lebanon was incomplete -- a
claim that has allowed Hizbollah guerrillas to continue to launch sporadic
attacks on Israeli forces there.

Israel and the United Nations say Shebaa is Syrian. Siniora said he would
push through Beirut's claim that it was Lebanese during his talks in
Washington and New York.

"I'm going to present to President Bush our case... Israel has to withdraw
from the Shebaa Farms and has to stop violating our airspace and water," the
prime minister said.

This was essential if the Lebanese government was "to become the sole
monopoly of holding weapons in the country" and would help Lebanese reach a
consensus on how to defend their country, he said.

U.S. SUPPORT

The United States played a pivotal role in pushing Syria into withdrawing
from Lebanon a year ago, two months after the assassination of former
Lebanese Prime Minister Rafik al-Hariri.

Washington has repeatedly expressed support for Siniora's government, formed
last year after the anti-Syrian coalition won the first general election in
30 years without direct Syrian meddling.

But in recent months the anti-Syrian forces in Lebanon appeared to be on the
back foot with international attention diverted to rising tension over
developments in Iraq and Iran.

"Very important as well is to seek the support of President Bush so that
Lebanon will not become in any way a ball in the courtyard of others or
Lebanon to become a courtyard for others' confrontations in the region,"
Siniora said.

Lebanon's rival leaders are engaged in a "national dialogue" aimed at
resolving the country's political crisis, the worst since the end of the
1975-1990 civil war.

One key issue is the disarming of Hizbollah, which is supported by Syria and
Iran. The Shi'ite Muslim group says its weapons are still required to
liberate Shebaa Farms and to defend Lebanon against any Israeli threats.

A U.N. Security Council resolution in 2004 demanded the disarming of all
militias in Lebanon. A U.N. envoy is following up the implementation of the
resolution and a U.N. inquiry is investigating Hariri's killing.

The Hariri inquiry has implicated Lebanese and Syrian officials in the
murder. Syria has denied any links.

Siniora said he would discuss with Annan the "real progress" being made on
setting up an international tribunal to try suspects in the Hariri murder
and how Lebanon could get the United Nations to recognize that Shebaa was
Lebanese.

U.N. officials say Syria must come forward and officially notify the United
Nations that Shebaa is Lebanese territory.

Siniora said Syrian officials had not yet set a date for him to visit
Damascus to discuss this and establish diplomatic ties, a step he said would
benefit both countries.

Bolivia demands back taxes from oil corporations

Bolivia is claiming 40 million US dollars in back taxes from oil
corporations, a sum which could jump to 200 million US dollars if fines and
administrative costs are included, said Wednesday an official source from
the Bolivian government.

Lower courts have ruled favourably but oil corporations have appealed to the
Supreme Court, said Emigdio Caceres, head of the Bolivian Internal Revenue
Service. "Let's hope they are favourable to the government because it will
benefit the country. We're talking of 40 million US dollars", said Caceres
following a meeting with Hydrocarbons minister Andres Soliz Rada.

Caceres and Soliz Rada met to consider how the Internal Revenue Service is
to monitor oil corporations as part of the reforms being planned with the
ultimate goal of nationalizing the hydrocarbons industry. The idea is to
closely follow operations along the line from the oil and natural gas
deposits, distribution and end consumers.

Meantime a government spokesman advanced that "very soon" President Evo
Morales will reveal a national development plan with the purpose of
dismantling "colonialism and neo-liberalism" which will include
nationalization of hydrocarbons and a "drastic" reform of the mining regime.

Planning minister Carlos Villegas said that "on the one hand we want to
dismantle all the structure mounted since the arrival of the Spaniards in
Bolivia (five centuries ago) and which consolidated in the republic, a true
expression of colonialism. Furthermore we want to dismantle the neo liberal
(economic) architecture built over the last twenty years".

Regarding hydrocarbons, "President Morales very soon will be making a public
announcement with contents of the nationalization draft", added Mr.
Villegas.

