US Migration Policy Fuels Smuggling of Cubans
The criminal nature of US migration policy towards Cuba was the topic
of discussion on Friday's The Round Table Program, broadcast
nationwide on television and radio.
Cuban journalists participating on the panel referred to evidence of
Bush administration complicity with human trafficking rings that make
a fortune off would be emigrants lured by the 1966 Cuban Adjustment
Act, which grants them permanent residency if they can reach US soil
illegally.
The most recent event prompted by the Act occurred in the early hours
of Wednesday. US-based traffickers entered Cuban waters on a speed
boat and attempted to take a large group of people out of the country
from the southern coast of the western province of Pinar del Rio.
The 40-ft. long boat was intercepted by two coast guard vessels. But
the authorities were at a disadvantage against the three aggressive
traffickers, whose three-motor vessel was faster than theirs.
During the armed confrontation that ensued, two of the three
traffickers were wounded. After their capture, they were taken to a
local hospital, where one of them died, explained Rogelio Polanco,
editor of Juventud Rebelde daily.
Television analyst Reinaldo Taladrid said the surviving traffickers in
custody are the Cuban citizens: Julio Rafael Mesa Farinas and Rosendo
Salgado Castro. The two men had US passports with entry authorizations
to Quintana Roo, Mexico.
Before leaving Cuba, Salgado Castro had been tried for illegal
economic activities. In the United States he was tried by a Miami Dade
court for drinking alcoholic beverages in public and for theft in May
of 2005.
Mesa Farinas emigrated to the United States in 1980 and Miami Dade
court records show there is person with a similar name and birth date
who was tried for robbery in May, 1996.
Farinas said he would not cooperate with Cuban authorities because he
did not want to put in danger the lives of his wife and son, who he
said are in the hands of traffickers in Mexico. He said he owes them
20 thousand dollars for taking them out of the country on the same
speed boat that was seized Wednesday.
He added that the US interests Section in Havana had denied them
visas, and that was the reason why he decided to take them out by
contraband, adding that to pay off the debt, he became part of the
crew of the speed boat.
The name of the deceased trafficker is Geobel Gonzalez Morera. He had
left Cuba illegally on March 14, on board the same boat and has a
criminal record on the island for robbery and disorderly conduct.
Rogelio Polanco noted that in 2005 and 2006, the same speed boat has
been involved in 20 criminal acts, including attacks on Cuban coast
guard patrols. He estimated that it illegally took out of the country
some 480 people.
The seized speed boat is registered in Florida under the name Eliecer
Lazo Delgado and is operated by Joan Alberto Garcia Nunez, a.k.a.
John, of Cuban origin, who lives in Cancun, Mexico and leads a human
trafficking ring ogether with a brother who resides in Miami.
Polanco mentioned the names of other people who are involved in the
smugglers ring that operates out of Cancun and Miami, and offered
their current places of residence. Among others, they were Jose Luis
Hernandez, Eliecer, Rivero Cardenas, Cruz Hernandez, Ariel Rodriguez
Betancourt, Rolando Francisco C. Medina, Omar Corrales Batista and
Clemente Jesus Ortega.
US authorities know the names of the traffickers and the route they
use, but inexplicably, have taken no action against them, noted
Polanco.
As a result of the frustrated operation of human trafficking, 43
persons (22 men, 14 women and 7 children) were detained in the coastal
area of Bacunagua.
According to analyst Raul Garces, the smugglers charge between $8,000
and $12,000 dollars for each person taken out of the country. In the
case in point, 43 people were to be taken out of the country in a
vessel designed to carry ten.
According to Cuban authorities, since 1999 some 400 people linked to
illegal exits have been arrested. In 2005, 26 speed boats were seized,
and 13 so far this year.
In 2006, 18 people linked to illegal exits out of the country have
died.
Analysts on the program warned about the increase of illegal
activities and noted that rightwing Cuban Americans based in Miami are
trying to use the issue of illegal immigration to trigger off a US
military intervention in Cuba.

Twin Afghan Blast Wound 11
Kabul, Apr 9 (Prensa Latina) Eleven people, including soldiers and
police officers, were wounded in Afghanistan on Sunday when two bombs
went off within minutes of each other, Afghan officials reported. The
Sunday explosions occurred in the main southern Afghan city, Kandahar.
The first bomb detonated when a convoy of Afghan army trucks was
passing, causing no casualties, but damaged the vehicles.
The second bomb went off nearly 10 minutes later once the soldiers had
disembarked and were searching the surrounding area along with police
who had arrived on the scene.
Three policemen, three soldiers and five civilians were wounded in the
second blast.
Afghan officials blame Taliban militants for the latest attack, which
is part of the wave of bombings targeting security forces and US
occupation troops.

Asefi: Iran Closely Cooperating with UN Nuclear Watchdog
Foreign Ministry spokesman Hamid-Reza Asefi, addressing foreign and
domestic reporters here Sunday said that Iran has extensive and close
cooperation with the International Atomic Energy Agency (IAEA).
On the date of the visit of the IAEA Director General Mohamed ElBaradei
to Iran, he said that up to the minute, he is expected in Tehran by the
end of the week and that it is taking place based on a mutual agreement.
Turning to Iran's collaboration with the agency, he noted that during
his stay in Tehran, this will be the main subject of discussion.
Stressing that all nuclear activities in Iran are conducted under the
supervision of the UN nuclear watchdog, he noted that the agency
inspectors are currently in Iran proceeding with their normal technical
inspection.
"These inspections had been planned earlier and the inspectors will
continue their tasks for a few more days.
"Meanwhile, no deviation from peaceful purposes has been reported by
ElBaradei," he added.
In response to a question about continuing talks on the country's
nuclear dossier, he said "we are still prepared for such talks with
various states.
"We are determined to pursue our nuclear talks with European and
non-European countries as well as Russia."
About the statement issued by the UN Security Council (UNSC) on
suspension of Iran's nuclear research, he said that it is impossible to
convince Iran to yield its legitimate right through force and pressure.
"Iran is attempting to restore its relevant rights and it is entitled to
research," he added.
He referred to the current suspension of Iran's nuclear dossier between
the IAEA and UNSC and said that it should return to where it belongs,
namely the agency.
Asefi stressed that it is not possible to deprive Iran of its right by
resorting to threat and pressure against the UNSC, adding that this will
be discussed with ElBaradei during his stay in Tehran.
Concerning Iran's red line in case of its nuclear dossier, he said, "Our
red line in this regard is our rights."
Saying that Iran does not welcome reporting of its dossier to the UNSC,
he said that the country's red line is not being reported to the
Security Council.
"If they presume that reporting the dossier to the UNSC will make Iran
yield its right, they are wrong. Iran will not surrender such a right
through sanction and pressure," he added.
Asefi referred to the sanctions imposed against Iran over the past 20
years and said despite the associated difficulties, they accelerated the
nation's growing trend of industrial and economic development.
He mentioned the recent wargame of Iran's armed forces in the Persian
Gulf as an obvious example of such progress.
Expressing regret over the recent insecurities in Iraq and the blasts in
a historical mosque, he called on UNESCO to do something in this regard.
Asefi said that occurrence of such crimes in Iraq has to do with the US
incorrect policies on Iraq.
He pointed to the criminal and terrorist acts of the Zionist regime in
Palestine and said that such crimes are carried out with a US green
light.
About disruption of the aid earlier granted to the Palestinian
government by the US and Europe, he said that this has made the Zionist
regime more impudent.
In reply to a question whether Foreign Minister Manouchehr Mottaki will
attend Iraq's neighboring countries foreign ministers meeting in Egypt,
he noted that such a visit has not been planned.
Asked whether Iran has injected gas to the chain of 164 centrifuges in
Natanz, he responded that technical research on the issue is currently
underway and the outcome will be declared after its completion.
He added that the relevant activities are being watched by the cameras
of the UN nuclear watchdog's inspectors.
On the possible compromise talks between Iran and Europe prior to the
UNSC 30-day deadline, he said "once our rights to access nuclear
technology and research is officially recognized by European states,
such compromise will take place."

