Señora Presidente:

Tiene 92 días para cumplir

Cuenta regresiva para el "Plan 100 días" de la Presidente Michelle Bachelet

La presidente, Michelle Bachelet, se comprometió durante su campaña
electoral a un plan de logros que debe cumplirse en sus primeros 100 días de
mandato. Estos ya comenzaron el 11 de marzo (2006) al asumir su alta
investidura. El plan comprende 11 materias y 36 puntos.
Una red de informacion nacional de Chileblog
monitoreará el cumplimiento de dicho plan e informará de sus avances,
inconvenientes, cumplimientos e incumplimientos. Si usted quiere adherir a

designaremos corresponsal ad honorem en su comuna o ciudad. Es una forma de
participación activa en el desarrollo del país. Sólo se pide que nos narre

El Plan 100 días de la
Presidente electa

La presidente electa, Michelle Bachelet, se autoimpuso durante su campaña
electoral un plan de logros que debe cumplirse en sus primeros 100 días de
mandato que comienzaron este 11 de marzo (2006) cuando asumió ante el
Congreso Nacional su alta investidura. El plan comprende 11 materias y 36
puntos.

A continuación se entrega dicho Plan 100 días dado a conocer por su Comando
durante la campaña y que el país espera confiadamente que se cumpla.

***** Plan 100 días *****

Empleo

1. Aumentaremos hasta 25 años la edad para calificar al programa de
bonificación al contrato de aprendizaje, y aumentaremos el subsidio a un 50
por ciento de un salario mínimo.

2. Enviaremos un proyecto de ley que establezca que el Estado pagará parte
de las cotizaciones previsionales de los jóvenes de bajos ingresos que
tengan un contrato formal de trabajo.

3. Permitiremos los contratos laborales por hora para los jóvenes, de modo
que todo joven que estudia pueda también trabajar.

Seguridad social

4. Reajustaremos las pensiones más bajas con los 300 millones de libre
disponibilidad contemplados en el presupuesto, beneficiando a un millón de
pensionados.

5. Estableceremos el acceso automático de los adultos mayores a la Pensión
Asistencial. Esta pensión será un derecho: no más listas de espera.

6. Enviaremos al Congreso un proyecto de Ley para que las asignaciones
familiares y los subsidios únicos familiares sean pagados a la madre.
Asimismo, crearemos subsidios para el cuidado de discapacitados y adultos
mayores postrados, que se pagarán a quienes estén a cargo de su cuidado.

Educación

7. Entregaremos un subsidio que financie la atención preescolar para niños
entre 0 y 3 años de hogares pertenecientes al 40 por ciento más pobre de la
población.

8. Crearemos 20 mil nuevos cupos en pre-kinder y habilitaremos 800 nuevas
salas cunas en todo Chile, beneficiando a 20 mil niños y niñas.

9. Daremos suma urgencia al proyecto de ley de subvención diferenciada,
duplicando el valor de la subvención. Con ello beneficiaremos a más de 400
mil niñas y niños entre prekinder y cuarto básico.

10. Aumentaremos de 110 mil a 160 el número de jóvenes beneficiados por
créditos y becas para la educación superior. Así aseguraremos el 100 por
ciento del financiamiento del arancel para el 60 por ciento más pobre de los
estudiantes.

11. Consolidaremos los distintos programas de becas universitarias en un
sistema nacional de becas que contemple tanto beca de arancel como también
beca para mantención y alimentación.

12. Ofreceremos a los estudiantes la oportunidad de pagar parcial o
totalmente su crédito a través del servicio al país en regiones.

Mujer

13. Dictaremos un Código de Buenas Prácticas Laborales y No Discriminación
para el Sector Público, que podrá ser adoptado voluntariamente por las
empresas privadas. No queremos más mujeres discriminadas en el mundo
laboral, así como ningún otro chileno.

14. Enviaré un proyecto de ley para otorgar derecho de sala cuna a los hijos
de toda madre trabajadora.

Salud

15. Crearemos 60 Centros Comunitarios de Atención Familiar en todo Chile,
dando preferencia a las localidades con mayores aumentos de los
requerimientos de atención.