International oil corporations which dominate the industry in Bolivia have
complained bitterly that the government hasn't announced or given clues as
to how "nationalization will work, which does not necessarily mean
expropriation", according to President Morales words.

"It'll be a gradual process. We don't want extreme or abrupt measures, or
shocks which only generate uncertainty", insisted Mr. Villegas who
underlined that the purpose of the new rules is "government control over
hydrocarbons plus recovering the financial surpluses".

The Israeli election and the 'demographic problem'

From left to right, the manifestos of all the Zionist parties during the
recent Israeli election campaign contained policies which they claimed
would counter the b?~demographic problem' posed by the Palestinian
presence in Israel. Ariel Sharon proposed the pull-out from Gaza as the
best solution to it; the leaders of the Labour Party endorsed the wall
because they believed it was the best way of limiting the number of
Palestinians inside Israel. Extra-parliamentary groups, too, such as the
Geneva Accord movement, Peace Now, the Council for Peace and Security,
Ami Ayalon's Census group and the Mizrachi Democratic Rainbow all claim
to know how to tackle it.

Apart from the ten members of the Palestinian parties and two eccentric
Ashkenazi ultra-Orthodox Jews, all the members of the new Knesset (there
are 120 in all) arrived promising that their magic formulae would solve
the b?~demographic problem'. The means varied from reducing Israeli
control over the Occupied Territories -- in fact, the plans put forward
by Labour, Kadima, Shas (the Sephardic Orthodox party) and Gil (the
pensioners' party) would involve Israeli withdrawal from only 50 per cent
of these territories -- to more drastic action. Right-wing parties such
as Yisrael Beytenu, the Russian ethnic party of Avigdor Liberman, and the
religious parties argued for a voluntary transfer of Palestinians to the
West Bank. In short, the Zionist answer is to reduce the problem either
by giving up territory or by shrinking the b?~problematic' population
group.

None of this is new. The population problem was identified as the major
obstacle in the way of Zionist fulfilment in the late 19th century, and
David Ben- Gurion said in December 1947 that b?~there can be no stable
and strong Jewish state so long as it has a Jewish majority of only 60
per cent.' Israel, he warned on the same occasion, would have to deal
with this b?~severe' problem with b?~a new approach'. The following year,
ethnic cleansing meant that the number of Palestinians dropped below 20
per cent of the Jewish state's overall population (in the area allocated
to Israel by the UN plus the area it occupied in 1948, the Palestinians
would originally have made up around 60 per cent of the population).
Interestingly, but not surprisingly, in December 2003 Binyamin Netanyahu
recycled Ben-Gurion's magic number -- the undesirable 60 per cent. b?~If
the Arabs in Israel form 40 per cent of the population,' Netanyahu said,
b?~this is the end of the Jewish state.' b?~But 20 per cent is also a
problem,' he added. b?~If the relationship with these 20 per cent is
problematic, the state is entitled to employ extreme measures.' He did
not elaborate.

Israel boosted its population with two massive Jewish immigrations, each
of about a million people, in 1949 and in the 1980s. This kept the
Palestinian proportion of the population down and today Palestinians
account for nearly 20 per cent of the population of Israel (not counting
the Occupied Territories). Ehud Olmert, the leader of Kadima and acting
prime minister, thinks that if Israel stays in the Occupied Territories
and its inhabitants are included in the Israeli population, Palestinians
will outnumber Jews within 15 years. So he advocates hitkansut -- meaning
b?~convergence' or, better, b?~ingathering' -- a policy that would leave
several populous Palestinian areas outside direct Israeli control. But
even if this consolidation takes place, there will still be a very large
Palestinian population inside the 88 per cent of Palestine in which
Olmert hopes to build the future, stable Jewish state. How large exactly
we don't know: demographers in Israel belonging to the centre or the left
provide a low estimate, which makes disengagement seem a reasonable
solution, while those on the right tend to exaggerate the figure. But
they all seem to agree that the demographic balance will not stay the
same, given the higher birth-rate of Palestinians compared to Jews. Thus
Olmert may well come to the conclusion that pull- outs are not the
solution.