Iran's Ambassador to Ankara Firouz Dowlatabadi said here Sunday that the
Great Prophet (PBUH) military exercise conducted in the Persian Gulf
waters last week proved that Iran does not need any nuclear weapons.
In an exclusive interview with IRNA, he said, "Recent military exercise
was a response to futile allegations made by the US and Zionist regime
that Iran wants to manufacture nuclear weapons." "The military exercise
proved that Iran does not need nuclear weapons and Iranian nuclear
program has noting to do with military aspect," he said.
"Successful test fire of missiles in the military exercise showed that
they can meet Iran's defensive requirement in modern wars," he said.
Throughout the history, Iran has always played a direct role to help
neighboring states maintain security in the region, he said and refuted
allegations that the exercise of the armed forces was a threat to Iran's
neighbors.
"The Islamic Republic of Iran has had the best possible relations with
its neighbors, especially after triumph of the Islamic Revolution," he
underlined.
On Iran-Turkey military cooperation, he said the two countries are now
experiencing a developing military ties.
Referring to the last year visit of Iranian military delegation to
Turkey, he said, "We hope to witness further exchange of visits by
military delegations from Iran and Turkey."
Expansion of military cooperation between Iran and Turkey could leave a
positive impact on restoration of peace and security of the region, he
added.

Bush administration 'secretly plans air strikes'
as it seeks regime change in Iran

The Bush administration has sent undercover forces into Iran, and has
stepped up secret planning for a possible major air attack on the
country, according to the renowned US investigative journalist Seymour
Hersh.
While publicly advocating diplomacy to stop Iran from pursuing a nuclear
weapon, Hersh reports in the next issue of The New Yorker magazine that
"there is a growing conviction among members of the United States
military, and in the international community, that President Bush's
ultimate goal in the nuclear confrontation with Iran is regime change".
One former senior intelligence official is quoted as saying that Mr Bush
and others in the White House have come to view Iran's president,
Mahmoud Ahmadinejad, as a potential "Adolf Hitler". According to a
senior Pentagon adviser on the "war on terror", "this White House
believes that the only way to solve the problem is to change the power
structure in Iran, and that means war". The danger, he adds, is that "it
also reinforces the belief inside Iran that the only way to defend the
country is to have a nuclear capability".
One option under consideration, Mr Hersh reports, involves the possible
use of a B61 nuclear "bunker-buster" bomb against Iran's main centrifuge
plant, at Natanz. Last week the Federation of American Scientists
alleged that a weapons test to be carried out in the Nevada desert in
June was designed to simulate the effects of just such a bomb.
Conventional explosives would be used, it said, for "a low-yield nuclear
weapon ground shock simulation against an underground target".
The US Defence Threat Reduction Agency told The Independent on Sunday
that the test, codenamed "Divine Strake", was intended "to assess the
capability of computer codes" to predict the effects of the explosion.
The experiment aimed to improve "warfighters' confidence in their
ability to plan to defeat hardened and deeply buried targets". It did
not refer to tactical nuclear weapons like the B61.
According to Mr Hersh, some officials are shocked at what they describe
as "operational" planning which goes far beyond the usual work on
hypothetical scenarios. One former defence official is quoted as saying
the planning was based on a belief that "a sustained bombing campaign in
Iran will humiliate the religious leadership and lead the public to rise
up and overthrow the government".
Some operations, apparently aimed in part at intimidating Iran, are
already under way, Mr Hersh reports, including "simulated
nuclear-weapons delivery missions" by US navy aircraft operating from
carriers. Undercover units are also said to be working with ethnic
minorities in Iran, including the Kurds, Baluchis and Azeris. While one
goal was to have "eyes on the ground", the broader aim was to "encourage
ethnic tensions" and undermine the regime.
Britain and other European states support the need for a military option
to deter Iran from developing nuclear weapons, The New Yorker article
says, but want nothing to do with regime change. "The Brits think this
is a very bad idea, but they're really worried we're going to do it,"
Flynt Leverett, a former member of the US National Security Council, is
quoted as saying.
Critics of military action against Iran point out that it would convulse
world oil markets and could lead to retaliation in Iraq. Mr Hersh says
he was told by a Pentagon adviser that the southern half of Iraq, where
Britain's 8,000 troops are based, would "light up like a candle" in the
wake of any strike on Iran, while a general said that, despite the
British presence, "the Iranians could take Basra with 10 mullahs and a
sound truck".
The greatest disquiet within the military is said to be over the
possibility of using nuclear weapons against Iran. Some planners argue
that it would be impossible to be certain that underground facilities
such as those at Natanz had been completely destroyed unless a nuclear
"bunker-buster" was used. Mr Hersh says he was told by a former senior
intelligence official that some officers had talked about resigning
after an attempt to remove the nuclear option from the war plans failed.
The Pentagon adviser warns, as do many others, that bombing Iran could
provoke "a chain reaction" of attacks on American facilities and
citizens throughout the world. "What will 1.2 billion Muslims think the
day we attack Iran?" he asks.
Mr Hersh reports that the White House refused to comment on military
planning, but insisted, as did the Pentagon, that a diplomatic solution
was being sought with Iran. The CIA said there were "inaccuracies" in
his account, but would not specify them.

George W Bush isn't looking for a defense, paper thin or otherwise.
George W Bush doesn't need a defense - he is constitutionally immune
from prosecution.
The fact is that the US President is currently beyond control of ANY US
law by virtue of the powers conferred in him by the US Congress in their
acceptance of his declaration of a state of war. The primary PURPOSE of
the "war on terror" is specifically to make the president IMMUNE form
prosecution for ANY crime he commits under US law. The only
precondition for his immunity is that he "believes" himself to be
acting in the prosecution of this "war".
No supreme court has ever determined how it is possible to establish -
beyond reasonable doubt - what any president believes at any point in
time. This particular president believes many things that normal
rational people know to be entirely without foundation. Indeed, this
fact alone might actually be sufficient proof of his ability to believe
almost anything about almost anything at almost any given time, thereby
ensuring his immunity from prosecution under US law. The more
irrational the president's actions, the less likely he is to be
prosecuted, regardless of the extent of crimes he instigates.
George W Bush is merely exploiting a fundamental and defining flaw in
the US constitution. But, make no mistake, he is entirely beyond US
legal control for so long as a state of war exists. Let's be clear - he
could decide to nuke New York City itself and be acting entirely within
his current constitutional powers, just so long as he believed such an
act was necessary to advance the "war on terror".