16. Aumentaremos a 40 las patologías cubiertas por el Plan Auge.

17. Garantizaremos la gratuidad en la atención en los hospitales a todos los
mayores de 60 años.

Seguridad ciudadana

18. Crearemos un Ministerio de Seguridad Pública, que coordine todas las
agencias del Estado y todas las políticas de prevención y control del
delito.

19. Aumentaremos la dotación de Carabineros en 1.500 efectivos por año en la
calle, asignándolos en aquellas comunas donde más se les necesita.

20. Crearemos un subsidio en que el Estado finacie hasta el 50 por ciento
del salario mínimo por un año, para estimular la contratación de jóvenes en
riesgo social.

Emprendimiento y competitividad

21. Lanzaremos un plan de apoyo a los emprendedores que incluya una
ventanilla única de trámites, capacitación digital, asesoría contable,
ejecutivo de cuenta personalizado en la iniciación de actividades, y
facilidades para acceder al financiamiento.

22. Enviaremos al Congreso el plan de simplificación tributaria para las
PYMES contemplado en el Programa de Michelle Bachelet.

23. Garantizaremos que el Estado le pague a sus proveedores en 30 días como
máximo.

24. Enviaremos al Congreso un proyecto de ley que aumente las penas por
delitos económicos y que duplique los recursos para la fiscalización de
estos delitos.

25. Crearemos un fondo para que los adultos mayores de 40 años que pierden
su trabajo puedan reconvertirse laboralmente, ya sea estudiando para otro
oficio o iniciando una pequeña empresa.

Chile se prepara para la globalización

26. Exigiremos que todos los que se preparan para ser profesores de inglés
cursen un semestre de su carrera en un país de habla inglesa, con
financiamiento estatal.

27. Crearemos un sistema de intercambio para que más profesores de países de
habla inglesa vengan a Chile a ejercer la docencia.

28. Aplicaremos un programa para que los mil mejores egresados de cada año
de las universidades chilenas cursen doctorados en las mejores universidades
del mundo.

Medio Ambiente y Ciudad

29. Nombraremos por primera vez en la historia de Chile un Ministro o
Ministra del Medio Ambiente.

30. Iniciaremos un amplio programa de intervención urbana, identificando 200
barrios a mejorar en todo Chile. Se beneficiarán barrios de Santiago como El
Volcán (Puente Alto), Santa Adriana (La Florida) o la Villa Portales (Quinta
Normal); de Concepción barrios como Boca Sur (Gran Concepción) o Pedro de
Valdivia Bajo (Gran Concepción); y de Valparaíso barrios como Placilla o
Rodelillo (Valparaíso).

Regiones

31. Implementaremos en Valparaíso el "Plan Más Trabajo" y aplicaremos
planes equivalentes en Talcahuano y San Antonio, con el fin apoyar su
transición productiva.

32. Crearemos nuevas Agencias de Desarrollo Regional en cada región, con
oficinas provinciales.

Servicio militar

33. Comenzaremos la transición hacia un cuerpo armado profesional y
voluntario, aumentando los soldados profesionales a 2 mil y a mil las
voluntarias mujeres.

34. Crearemos un programa de Servicio Ciudadano como alternativa al servicio
militar obligatorio. Este programa generará un espacio de interacción de
jóvenes de distinto origen social y aporte servicios sociales de alto
impacto a la comunidad.

35. Reemplazaremos el actual sistema binominal por un sistema electoral que
garantice competitividad, gobernabilidad y representatividad.

36. Aplicaremos un sistema de registro electoral automático para ciudadanos
y ciudadanas mayores de 18 años.

US legal citizens will be disenfranchised because those whom receive
amnesty will end up with twice the voting power as legal citizens.
Mexican nationals will be able to vote for US president, and as dual
citizens also participate in Mexican Elections. There is no provision
for the illegal immigrant to renounce citizenship in any of these
uninvited guest amnesty programs.