Once the b?~Arabs' in Israel and the Palestinians in the Occupied
Territories came to be thought of in the West as b?~Muslims' it was easy
to elicit support for Israel's demographic policies, at least where it
counted: on Capitol Hill. But even in Europe there was no need, after
9/11, to explain why Israel has a b?~demographic problem'. On 2 February
2003 the popular daily Maariv carried a typical headline: b?~A quarter of
the children in Israel are Muslims.' The piece went on to describe this
fact as Israel's next b?~ticking bomb'. The increase in the b?~Muslim'
population -- 2.4 per cent a year -- was not a problem anymore, but a
b?~danger'.

In the run-up to the election, pundits discussed this question using
language akin to that employed in Europe and the United States in debates
over immigration. Here, however, it is the immigrant community that
decides the future of the indigenous population, not vice versa. On 7
February 1948, after driving to Jerusalem from Tel Aviv and seeing the
first villages that had been emptied of Palestinians on the western
outskirts of Jerusalem, a jubilant Ben-Gurion reported to a gathering of
Zionist leaders: b?~When I come nowadays to Jerusalem I feel it is a
Hebrew city. This was a feeling I only had in farms and in Tel Aviv. Not
all Jerusalem is Hebraic but there is already a huge Hebraic bloc -- no
Arabs in it. One hundred per cent Jewish. If we can persevere,'
Ben-Gurion added, this miracle will happen elsewhere.

But despite their perseverance, a sizable community of Palestinians
remained. They are students at my university, where they attend lectures
by professors who talk about the grave demographic problem. Palestinian
law students -- the lucky ones who constitute an informal quota -- in the
Hebrew University may well come across Ruth Gabison, a former head of the
Association for Civil Rights and a candidate for the Supreme Court, who
has come out recently with strong views on the subject, views that
probably seem to her to reflect a consensus. b?~Israel has the right to
control Palestinian natural growth,' she has declared.

Away from the campuses, these students can't escape the knowledge that
they are seen as a problem. Whether from the Zionist left or the hard
right, they hear daily that Jewish society is longing to get rid of them.
And they will worry, and rightly so, whenever they hear they have become
a b?~danger'. While still only a problem they are protected by a certain
pretence to democracy and liberalism. Once they constitute a danger,
however, they could be faced with emergency policies based on the British
Mandate's emergency regulations. Houses could be demolished, newspapers
shut down and people expelled under such a regime.

The 2006 elections have brought to the Knesset a solid coalition
determined to deal with the demographic problem: first and foremost, by
disengaging from more of the West Bank; and second, by completing the
network of walls around the rest of the Palestinian areas. The border
between Israel and the West Bank is 370 kilometres long, but the
serpentine wall will be double that length, and will strangle large
Palestinian communities. In the Palestinian areas within Israel,
segregation is ensured by construction programmes approved when Sharon
was minister of national infrastructures: Jewish settlements overlook and
encircle large Palestinian areas such as Wadi Ara and Lower Galilee.

On 31 July 2003, the Knesset passed a law prohibiting Palestinians from
obtaining citizenship, permanent residency or even temporary residency
when they marry Israeli citizens. The initiator of the legislation was a
liberal Zionist, Avraham Poraz of the centrist party Shinui. He described
it as a b?~defence measure'. Only 25 members of the Knesset opposed it
and Poraz declared that those already married and with families b?~will
have to go to the West Bank', regardless of how long they had been living
in Israel.

The Arab members of the Knesset were among those who appealed to the
Supreme Court against this racist law. When the Supreme Court turned down
the appeal, their energy petered out. The Arab members come from three
parties: the Communist Party (Hadash), the National Party of Azmi Bishara
(Balad) and the United Arab List drawn up by the more pragmatic branch of
the Islamic movement. The Supreme Court ruling made clear their
irrelevance, in the eyes of both the parliamentary and judicial systems.
We're always told that Palestinians should be pleased to live in the only
democracy in the region, to have the right to vote, but that vote brings
no power.