China is in no position to delay U.S. action against Iran as a S.C.
veto will not/nor should it stop U.S. military action. If the PRC
really thinks it can take Taiwan they must be high on opium the Brits
got them addicted to. China delaying the attack on Taiwan will actually
be better for both Taiwan and the U.S. aiding Taiwan. By that point the
U.S. will be stronger in a few ways: less troop commitment to Iraq but
thats not really revalent to a war with China over Taiwan, Taiwan may
have AEGIS ships and battalions of THAAD/PAC-3 SAMs, modern F-16s and
F-15s and associated missiles and bombs like JDAMS, diesel-electric
subs (doubtful), U.S. may have deployed or ready to go ABL 747(s), more
AEGIS ships equipped with SM-3s, better ground based mid-course
ballistic missile defense from Ft. Greenly, Alaska and Vanderburg Air
Force Base, more F-22s to wipe out China's new Suhoki fighters based
near Taiwan...my point is that being China still lacks the ability to
land troops en masse and won't have that ability in two years a war
will be mostly air power which we excel at. If China was serious about
taking Taiwan they should have made their play back in the mid 90's
when they had a lot less to lose economically and the U.S. ballistic
missile defenses like the PACs and SMs were nowhere near as far along.
Now a war will be a short but very instense war with very lopsided
casuality rates on the Chinese side.

My understanding is:
If US's economy can go well as before or can keep on going without big
trouble, the US will not delare war. Because under that situation, US
is still the only superpower in the world and the current international
framework will not change more(may adjust only a little). So, the US
can abtain the largest interest as it does at present. Under this
situation, to make the world into confusion is not fit for US's
state-interest. That's also the answer why US tried his best to keep
the world in current situation by holding down the development of
Japan, EU, and China. The financial crisis of south-east Asia happend
in 1997 was cause by US, aimed to beat the countries in SE Asia and
Japan(In fact, Japan received the largest loss in that crisis. Since
then, the Japanese had to transfer their investments from SE Asia to
China and the direct investment in China was sharply increased in
result.). The Kosovo War aimed to beat E.U. through weakening their
common currency Euro. The battle of invading Iraq three years before
ained to beat E.U. and China by controlling the petroleum supply and
increasing the petroleum price, and to beat the Japan and India at the
same time. But the US found the their plan didn't work as well as
they expected. Those countries they wanted to beat are become stronger
than ever. Euro is still very firm! China even accelerates its
increasing rate in recent years! And most important of all, the world
second largest economy Japan has turned back from 10 years depression
and begins to increase by investing and trading with China!
But the prosperity of US itself seems nearly coming to the end! And he
still have to throw billions of US dollars in Iraq! It seems he can
never balance it budget! All these are unacceptable for the US!
If the US cannot resolve it double deficits problem, and just sit there
waiting. It's sure that the US will decline and lost the only one
super power position in the future, while other countries keep on
increasing their economy. But the US will not sit here just to wait
for death. He need other country help to resolve its double deficits,
he want to maintain its prosperity and its only one super power
position.
So, it need to make new trouble to those countries to press their
leaders to make concessions. But where to make new trouble? North
Korea? No, it's not the first choice. It's too close to China and
Russia, and can only beat China and Japan, the influence to Europe and
Russia is quite small relatively. And North Korea doesn't have
petroleum; China and Japan can easily recover after the war, and Europe
and Russia may obtain large orders when rebuilding. So, here comes
the Iran issue! Iran is good choice for US. It has large amount of
petroleum resources.
If the leaders of other countries make concession finally, the US
economy can continue, and, as I said, he will not delare war. If no
concession made to the US, the US is likely enough to delcare a war to
Iran.
If the US succeeds in the war, he can beat Europe, China, Japan and
India by petroleum, then from Iraq, Iran and Afghanistan to enter
middle Asia to beat Russia and China heavily. If he finally fails in
the war, he can easily lead the world into confussion and disordering.
Then, when the US enters the recession, other large countries would be
sufferring from disordered supply chains and disordered markets, and
surely to be pulled into recession together.
Then the earth's economy goes to the next turn's development, and the
US will wait for a chance to be the strongest ONLY ONE!

REPORT ON HUMAN RIGHTS VIOLATIONS IN CUBA 2005-2006
Cuban Foundation of Human Rights