For all realistic purposes, the Mexican government is governing in the
southwest but US citizens have no voice in these affairs. For example,
consular cards issued by Mexico are valid IDs, and they lobby to
create laws such as amnesty, and other social programs. They are
working with trucking and ports, building a new port in Mexico to
service the US. The Mexican government is making decisions effecting
everyday life here in US proper, and their role will only increase,

Yet, even with the effects of Mexican government touching every legal
US citizen, we are not eligible to participate in Mexican elections.

In this future country without borders there is no plan for us to be
represented equally, yet legal citizens will be paying most of the
taxes for all the social services and new infrastructure that will be
required.

With this scenario it really wont matter if the GOP loses or gains
votes, the two party system and your vote will be irrelevant.

I had a Corolla once with over 215,000 miles on it. When I went away to
college my brother traded it in on a Ford. That was over 13 years ago. It
had a very distinctive paint job. I still see it around town from time to
time. They really are the best built cars on Earth. It shows in the resale
value too. I like the fact that every bolt is either a 10mm or a 14mm. You
can fix anything on a Toyota with only two wrenches! Modern simplicity.

I just moved to the Bay Area and watched the new South Park
which picks on that city. I almost died laughing. Matt &
Trey got the city perfect, full of smug, self-righteous
adults who enjoy sniffing their own farts, and their kids
who take lots of drugs.

While hybrid automobiles emit much less smog, the problem is
that the people who drive them emit lots of smug. San
Francisco already had the highest levels of smug in the
country, but when the people of South Park begin driving
hybrids, their smug is so great that after combining with
George Clooney's smug it threatens the whole planet.

And it's true that everywhere you go someone offers you acid.
That's what I love about the city, I never want for bud and
hallucinogens. Absolute paradise. We're so much more
progressive than y'all...

Berlusconi baby gaffe riles China

Italian Prime Minister Silvio Berlusconi has landed himself in hot water
with comments that the Chinese under Mao Zedong "boiled babies".

The PM, who is running for election in April, refused to withdraw his
remarks when pressed by reporters, saying it was "an historical fact".

But the gaffe has angered China, which is marking the Year of Italy in 2006.

The Chinese foreign ministry has said it is "dissatisfied with such
groundless words".

"Italian leaders should use words and actions that are beneficial to stable
and developing friendly relations between China and Italy," the ministry
said in a statement.

The Chinese embassy in Rome has also expressed its dismay.

'Questionable'

Mr Berlusconi is renowned for making outspoken comments. At the launch of
his 2006 election campaign, he told his audience: "I am the Jesus Christ of
politics. I am a patient victim, I put up with everyone, I sacrifice myself
for everyone."

His comments on Maoist China were first made at a rally on Sunday.

"I am accused of having said that the [Chinese] Communists used to eat
children," he said.

"But read The Black Book of Communism and you will discover that in the
China of Mao, they did not eat children, but had them boiled to fertilise
the fields."

He tried to calm the furore on Wednesday, telling Italian TV: "It was
questionable irony, I admit it, because this joke is questionable. But I did
not know how to restrain myself."

Romano Prodi, his main opponent in the elections being held on 9 April, said
his comments were "unthinkable".

"The damage caused to Italy by an insult to 1.3bn people is by all means a
considerable one," he told Italian radio.

US Troops Flee to Canada to Avoid Iraq

Toronto, March 29 (RHC)-- Hundreds of deserters from the U.S. armed
forces have crossed into Canada and are now seeking political refugee
status there, arguing that violations of the rules of war in Iraq by
the United States entitle them to asylum.

According to a story in The Guardian, datelined Toronto, a decision on
a test case involving two U.S. soldiers is due soon and is being
watched with interest by fellow servicemen on both sides of the
border. At least 20 others have already applied for asylum and there
are an estimated 400 in Canada out of more than 9,000 who have
deserted since the invasion of the Arab country three years ago.