In the dead of night on 24 January this year, an elite unit of the border
police seized the Israeli Palestinian village of Jaljulya. The troops
burst into houses, dragging out 36 women and eventually deporting eight
of them. The women were ordered to go to their old homes in the West
Bank. Some had been married for years to Palestinians in Jaljulya, some
were pregnant, many had children, but the soldiers were demonstrating to
the Israeli public that when a demographic problem becomes a danger, the
state will act swiftly and without hesitation. One Palestinian member of
the Knesset protested, but the action was backed by the government, the
courts and the media.

The ten members of the new Knesset from Palestinian parties will not be
included in any coalition and will probably be sidelined and forgotten,
as they were in the previous parliament (there are two other Arab members
and two Druze members from Labour and Kadima). Haaretz sent a journalist
to live for a few days in the b?~Arab areas' in order to write -- as an
anthropological tourist -- on the Palestinians' reaction to the
elections. Apart from this piece of reportage, the Israeli media had
nothing to say about how the Palestinians voted. After all, they are the
problem, not the solution. And if disengagement doesn't b?~stop' the
growth in their numbers the Jaljulya operation could show the future.

No wonder many Palestinians now want the international community to
intervene. But Israel ignored the ruling of the international court on
the wall, and is unlikely to be moved by what it will see as interference
in its internal affairs. There is another call coming, still hesitant,
although it will grow in volume: a call for the creation of an autonomous
parliament for the Palestinians in Israel. In a world that has
marginalised this community twice over -- both in the overall Palestinian
polity and within Jewish society -- the 1,300,000 Palestinian citizens of
Israel have very little to lose by shunning the Knesset and opting for
autonomy. Who knows, they may even convince the Jewish majority that they
are b?~only' a problem, not a danger.

*These figures are based on the number of fatalities cited in various news
reports and have been criticized, with much justification, for not giving
an accurate assessment of the real civilian death count. A much more
rigorous and statistically-reliable study, conducted by teams from Johns
Hopkins University, Columbia University and Al-Mustansiriya University,
and published in The Lancet (the British medical journal) in the Fall of
2004, put the figure at around 100,000 civilians dead. However, that data
had been based on "conservative assumptions", according to research team
leader Les Roberts, and the actual count could be significantly higher.
Note also that the Lancet study's data greatly underestimated fatalities
in Falujah due to the surveying problems encountered there at that time.
If the full and true data from this town is included, the compiled studies
would point to about 250,000 excess civilian deaths since the outbreak of
the aggression and genocide committed by the United States against the
people of Iraq.

Shiite exodus from mixed towns

BAGHDAD - For the past nine weeks, Nabil Abdul Hassan has had more business
than he can handle. He's a home builder in Chikook, a western suburb of
cinder-block houses that is filling up with Shiite Iraqis who are
increasingly fleeing sectarian violence in religiously mixed villages.

."I've built 20 houses in the past two weeks, and it's been like that since
what happened in Samarra," he says, referring to the attack on the Askariya
shrine, one of Shiite Islam's holiest sites, on Feb. 22. "The other builders
in this neighborhood say the same. And it is like that in other
neighborhoods nearby."

The escalation of sectarian bloodshed that followed the bombing has driven
6,600 families from their homes, according to the Iraqi Red Crescent and the
Iraqi government. The houses mushrooming around this neighborhood are an
indication that the separation of Iraq's Arab Shiites and Sunnis is
accelerating, threatening the country's long-term unity.

Around Baghdad, Shiites coming in from outlying villages are living in tents
provided by the Iraqi Red Crescent Society. IRCS President Said Hakki says
the agency is preparing to aid some 50,000 families, and has requested aid
from the US military to build sanitation facilities for camps and provide
rations. Other Shiites are going south to predominantly Shiite cities such
as Basra, Najaf, and Karbala.