This report is only a brief general summary of the critical situation that
the
Cuban people suffer in matters concerning human rights, as well as public
freedoms.
It is impossible here to shape detailed information about the types of daily
abuses committed by the government, much less make an enumeration of each
person
who has been savagely beaten or incarcerated without committing a crime. We
only
cite some of the cases as an illustration. We do not tackle numerous other
themes like worker's rights and the environment. We have tried to place our
greatest efforts in calling attention to the most contemptible and dangerous
crimes that are taking place at this time in our county and that can,
without
any doubt, lead to bloodshed.
CIVIL AND POLITICAL RIGHTS
1a. Political Rights
The Cuban nation remains under a military regime that dominates everything
by
armed force and that has submitted the Cuban people to a totalitarian
government
over the last 47 years. This is done through a one-party system, using
methods
of repression by the police, terror, and disinformation in order to stay in
power.
The nation is run by a Chief Commandant who is, at the same time, President
of
the Councils of State and Government and First Secretary of the Communist
Party
of Cuba. Every five years, using pressure and fear, the government holds
elections that are a farce in order to deceive national and international
public
opinion. In these elections, the non-violent dissident movement is excluded;
the
government fails to recognize it. The presence of international observers
during
the elections is not permitted either.
1b. Civil Rights
After the celebration in Havana of the Assembly to Promote a Civil Society
in
Cuba on May 20, 2005, the Cuban government unleashed a wave of persecutions
and
terror that is currently getting worse and reaching spine-chilling levels
never
lived before in the history of our country. The government waited for the
easing
of sanctions by the European Union to begin acts of repudiation like those
of
1980 in June, 2005, acts that in the following months became more severe in
terms of violence and vandalism.
On February 16, 2006, five human rights activists were stoned in public in
the
Paquito Rosales Central in Santiago de Cuba. They had to be hospitalized.
There
was one woman among these persons: Maura Iset González Jurquet, president of
FLAMUR (the Latin American Federation of Rural Women). She remains
completely
bedridden because the paramilitary mobs ruptured two vertebrae of her spinal
column in the stoning, they fractured her right leg, and she suffered
bruises at
their hands all over her body. When she fell unconscious on the ground as a
result of being stoned, the mob continued to beat her with a stick. When her
husband tried to stop the beating, a paramilitary person fractured the man's
right index finger and continued beating the rest of the activists who had
to
run three kilometers under a steady shower of rocks and sticks. Maura Iset
González remained unconscious for about six minutes, and since then, she has
not
been able to walk. Doctors anticipate the formation of a tumor on her spinal
column as a result of the stoning. Maura Iset González resides at Calle
Céspedes
entre General García y Máximo González in the municipality of San Luis in
Santiago de Cuba. Her telephone number, whose service has been interrupted
for
more than a month by State Security, is +53-2283604.
On October 14, 2005, several persons suffered injuries in the city of Santa
Clara, among them three activists who received fractured collarbones.
Alberto
Gutiérrez suffered a detached left kidney after being kicked.
Through these acts, the government is desperately trying to wipe out the
burgeoning civil society since the failure of the wave of repression of the
Black Spring (March, 2003) in Cuba. The government has also invaded the last
niche of personal intimacy of the Cuban family. Government representatives
have
arbitrarily broken into the bedrooms and other rooms of private dwellings
with
the purpose of thwarting peaceful meetings, although at some of these
meetings
there are fewer than five people who are in attendance. At these places, the
authorities arrive very unexpectedly and even prohibit the family members
from
entering the houses of the opposition members.
Acts of repudiation are the main weapon of repression and terror currently
used
by the Cuban government, and in the last ten months, the government has
carried
out over 100 of them. During these acts, numerous people have been beaten in
a
pre-meditated fashion, which causes profound psychological damage as well to
Cuban families, particularly to dozens of children. Among them are: Javi
Rosa
Domínguez Perdigón, eight years old, and a resident of Calle Obdulio Morales
#50, Las Tosas, Sancti Espíritu, and Lorena Moraima Mayet González Jurquet,
the
nine year old daughter of Maura Iset González Jurquet.
All types of blunt objects are used in the beatings: sticks, stones, iron
rods,
tubes, cables, and other things, with the purpose of cultivating panic in
the
dissident movement and the community. All the power and resources of the
State
are used, and at the same time, the State transforms military personnel,
prostitutes, alcoholics, and prisoners into the people who carry out these
acts.
Other tactics that characterize these acts include vulgarity, moral
corruption,
and pornographic references that are more appropriate for the orators and
participants in the acts. All of this results in a complete educational and
cultural aberration imposed by the government for almost a half- century
now.
Other forms of repression against the non-violent dissident members and
independent journalists that are not directed at family members and friends
but
rather at a much broader sector of the populations exist. In order to impose
its
totalitarian rule, the regime arrests, threatens, interrogates, and jails
opposition members. At times, the government fabricates common crimes, such
as
disobedience, resistance, disrespect, attempts on someone's life, and public
disorder, against them. The government admits that some opposition members
have
not committed any crime but declares the individuals prone to commit them,
referring to them as dangerous to society. Through this judicial
monstrosity,
more than 1,000 young people were sent to jail in the last twelve months,
where
they received sentences of up to four years in prison in summary trials and
in
courts lacking guaranteed due process. People are thrown in jail without any
just cause or accusation. Approximately fifty non-violent dissidents,
suffering
in maximum- security conditions, find themselves in limbo from this sort of
repression. They are serving sentences in this situation of up to three
years
without their cases having been heard by any public defender or court. Dr.
René
Gómez Manzano and more than twenty opposition members arrested last July are
among this group.
Around 18 dwellings were broken into over the course of January and February
of
this year (2006), and large numbers of independent libraries were destroyed
by
State Security, the National Police, and paramilitary mobs. Huge numbers of
books, magazines, documents, fax machines, radios, and other means of mass
communication were confiscated. In the majority of the cases, the searches
were
carried out in a way that violated the established laws of the socialist
government. The government also represses people through fines of up to
3,000
pesos, the confiscation of land and property and other ways not mentioned
here.
Thus, the regime tries to stifle independent associations. This procedure
has
been used against Gualdimar Parra Santana, Manuel Guerra Rodríguez, and
Israel
Pérez Díaz, all of whom are directors of the Cuban League of Independent
Farm
Workers. Yoandri Quintana Sarría, who is deaf and who has had a very
delicate
operation on his skull, has been locked in a narrow and dark, insect
infested,
dungeon- like cell without water and electricity . This cell is located in
Instrucción Policial, known as "Everyone Sings," in the city of Ciego de
Avila.
Yoandri Quintana Sarría was locked up for founding and presiding over the
Association of Independent Deaf People in Cuba. He was kept in the cell for
a
week. Currently, the government keeps him under harsh harassment through
fines
and the confiscation of his bicycle in which he kept the deed to his
property.
He has demanded it back through every legal avenue. Many other deaf people
who
belong to this organization and live in extreme necessity and terror were
threatened as well.
The members of the Cuban Christian Movement suffer similar acts. The
government
accuses them as being counterrevolutionaries and threatens them with prison,
telling them that they will all pay, along with the pastor and president of
the
Cuban Christian Movement, Delmídet Hidalgo López. This institution has its
national headquarters in Batey Ognara in the municipality of Primero de
Enero in
Ciego de Avila. Pastor Luis Enrique Cervante Leiva was evicted from his home
by
the Department of Housing. This eviction took place in neighborhood of
Vicente
in Ciego de Avila, and when Pastor Cervante Leiva protested at the
provincial
Popular Poder, staying there with his family, he was physically beaten and
arrested by officials of State Security and the government. He remained
there
for several days in the Police Station of State Security in Ciego de Avila,
threatened with incarceration and a lawsuit. Pastor Adventista Arnaldo
Expósito
Zaldívar from Holguín in Banes was beaten by groups of governmental
paramilitaries in plain view in public during the first days of March. The
attackers ran over him with a motorcycle and then grabbed him by the neck
and
punched him several times. This happened on March 2, 2006. Pastor Jesús
Manuel
Rosabarencibia was jailed at the Police Station in Matanzas around the
middle of
2005 for holding a Christ-centered convention of his religious denomination
that
took place against the will of the government in San José de Las Lajas in
Havana
Province. Pastor Rosabarencibia is currently in a delicate state of health,
suffering from peripheral neuritis.
The Cuban authorities place all sorts of obstacles on the preaching of the
gospel, restricting preaching exclusively to religious temples and
maintaining
closed access to radio, television, and other media. They repress all
preaching
in parks, streets, and public plazas, as well as restricting the
distribution
of tracts and religious material from house to house. The opening of houses
of
worship and new churches is extremely limited and selective, and a policy of
seizing houses of worship and religious temples is maintained, even when
they
have been built in accordance to the law. Agents of State Security keep
watch on
religious groups, and if the pastors or priests express criticism of the
government, they are visited by an official on the provincial level of the
Communist Party of Cuba who threatens them severely.
Prisoners have been denied religious assistance on numerous occasions, and
they
are prohibited in many cases from even reading the Bible.
II. Jails and Prisons
More than 500 political prisoners remain locked in Cuban prisons. Close to
one
hundred of them are prisoners of conscience. Almost daily, military
officials in
all the prisons of the country deal savage beatings to the prisoners in
general,
and they do not distinguish between common prisoners and prisoners of
conscience, or that the beaten ones are handicapped, ill, old people, women,
or
those who suffer from psychological disorders. The prisoners are beaten with
whips made from marabou, rubber straps, and hoses: they are also kicked and
slapped. Large numbers of guards participate on every occasion; then the
prisoners are dragged and thrown into narrow dungeons where they are
deprived of
all their belongings, including their clothing and mattress. Their food and
water is cut back to insignificant quantities. The prisoners' cells are
enclosed
(without light) with a hole in the floor for their bodily functions. Food is
scarce and poorly prepared in prisons, and a practice has been made of
serving
them soured and rotten food. Breakfast is water with sugar or wheat water
that
at times is accompanied by a small piece of bread. At lunch and dinner,
prisoners receive several tablespoons of rice without oil or corn flour and
boiled pasta without dressing. This causes the prisoners to organize huge
protests.
In the excrement hole, fecal material accumulates in heaps until from time
to
time, there is enough water to carry it away. Rats, cockroaches, ants, and
other
insects enter through the hole, contaminating everything.
The prisoners' mattresses are made of nylon or a burlap sack filled with
straw
that contains bedbugs and other biting insects that, along with the heat,
stench, and mosquitoes, prohibit the prisoners from being able to sleep.
Because
of these conditions, a great majority of the prisoners lose their will to
live
and experience a loss of their teeth and a noticeable loss of vision after
being
in jail for three or four years. They also suffer from other illnesses
related
to malnutrition and vitamin deficiency.
In the Provincial Prison of Canaleta in Ciego de Avila, there is no drain
for
the sewage that runs underneath the buildings. For this reason, this area is
known as "El Patineo."
Medical assistance is abysmal and in many cases, prisoners are denied it.
The
state of health of approximately 60 prisoners of conscience from the "Group
of
75, the majority of whom are very sick in spite of being very healthy and
full
of life when they were jailed three years ago, requires special attention.
Their
illnesses, in our opinion, are the result of their treatment by State
Security
that deprives them of rest in order to destroy the physical and
psychological
health of these prisoners of conscience. Among the most seriously ill are
Pedro
Argüelles Morán, Pablo Pacheco Avila, Lester González Pentón, Alejandro
González
Fraga, Dr. José Luis García Paneque, Jorge Luis González Tanquero, Normando
Hernández González, Juan Carlos Herrerra Acosta, Fabio Prieto Llorente,
Dr.Oscar
Elías Biscet, Dr. Luis Milán and others.
Cuban political prisoners suffer constant cruel, inhumane, and degrading
treatment, and State Security places them with the most dangerous common
criminals so that the prisoners will be attacked. They are inspected and
their
rights to religion, correspondence, information, adequate food are violated.
In
addition, they are not allowed to be outdoors in the sun. It is a
governmental
practice to send them more than 500 km from their houses in order to also
punish
their family members with this and other forms of repression. They are also
denied benefits such as conditional release and minimum severity.
III. Death sentences
More than 50 people in Cuban jails are in death row waiting to be executed
by
firing squad. We do not know of any executions during 2005 or of any other
sentences to death. Nevertheless, those who are condemned to death are
tortured
psychologically and live in narrow and cold, dungeon-like cells. For
example,
prison officials have simulated three executions by firing squads on Héctor
Santana Vega in the Maximum Security Prison Kilo 8 in Camagüey. Héctor
Santana
Vega, a resident of Jagueyal, in Ciego de Avila province, is asthmatic and
in a
wheel chair.
CONCLUSIONS
We want to emphasize our profound concern for the current increase in
violence
and terror carried out by the Cuban government, as well as the use of the
National Revolutionary Police and bands of paramilitaries who are
responsible
for the violent mobs that physically beat members of the peaceful opposition
movement. We are also concerned about the destruction of independent
libraries,
the interference by the government in private homes, and the critical state
of
the health of the prisoners of conscience and prisoners in general, as well
as
the general deterioration of the prison population. We regret that a report
like
this one cannot further detail the situation of the violations of human
rights
in Cuba. What is worthy of mention is that this document has been possible
thanks to a year's work of hundreds of activists and collaborators with the
Cuban Foundation of Human Rights (FCDH) and other institutions of the civil
society in Cuba.