Ryan Johnson, a 22-year-old from near Fresno in California, was due to
be deployed with his unit to Iraq in January last year but crossed the
Canadian border in June and is seeking asylum. Johnson told the
Guardian: "I had spoken to many soldiers who had been in Iraq and who
told me about innocent civilians being killed and about bombing
civilian neighborhoods."

Johnson said it was unclear exactly how many U.S. soldiers were in
Canada but he thought 400 was a "realistic figure". He had been on
speaking tours across the country as part of a war resisters' movement
and had come across other servicemen living underground.

Jeffrey House, a Toronto lawyer who represents many of the men, said
that an increasing number were seeking asylum. "There are a fair
number without status and a fair number on student visas," he said,
and under UN guidelines on refugee status they were entitled to seek
asylum.

The first test cases involve Jeremy Hinzman, 26, who deserted from the
82 Airborne Division and Brandon Hughey from the 1st Cavalry Division.
A decision on their applications is due within the next few weeks. If
they are turned down, the case will be taken to the federal appeal
court and the Canadian Supreme Court, according to attorneys, a
process that would last into next year at least.

All deserters, past and present, are placed on an FBI wanted list.
Earlier this month, Allen Abney, 56, who deserted from the U.S.
Marines 38 years ago during the Vietnam War, was arrested as he
crossed into the U.S., a journey he had taken many times before
without any problems. He was held in a military jail in California for
a few days, and then discharged.

Jeffrey House says that the military has "resuscitated long-dormant
warrants." He said that he knows of at least 15 people "who have
crossed 10 or more times without problems and then all of a sudden
they are arresting people. It seems like it would be connected to
Iraq."

Lee Zaslofsky, the coordinator of the War Resisters' Support Campaign
in Toronto, said that he was impressed by the young men who were
seeking asylum. "Some have been to Iraq and others have heard what
goes on there," he said. "Mainly, what they discuss is being asked to
do things they consider repugnant. Most are quite patriotic... Many
say they feel tricked by the military."

The London-based The Guardian noted that during the Vietnam War,
between 50,000 and 60,000 Americans crossed the border to avoid
serving.

Ecuadorans Accuse US of Human Rights Violations

Quito, March 29 (RHC)-- Ecuadoran organizations have accused the
United States of violating human rights, something only possible in an
"absolute State" reluctant to sign treaties in favor of life. A news
release from several rights groups rejects the immigration bill
currently being debated in the U.S. Senate, aimed at stopping the
exodus of foreigners to that northern country.

These groups are also opposed to the Sensenbrenner Bill, called
"Protection of Borders, Anti-terrorism and Illegal Immigration
Control," which is widely questioned by U.S. and international human
rights groups. The implementation of this measure, also known as the
anti-immigrant law, will be a setback for all nations and peoples,
according to the text of the news release.

The statement, signed by nine human rights groups, refuses to consider
immigration a criminal act when it has been a consequence of economic
policies applied in Latin America and promoted by the White House. In
related news, the National Confederation of Indigenous Nationalities of
Ecuador (CONAIE) has convened a general assembly to define actions to be
taken against the free trade agreement with the United States. The meeting
has been scheduled for Friday, March 31st, in Riobamba, capital of
Chimborazo Province, despite a state of emergency decreed by the government
in the area seven days ago, according to CONAIE vice president Santiago de
la Cruz.

The decree, which restricts rights to free speech and assembly, "is a
clear sign of the government's uneasiness and weakness," according to
de la Cruz. He also announced that results of mobilizations begun
March 13th and the strategy for the next few weeks will be reviewed
during the meeting.

The Terror Organization KADEK

1. General

Historical Background

The initial activities regarding the terror organization PKK have
started with the intellectual activities of some students defending the
Marxist-Leninist ideology within the Ankara's Democratic Patriotic
Students Association (ADYÖD) under the leadership of Abdullah ÖCALAN
since 1973.

Abdullah ÖCALAN and his friends declared the setting up of the
Kurdistan's Workers Party (PKK) during an illegal meeting held in the
Diyarbakir province, Lice district, Fis village on November 27, 1978
which was called 1 st. Congress.