Most of the families in Chikook are from Haswa, a village southwest of
Baghdad. The men here say there was a progression - first they became afraid
to travel to Baghdad for work, which took them through largely Sunni suburbs
on the west side of the city where people were frequently attacked on the
road. Further west of Haswa is largely Sunni Abu Ghraib, a site of
consistent guerrilla activity for more than two years.

Abu Ali is asked why Shiites, the majority of the population of Haswa,
didn't fight back as they have in other areas. "Haswa is surrounded," he
says, asking to be identified only by his nickname which means, in Arabic,
father of Ali. He arrived in Chikook a little more than a week ago.

The people in Chikook say they have received no assistance from the Iraqi
government, which remains in a state of limbo. Iraq's Shiite politicians,
meeting Wednesday, failed to resolve the deadlock over their nominee for
prime minister, an issue that has stalled the formation of a government
following December's national elections. Instead, acting parliament speaker
Adnan Pachachi said that he would convene the parliament next week, hoping
to force the issue.

"It's my duty to the Iraqi people in order to preserve the credibility of
the democratic process," he told a press conference.

But few in Chikook are expecting much help; Fed up with security forces they
said were unable to make them feel secure in their homes. Umm Thair (meaning
mother of Thair) arrived in Chikook a year ago from Mosul after her husband
was assassinated for selling cars to the government, she says. Her house,
larger than most, overflows with families waiting for their own dwellings to
be built.

"The government does nothing! What should I say about the government? This
is the democracy. This is the freedom," she says, laughing bitterly. "The
freedom is that you must leave your house."

"Families are living in their cars," says Abu Ali. "It's like Shiites aren't
human beings."

IRCS president Mr. Hakki says his organization is expecting many more
refugees to come to Baghdad. "The whole scheme [of attacks] seems to be very
well-organized and well-executed," he says.

In Chikook, residents of the newly erected tent camp hold up letters from
Sunni Arab insurgent groups such as the Islamic Army of Iraq and Ansar
Al-Sunni. They variously accuse men of giving aid to Shiite militias or the
Iraqi National Guard and give them an amount of time to leave - a few days
or 24 hours - before "passing God's judgment," in the words of one of the
letters.

"Everyone just left," says Harmeet Hanoon, also from Haswa. "The violence is
increasing. More people are coming each day."

Filling the void left by the government, the Mahdi Army, the militia of
cleric Moqtada al-Sadr, has provided assistance to displaced families in
neighborhoods all over Baghdad.

Most of the neighborhoods like Chikook are proximal to Sadr City, the
northern suburb of more than 2 million that comprises Mr. Sadr's power base.
Chikook itself is on the south side of Shoala, a slightly smaller, poorer
neighborhood similar to Sadr City. The militia is also strong in Shoala, and
the residents of Chikook say the local Sadr office has been providing gas,
food, and protection for the residents and even pointed them to the vacant
land upon which to build houses or pitch tents.

"We ask the Iraqi government to find a solution for those who are suffering
instead of arguing about seats," says Abdullah al-Rikaby, a spokesman for
the Sadr office in Shoala.

Shiites are not the only ones being cleansed. Sunnis are also leaving areas
in which they are the minority, pushed out by Shiite militias. The Iraqi
Islamic Party in Baghdad says it has registered 1,500 displaced families
since the Samarra attack.

The migration of both Arab Sunni and Shiites seems to be fueling sectarian
tension. Naim Hussein lives in Imam al-Ridha, a neighborhood similar to
Chikook that borders Sadr City. After fleeing Taji, north of the capital,
two months ago after three of his cousins were killed by insurgents, he now
states his allegiance to Sadr's militia.

Though Sadr has called for calm, some of the young men are ready to fight.

"We are all Jeish al-Imam," says Mr. Hussein, giving the militia's alternate
name. "We are waiting for the green light from our leaders. If there were
really a civil war, there would be no Sunnis left."