INFORME DE LAS VIOLACIONES A LOS DERECHOS HUMANOS EN CUBA 2005-2006
Fundación Cubana de Derechos Humanos
(Ciego de Ávila, Cuba)
El presente informe solo recoge un breve resumen general de la crítica
situación
que sufre el pueblo cubano en materia de derechos humanos, así como las
libertades públicas.
Es imposible plasmar aquí una información detallada de los tipos de abusos
cotidianos cometidos por el gobierno y, mucho menos, hacer una enumeración
de
cada persona que ha sido apaleada salvajemente o encarcelada sin cometer
delito.
Solo citamos algunos casos a modo de ilustración. Tampoco abordamos
numerosos
temas como los derechos laborales, el medioambiente y otros. Hemos querido
hacer
los mayores esfuerzos y llamar toda la atención en los crímenes más
deleznables
y peligrosos que estan sucediendo en éstos momentos en nuestro país y que
pueden, sin lugar a duda, desembocar en un derramamiento de sangre.
DERECHOS CIVILES Y POLITICOS
Ia. Derechos Políticos
El pueblo cubano permanece bajo un régimen militar que lo domina todo por la
fuerza de las armas y que desde hace 47 años lo somete a una política
totalitaria. Esto lo hace mediante el sistema del partido único, utilizando
los
métodos de la represión policial, el terror y la desinformación para así
permanecer en el poder.
El estado es dirigido por un Comandante en Jefe que, a su vez, es el
Presidente
de los Consejos de Estado y de Gobierno y Primer Secretario del Partido
Comunista de Cuba. Cada cinco años el gobierno lleva a cabo farsas
electorales
bajo presión y miedo para engañar a la opinión pública nacional e
internacional.
En éstas elecciones excluye a la disidencia pacífica y trata de
desconocerla.
Tampoco permite la presencia de observadores internacionales.
Ib. Derechos Civiles
Después de la celebración en La Habana de la Asamblea para Promover la
Sociedad
Civil en Cuba el 20 de mayo del 2005, el gobierno cubano desató una ola de
persecusiones y terror la cual recrudece actualmente a niveles
escalofriantes
nunca vividos en la historia de nuestro país. Esperó el alivio de las
sanciones
de la Unión Europea y retomó en junio del 2005, los actos de repudio de
1980.
Actos que, en los meses sucesivos, fué adentrando cada vez más en la
violencia y
el vandalismo.
El 16 de febrero del 2006, cinco acivistas de los derechos humanos fueron
lapidados en plena vía pública en el Central Paquito Rosales de Santiago de
Cuba. Ellos tuvieron que ser hospitalizados. Entre éstas personas se
encuentra
una mujer: Maura Iset González Jurquet, presidenta de la FLAMUR (Federación
Latinoamericana de Mujeres Rurales). Ella aún permanence en cama sin poderse
levantar porque las turbas paramilitares le unieron, de una pedrada, dos
vértebras de la columna vertebral, le fracturaron la pierna derecha y le
llenaron el cuerpo de hematomas. Cuando cayó al suelo desmayada por la
pedrada,
continuaron golpeándola con un palo y cuando su esposo trató de frenar la
golpiza, un paramilitar le fracturó el dedo pulgar de su mano derecha y,
posteriormente, continuó apaleando al resto de los activistas quienes
tuvieron
que correr tres kilómetros bajo una lluvia de piedras y palos. Maura Iset
González permaneció alrededor de seis minutos sin conocimiento y desde
entonces
no ha podido caminar. Los médicos esperan una tumoración en la columna
vertebral
como resultado de la pedrada. Maura Iset González reside en la calle
Céspedes
#206 entre General García y Máximo Gómez en el Municipio de San Luis en
Santiago
de Cuba. El teléfono interrumpido desde hace más de un mes por la Seguridad
del
Estado es: + 53-2283604
El 14 de Octubre del 2005, hubo varios lesionados graves en la ciudad de
Santa
Clara, entre ellos tres activistas con las clavículas fracturadas. Alberto
Gutierrez sufrió el desprendimiento del riñón izquierdo tras recibir una
patada.
Mediante éstos actos, el gobierno trata desesperadamente de aniquilar la
naciente sociedad civil, una vez fracasada la ola represiva de la primavera
negra de Cuba. También ha invadido el último resquicio de intimidad personal
de
la familia cubana. Ha allanado arbitrariamente los dormitorios y demás
habitaciones de las viviendas privadas con el fin de frustrar las reuniones
pacíficas, aunque en una sola de éstas reuniones participan a veces menos de
cinco personas. Aquí las autoridades llegan al extremo insospechado de
prohibir
la entrada en la vivienda de los opositores a sus propios familiares.
Los actos de repudio son la principal arma de represión y terror actual del
gobierno cubano que en los últimos diez meses ha protagonizado más de un
centenar de ellos. En los mismos, numerosas personas han sido golpeadas en
forma
premeditada ocasionando también profundos daños sicológicos a la familia
cubana,
muy particularmente, a decenas de niños entre los que se encuentran: Javi
Rosa
Domínguez Perdigón de ocho años de edad quien reside en la Calle Obdulio
Morales
#50, Las Tosas, Sancti Espíritu y Lorena Moraima Mayet González Jurquet, la
hija
de Maura Iset González Jurquet, de nueve años de edad.
Se utilizan todo tipo de objetos contundentes para golpear: palos, piedras,
hierros, tubos, cables y otros, a fin de sembrar el pánico en la disidencia
y en
la comunidad. Para esto se utiliza todo el poder y los recursos del estado
y, a
su vez, convierte en protagonista de éstas turbas a los militares, las
prostitutas, alchólicos y presidiarios. Otra arista es la grocería,
corrupción
moral y tendencia pornográfica que los caracteriza y que se aprecia en la
mayoría de los oradores y los participantes, todo lo cual es el resultado de
la
aberración educacional y cultural impuesta por el gobierno por casi medio
siglo.
Existen otras formas de represión contra la disidencia pacífica y
periodistas
independientes que no solo alcanzan a sus familiares y amigos, sino a un
sector
cada vez más amplio de la población. Para imponer su política totalitarian
el
régimen arresta, amenaza, interroga y encarcela. Algunas veces les fabrica
delitos comunes tales como: desobediencia, resistencia, desacato, atentado y
desorden público, entre otros ó en otras reconoce que no han cometido delito
alguno y los declara proclive a cometerlos aplicándoles la peligrosidad
social
predelictiva. Mediante esta mounstrosidad jurídica fueron enviados a las
cárceles cubanas más de mil jóvenes en los últimos doce meses, siendo
sancionados a hasta 4 años de privación de libertad en juicios sumarísimos y
por
tribunales carentes de todas las garantías procesales. También se encarcela,
sin
ninguna formalidad juridica ni acusación. En limbo este represivo se
encuentran
alrededor de medio centenar de disidentes pacíficos sufriendo el rigor de
las
cárceles cubanas. En este estado extinguen condenas de hasta tres años sin
que
sus casos sean conocidos siquiera por la fiscalía ó por los tribunales. De
este
grupo de personas está el Doctor René Gómez Manzano y más de veinte
opositores
arrestados en julio pasado.
Alrededor de 18 viviendas fueron allanadas en los últimos meses de enero y
febrero del presente año y un gran número de bibliotecas independientes
destruídas por la Seguridad del Estado, la Policía Nacional (PNR) y las
turbas
paramilitares. Aquí se han confiscado gran cantidad de libros, revistas,
documentos, equipos de fax, radios y otros medios. En la mayoría de los
casos
los registros se han producido en forma violenta y violando lo establecido
por
la ley del gobierno socialista. Mediante multas de hasta tres mil pesos la
confiscación de tierras y bienes, también se reprime y mediante otros actos
de
represión no recogidos aquí. Así el régimen trata de asfixiar las
asociaciones
independientes. Este procedimiento ha sido utilizado contra Gualdímar Parra
Santana, Manuel Guerra Rodríguez e Irael Pérez Díaz, todos dirigentes de la
Liga
Cubana de Campesinos Independientes. Yoandri Quintana Sarría, discapacitado
sordo y con una operación muy delicada en la cabeza, ha sido encerrado por
la
Seguridad del Estado en un estrecho y oscuro calabozo sin agua ni
electricidad,
lleno de insectos. Este calabozo está en Instrucción Policial conocido como
"Todo el Mundo Canta" en la ciudad de Ciego de Ávila. Yoandri Quintana
Sarría
fué encerrado por fundar y presidir la Asociación de Sordos Independientes
de