The inital documents stating PKK's aim were the "The Way Of
Kurdistan's Revolution-Manifesto" and party program published in 1978.
According to the said program, the aim of the terror organization is to
found initially an independent Marxist-Leninist Kurdistan state in the
East and Southeast Anatolian regions in Turkey by using the method of
armed propaganda and to achieve subsequently its final goal of
establishing an "Independent United Kurdistan" through the unification
of the Kurdish states to be founded in neighboring countries.

To this end, the terror organization PKK having officially declared
the commencement of its armed activities following the bloody attacks
on the districts Eruh and Þemdinli on August 15, 1984 has determined
four-stage strategy in order to divide and destroy Turkey by trying to
gather some part of the people, who have been living in peace within
the country for thousands of years, on a separate territory under a
different flag claiming that they have allegedly a different identity.

According to the above-mentioned strategy, it has been intended to;

- Obtain certain cultural and social rights at the first stage,

- Set up an autonomy or another administrative system of federation
type at the second stage,

- Establish the alleged North Kurdistan in our territory at the
third stage and

- Found an independent and united Kurdistan state in the region to
include some parts of Iranian, Iraqi and Syrian territories at the
final stage.

To this end, the terror organization PKK has adopted the method of
separatism-based, three-phased armed propaganda which was called the
war of people, and based on violence directed against the regional
people. Accordingly, the terror organization PKK has aimed at.

- Completing strategic defense stage through armed propaganda,
alleged guerilla war and mobile war operations under the control of its
leading staff within the framework of its ideological ideas in the
first phase,

- Partially completing the process of establishing fronts and an
army and thus, creating the strategic balance which will provide the
balance of power between the security forces and the terror
organization in the second phase and,

- Establishing saved areas in the region after triggering public
risings wherever possible by escalating the conflicts and passing into
strategic attack state when seizing the authority in the third phase,

The terror organization which has increased its armed force over 8
thousand men and raised the violence it has used against the people
regardless of their being women, elder or children to the highest level
from 1992 has not been able to achieve the above-mentioned stages until
today due to the measures taken in accordance with the "Area
Superiority Concept" put into practice from 1994, and the operations
successfully conducted by security forces. As a result, the separatist
terror organization was forced to take the decision of unilateral
ceasefire four times in 1993, 1995, 1998 and finally on September 01,
1999 in order to preserve its terrorist power.

The terror organization desiring to exploit the alleged cease-fire
as an opportunity of recovery for tactical purposes has tried to prove
that it still maintains its existence by continuing its acts and
violence against the civilians and security forces in rural, on the one
hand, carrying out sabotage and bomb attacks in the cities, on the
other hand.

The Turkish Armed Forces has gained an important success in pulling
down the terror organization and its activities to a marginal level
through a successful military operation it has conducted under the
Turkish constitution and legislation to destroy the internal threat, by
acting in a way that ensures the simultaneous implementation of a
series of administrative, social and economic measures taken to prevent
the support being provided to the terror organization.

The last achievement of the Turkish Armed Forces in struggling
against terrorism was that head of the terror organization A. ÖCALAN,
who was deported from Syria, was taken to Turkey following his capture
in Kenya/Nairobi on February 15, 1999 and brought before the
independent court.

The terror organization, tending to resort again to violence during
the period when the head of the terror organization has been taken to
Turkey and brought before the judge, has been able to adapt itself to
the new situation in a short time within the framework of the defense
that head of the terror organization has made in the court and has
tried to reach its goal by exploiting Turkey's EU goal and certain
values such as human rights and democratic rights widely accepted by
the international community. Within the framework of his defense in the
court, the head of the terrorist organization has changed his tactic
and begun to articulate such concepts as "Democratic Republic" and
"Democratic Middle Eastern Union" in its defense to save himself from
capital punishment.

At the VII. Congress of the terror organization held in the Kandil
Mountain region in Iraq on January 02-23, 2000 during which the new
strategy of the terror organization was agreed, it was decided that;

- The armed activities should be resumed in case of execution of
head of the terrorist organization and.