Cuba. Allí lo mantuvieron durante una semana. Actualmente lo mantienen bajo
un
férreo acoso mediante multas y el decomiso de su bicicleta la cual posee el
documento de su propiedad y ha sido reclamado por todas las vías legales.
Igualmente fueron amenazados de cárcel un gran número de sordos mudos
pertenencientes a ésta institución quienes viven en extrema necesidad y en
terror.
Los miembros del Movimiento Cristiano de Cuba sufren similares actos. Son
acusados de contrarevolucionarios y se les amenaza de cárcel diciéndoles que
pagarán todos juntos con el pastor y presidente del Movimiento Cristiano de
Cuba, Delmídet Hidalgo López. Esta institución tiene su sede nacional en el
Batey Ognara en el municipio primero de enero en Ciego de Ávila. El Pastor
Luis
Enrique Cervante Leiva, fué desalojado de su vivienda por el Instituto de la
Vivienda. Este desalojo se produjo en el poblado de Vicente en Ciego de
Ávila y
cuando el Pastor Cervante Leiva reclamó en el gobierno provincial Poder
Popular,
plantándose allí con su familia, fué agredido físicamente por funcionarios
de la
Seguridad del Estado y del gobierno y arrestado, permaneciendo varios días
en
Instrucción Policial en Ciego de Ávila de la Seguridad del Estado, amenazado
con
ser encarcelado y abrirle causa. El Pastor Adventista Arnaldo Expósito
Zaldívar
de Holguín en Banes fué agredido por un grupo de paramilitares del gobierno
en
plena vía pública en los primeros días de marzo en Banes, Holguín. Los
agresores
le lanzaron una motocicleta encima y después lo tomaron del cuello, dándole
varios puñetazos. Este hecho ocurrió exactamente el día dos de marzo del
2006.
El Pastor Jesús Manuel Rosabarencibia fué encarcelado en Instrucción
Policial de
Matanzas a mediados del 2005, por liderar una convención cristocéntrica de
su
denominación religiosa que se celebró en contra de la voluntad del gobierno
en
San José de Las Lajas en provincia Habana. El mismo, actualmente, se
encuentra
en delicado estado de salud con neuritis periférica.
Las autoridades ponen todo tipo de obstáculo a la prédica del evangelio,
constriñendo exclusivamente a los templos religiosos la prédica manteniendo
cerrado el acceso a la radio, la televisión y los medios de difusión masiva.
Reprimen también la prédica en los parques, calles y plazas públicas, así
como
la distribución de tratados y materiales religiosos de casa en casa. La
apertura
de casas cultos y nuevos templos es extremadamente limitada y selectiva y se
mantiene la política de decomisar casas cultos y templos de iglesias, aún
cuando
han sido fabricadas de acuerdo con la ley. Agentes de la Seguridad del
Estado
vigilan los cultos religiosos y si los pastores ó curas expresan críticas al
gobierno son visitados por un funcionario del Partido Comunista de Cuba a
nivel
de provincia quien los amenaza severamente.
A los reclusos se les niega la asistencia religiosa en numerosas ocasiones,
prohibiéndose en muchos casos, hasta la lectura de la Biblia.
II. Cárceles y Prisiones.
Más de 500 presos políticos permanecen encerrados en las prisiones cubanas.
De
ellos, casi un centenar son prisioneros de conciencia. Los militares en
todas
las prisiones del país propinan, casi a diario, salvajes palizas a los
reclusos
en general y no distinguen entre presos comunes y los presos de conciencia ó
que
los apaleados sean discapacitados, enfermos, ancianos, mujeres ó que
padezcan de
trastornos psíquicos. Los penados son golpeados con garrotes de marabú,
tonjas
de goma, mangueras y también con las manos y los pies. En todas las
ocasiones
participa un gran número de guardias; después los reos son arrastrados y
lanzados en estrechos calabozos donde son privados de todas sus
pertenencias,
incluyendo la ropa y el colchón de dormir. Se le suprime además la
alimentación
y el agua hasta llevarlas a cantidades insignificantes. Estan son celdas
tapiadas (sin luz) con un hueco en el piso para hacer las necesidades
fisiológicas. La alimentación es escasa en los penales y mal elaborada y se
ha
hecho una práctica servir alimentos agrios y en estado de descomposición. El
desayuno es agua con azúcar ó agua de trigo que a veces está acompañada de
un
pedacito de pan y en el almuerzo y comida varias cucharadas de arroz sin
grasa ó
harina de maíz y un caldo de pasta alimenticia hervida sin aderezos. Esta
situación lleva a los reclusos a protagonizar grandes protestas.
En los huecos de las escretas se acumulan las heces fecales de los hacinados
reclusos hasta que de cuando en cuando haya suficiente agua para que las
arrastre. Por éstos orificios entran las ratas, cucarachas, hormigas y otros
insectos contaminándolo todo. Los colchones son de nylon ó de saco de yute,
rellenados con hierba donde viven gran cantidad de chinchas y caránganos que
unido al calor, el mal olor y los mosquitos le impiden a los reclusos
conciliar
el sueño. Por éstas condiciones la gran mayoría de los reclusos pierden los
dientes y la vitalidad, quedando con pérdida notable de la visión después de
permanecer tres ó cuatro años encarcelados. También padecen por esta causa
otras
enfermedades típicas de la desnutrición y la avitaminosis.
En la prisión Provincial de Canaleta en Ciego de Ávila, no hay desagüe para
los
deshechos por lo que las heces corren por debajo de los edificios. Por esta
razón a esta área se le llama " El Patineo".
La asistencia médica y estomatológica es pésima y en muchos casos se les
niega a
los condenados ésta asistencia. Especial atención requiere el estado de
salud
del grupo de alrededor de 60 prisioneros de conciencia del "Grupo de los
75",
quienes en su mayoría se encuentran muy enfermos a pesar de que hace tres
años
fueron encarcelado llenos de vida y salud, enfermedades que, en nuestra
opinión,
son provocadas por la Seguridad del Estado en forma premeditada que trabaja
sin
descanso para destruir la salud de éstos prisioneros de conciencia,
afectándole
la salud física y síquica. Entre los más enfermos se encuentran Pedro
Argüelles
Morán, Pablo Pacheco Ávila, Lester González Pentón, Alejandro González
Fraga, el
Dr. Jose Luis García Paneque, Jorge Luis González Tanquero, Normando
Hernández
González, Juan Carlos Herrera Acosta, Fabio Prieto Llorente, Dr. Oscar Elías
Biscet, Dr. Luis Milán y otros.
Los presos políticos cubanos sufren constantemente tratos crueles, inhumanos
y
degradantes y la Seguridad del Estado les envía presos comunes de alta
peligrosidad para que los agreda. Son requizados y se les viola los derechos
de
religión, correspondencia, información, alimentación, así como se les impide
hasta tomar el sol en muchas ocasiones. Es práctica del gobierno
desterrarlos a
más de 500 kms.de sus viviendas para castigar también a sus familiares con
éstas
y otras formas de represión. También se les niegan los beneficios tales
como:
libertad condicional y la mínima severidad.
III. Condenados a Muerte
Más de 50 condenados a muerte esperan ser fusilados en los corredores de la
muerte de las cárceles cubanas. No conocemos de ninguna ejecución durante el
año
2005, ni de nuevas sanciones a la pena capital. Sin embargo, los condenados
a
muerte son torturados sicológicamente y sobreviven en estrechos y fríos
calabozos. Por citar solo un ejemplo, a Héctor Santana Vega se le han hecho
tres
simulacros de fusilamiento en la Prisión de Máxima Severidad en Kilo 8 en
Camaguey. Héctor Santana Vega, residente en Jagueyal, la provincial de Ciego
de
Ávila, que es asmático y está en silla de ruedas.
CONCLUSIONES
A modo de conclusions solo queremos resaltar nuestra profunda preocupación
por
los actuales incrementos de violencia y terror desatados por el gobierno
cubano,
así como el uso de la Policía Nacional Revolucionaria (PNR) y de bandas
paramilitares que encabezan las turbas violentas para agredir físicamente a
los
opositores pacíficos; también la destrucción de las bibliotecas
independientes y
la injerencia en las viviendas privadas. También el crítico estado de salud
de
los prisioneros de conciencia y los presos políticos en general, así como el
deterioro en general de la población penal. Lamentamos que en un informe
como el
presente no pueda contemplarse con mayor amplitud, en detalle, la situación
de
las violaciones a los derechos humanos en Cuba. Lo que si es digno de
destacar

Esta frase fue pronunciada elocuentemente por Nicolás Avellaneda en
oportunidad de lanzar su proclama en 1877, para repatriar los restos del
General San Martín, la que nos motivó a difundir este acontecimiento,
pensando en nuestro porvenir.
Estamos en el siglo XXI (2000) y si nos detenemos a pensar, nos daríamos
cuenta que todos los héroes, mártires, patriotas, excelencias del siglo XIX
(1800) son reconocidos y recordados permanentemente, además llevan sus
nombres las avenidas, calles, plazas, localidades, instituciones, etc.
En el siglo XX (1900) parece que no hubiesen surgidos ninguno de estos
prohombres; será porque nos olvidamos de ellos o porque no
existieron?....... Nosotros creemos que sí existen y esperamos no ser los
únicos.
Al igual que los otros correos electrónicos que remitimos, esta información

la población conozca estos hechos, los cuales nos llenan de orgullo y sirvan

PRIMER ANTARTICO ARGENTINO:
El Antártico Argentino, que invernó por primer vez en la historia en el
Continente Antártico, es el entonces Alférez de Navío D. José María SOBRAL,
quién permaneció en esas gélidas latitudes durante dos años consecutivos.
Una curiosa coincidencia signó su destino, nació y murió, después de haber
vivido 81 años el mismo 14 de Abril, fecha que se recuerda el Día de las
Américas.
Entre 1901 y 1903 participó en la expedición polar del Doctor Otto
Nordenskjöld, la que quedó aislada en la Antártida durante dos años y que
finalmente fue rescatada por la corbeta Uruguay en noviembre de 1903.
Fue el primer geólogo argentino con título universitario y el mejor
petrólogo a nivel mundial de su época.
En el año 1914 ingresó en la Dirección General de Minas e Hidrografía donde
llegó a ser Director General en el año 1924.
En 1930 fue nombrado Cónsul General en Noruega y a fines de 1931 ingresó
como geólogo en YPF (Yacimientos Petrolíferos Fiscales) donde se jubiló en
1935.
En todos esos años no olvidó la Antártida sobre la cual siguió investigando
y en sus conferencias al respecto, siempre sostuvo la necesidad de su
ocupación pacífica, tanto del continente antártico como de los archipiélagos
subantárticos.
Fue autor de importantes libros, entre ellos, El Futuro de Nuestra Armada,
Problemas de los Andes Australes, Sobre Cambios Geográficos, La Frontera
Argentino-Chilena en el Canal de Beagle y Dos años entre los hielos; donde
concluyó esta última obra con estas palabras :
"El hombre nunca debe contentarse con la victoria adquirida; el éxito no
solo no debe ofuscarle sino que debe darle nuevo aliento para atacar lo más
difícil, porque precisamente en eso se encuentra el placer de la vida."

¡Que clase'susto me di-el-otro-día cuando leí que sus 'chivatientes de la
pupila insomne' habían matado a un lanchero americano! La última vez que
pasó eso, hasta su amigo Clinton tuvo que tomar medidas, y yo pensé que ahí
mismo ¡iba a formarse el acabose!
Que diferencia cuando escuché la Mesa Redonda de la Batalla de Ideas (¡se
hacen idea que es una batalla!) y aquel locutor carismático dijo que el
muerto era cubano, no americano. Me vino el alma al cuerpo, porque si el
muerto no es de lo'jamericanos, no hay problemas, porque, ¿que puede
importarle una raya más al tigre, que ya tiene tantas?
Otra cosa que me gustó mucho fue la rápida propuesta de "luchar contra el
narcotráfico ayudando a EUA" que hizo un oficial del ejército de Raúl. Eso
vino de parte de su jefe directamente, pa'que lo'jamericanos supieran que, a
pesar de haber mata'o a un ciudadano de segunda, los acuerdos del ejército
de la Yuma con Raúl quedaban en pie.
Me gustó mucho esa propuesta de Raúl, sobre todo porque nadie se dio cuenta
que era pa'tapar el muerto cubano de la lancha americana, de manera que lo'
jamericanos comenzaran a mandar delegaciones de bobos a conversar con Ud. de
otras cosas.
¡Otra cosa que quería comentarle es la falte'respeto de esa señorona
presidenta de la ciudad de Madrid! Ella se cree que porque es una manda-más
allá, nosotros vamos a permitirle críticas a Ud. desde la cueva de la Mafia
de Miami. ¡Negativo compañero!
Ahora Comandante, la salida de nuestro embajador en Madrid, respondiendo a
esta títere del imperialismo americano ¡fue la mundial! Acusar nada menos
que de 'batistiana' a esta madrileña, es como acordarse de cuando el Morro
era de Tablas. ¡Que clase'caballo!
Tenemos que actualizar un poco más a nuestros aguerridos embajadores
chivatientes y dotarlos de consignas un poco más modernas y acusaciones más
actuales. Eso de batistiana no lo entendió nadie por acá fuera, pensando que
la acusaban de practicar la religión 'Bautista' junto con algunos cubanos de
Miami que practican esa religión.
No me gustó nada sin embargo que el ministro del exterior de Zapatero le
haya endereza'o una trompeta a nuestro querido embajador en Madrid, por
meterse en lo que no le importa dentro de España. Ese Zapatero me tiene
cansa'o con su pa'trá-pa'lante.
Ahora Comandante, tenga un poco de cuida'o con los ametrallamientos de
lanchas, mire que no es lo mismo, "los soldados de Raúl ametrallan a

Otra vez apuntan los chinos con tino, quizás ahora nos podamos copiar la lección de una. La cosa allá dista mucho de ser solo crecimiento económico, también aspiran poder popular de verdad, el que solo da el conocimiento y la inteligencia, aprender a pescar. El 20 de marzo anunciaron su plan, aprobado y todo por el Consejo de Estado, según informa SciDevNet. Advierten los chinos a los ciudadanos que el bienestar social y económico que han logrado sólo tendrá continuidad en la medida que la población adquiera la comprensión necesaria de la ciencia y la tecnología. Así de simple. Los objetivos son similares al plan de Al Gore cuando fue candidato a la presidencia de Estados Unidos contra "W". En primer lugar, pretenden fortalecer la base científica y su contribución al desarrollo chino, y, en segundo lugar, equipar a los ciudadanos con las herramientas necesarias para entender y aplicar la ciencia y la tecnología ¡en la vida cotidiana! Igual que en sus otros planes, las metas son ambiciosas, como por ejemplo, lograr para 2010 (prácticamente mañana) el nivel de comprensión científica de los países desarrollados en los ochenta. En 2020 no debe haber diferencias con esas naciones, aunque en esto los chinos son más que generosos con los países del norte pues allá no es que la ciencia sea muy popular que se diga. Niños, campesinos, obreros, y empleados públicos, estarán expuestos a un amplio programa de entrenamiento, algo bueno saldrá de eso. Los chinos son aliados nuestros, se la pasan aquí, vienen a menudo en grupos, tienen proyectos diversos. ¿Por qué no les preguntamos, a ver qué se nos pega?

Buscando misericordia, solicitaba una simple foto de un santo para que acompañe a cada uno de sus hijos y al señor Rivas en la hora de la muerte. Llamándonos a seguir el ejemplo de los santos y de fidelidad a Dios, usted no opuso resistencia a la violencia, ni contrató cadenas de super-expertos para el rescate, no negoció precio por las vidas de sus hijos, como tampoco lo hizo la Virgen. En su mensaje usted aceptaba la voluntad de Dios ante tan amargo cáliz. Expresó profund o amor por Venezuela aun cuando nuestra patria se encuentra sumida en el mismo ambiente de crueldad, de acusaciones, ironía y fariseísmo que Israel sufría cuando la Virgen María acompañó en la Cruz a su Hijo Jesús. Su infinito dolor ocurre cerca de la fecha de Semana Santa. Y como a la Virgen María, Dios a usted le pidió todo. Y como la Virgen María a Dios, usted le dio todo.

Todas las víctimas, sin excepción, se han hecho una sola y todos los dolientes también, vehículos de todo tipo y precio ya no van de Caracas Pa'Margarita, ahora el letrero blanco consta de cuatro letras que pesan un mundo, "luto" dicen los vidrios. Lo atroz y brutal del último episodio lo hace merecedor de una omisión ex profeso en cuanto a detalles y referencias explícitas que ya además se conocen, los deudos también requieren descanso. Pero es impo sible no alzar hoy la voz para gritar que tanta inocencia sometida a tanta crueldad es simplemente abominable y la justicia tiene que aparecer. Culpas hay de sobra y culpables también, saben bien ellos que sus fantasmas no les dejarán en paz. Ahora el pueblo de a pie, ese que transita pálido sin escoltas ha pasado del susto silencioso a la indignación en estado necesidad. Se ha golpeado hasta el corazón mismo de la sociedad, nada menos que la juventud. De Kennedy a Yare se enfrentan ahora nuestros muchachos a interrogantes que nunca imaginaron plantearse y menos en el mero primer cuarto de su existencia, es decir cuando apenas ven cerca la posibilidad de su primer sufragio sin ningún ánimo. ¿Viviré o no?; ¿Regresaré? Paranoia de adultos ayer, indignación de todos y terror juvenil hoy.

Let me tell you some facts that will collide with your world view:
1) Surveys done by the Pew Hispanic Center show that about 90% of the
illegal workers leave a paying job in Mexico. Ergo, it is not an
unemployment issue. These workers are simply looking for better wages,
and since American employers are willing to pay them more, they cross
the border into the US. Simple supply and demand.
2) I know you won't believe me, but poverty is not caused primarily by
corruption; I won't even try to explain why, UNLESS you really want me
to.
3) Since the 1910 Revolution, the Mexican government has granted FREE
land to any farmer who asks for it, so you are clueless when you talk
about "land owners".
4) Yes the Mexican government is corrupt, but it is hardly the most
corrupt government in the world, like many people think. Darling
countries like China, India, and Russia are many times more corrupt
than Mexico, according to the Transparency International corruption
index. How come China is booming then?
5) If ANY other third world country where glued to the US, you would
see its citizens flood the US just like Mexicans. Just picture a common
border with China. Juuuuust picture it.
6) If the US where glued to a more prosperous country, a large % of
American workers would go into that country for better wages if they
could (lest you forget, 15% of the US population lives below the
poverty line).
My friend, the immigration dynamic is very complex and it escapes your
simplistic cause and effect explanations.

I don't see the double talk. Just because our Constitution recognizes
the right of Mexican citizens to walk out, it doesn't mean foreigners

Pay attention: the double talk comes from asking rights to Mexican
immigrants living in the US, but not giving the SAME RIGHTS to
foreigners living in Mexico. THAT'S double talk, not the other one.

Just to clarify, nobody is "sending" anyone. People make the individual
choice to move to the US because they know they can get paid better
there. There is no top-down central planning; it's a bottom-up
spontaneous dynamic. It may SEEM that the Mexican government actively
promotes illegal immigration, but they talk like that because it would
simply be political suicide to talk AGAINST illegal workers, since it
is such an emotional issue in Mexico; for them it's all about vote
accounting.