- The Kurdistan's National Liberation Army (ARGK), the alleged
military flank of the terror organization should maintain its existence
under the title of "People Defense Forces (Hezi Parastini Gel-HP) and
the Kurdistan's National Liberation Front (ERNK), the alleged political
flank of the terror organization, which mainly carries out activities
in European countries under the "Kurdish Democratic People Union
(Yekita Democratic A Gele Kurd-YDK) until appropriate legal
arrangements regarding recognition of the Kurdish identity in Turkey
and constitutional guarantees are provided.

The legalization plan that the terror organization has developed
according to its new strategy agreed during its congress, provides for
the followings:

- Giving the message that it is ready to make peace with the
government of Turkish Republic in order to obtain the status of being
recognized as a party in national and international public opinion,

- Handing over some terrorists to the security forces to convince
the public opinion that it is allegedly ready to make peace,

- Making political studies within the People's Democratic Party
(HADEP), which has political connection with the terror organization,
or a similar legal organization, and cooperating with other political
parties,

- Making guiding studies within the municipalities governed by
HADEP to broaden grass roots,

- Having contacts and cooperating with intellectuals from all
circles in Turkey's democratization to ensure the alleged cultural
rights of Kurds being recognized,

- Demanding that the Turkish government should make legal changes
to prove its goodwill through the human rights organizations,

- Bringing up the education in Kurdish language,

- Ensuring the Kurdish identity coming to the fore by focusing on
cultural activities,

- Organizing campaigns in order to ensure the scope of the law of
amnesty being extended,

The terror organization has attempted by its new plan to reach its
final goal that it could not achieve through its armed struggle it has
been carrying out for 16 years, through legalization efforts. To this
end, it has increased its activities it has conducted under the title
of the "Democratic Republic" at home and under "Political Settlement (
Solution ) To The Kurdish Problem" abroad,

In the plan the terror organization developed under the name of
"Peace Project" on March 07, 2000 following the VII. Congress,

- The alleged "Kurdish Problem" and PKK terror are identified with
the Irish, Palestinian, East Timor and Basque problems and it is
requested that the related "Political Solution" initiatives should also
be taken in Turkey and,

- It is put forward that the settlement of the alleged Kurdish
problem in Turkey in accordance with the predictions of head of the
terror organization, Öcalan would also serve the settlement of the
problems in the Middle Eastern countries, and the "Democratic Middle
Eastern Union" to be set up in regional countries would lead to
economic, social and cultural developments,

- Subsequently, in its 2nd "Party Assembly" meeting held in North
Iraq in September 2000, the terror organization decided to be
reorganized to conceal its terrorist identity and began to term its
former structure with innocent titles,

- Assuming that the new strategy of the terror organization could
not be well understood and adopted by its mountain members, the terror
organization held the III. "Party Assembly" meeting between 27 February
and 03 March 2001 and focused on restructuring activities in accordance
with the decisions it took during the said meeting. In addition, the
terror organization, having assessed that the people movement
activities could not achieve the desired level, has intensified its
efforts to ensure its new strategy being accepted by its members and
supporters through a series of meetings.

In this context;

* The "Centralized Propaganda and Media Conference" was held
between 29 May and 07 June 2001 in order for the efforts in the media
field, that the terror organization considers to be insufficient, and
to reach an organized structure,

* The "1st Public Movement Conference" was held between 20 June and
02 July 2001 for the purpose of carrying out the acts and activities
the terror organization has started under the name of alleged 2nd Peace
Efforts, in a more organized manner through its supporters and
sympathizers who are directed by the front organizations,

* The "1st Public Defense Forces (HPG), Conference" was held
between 28 June and 12 July 2001 in order to develop a new structure by
making radical changes in the armed flank of the terror organization
from the armed group order and discipline to war tactics and
techniques,

* The "3rd Free Women Party (PJA) Conference" was held on July
11-22, 2001 to make the women organizations conducting activities in
legal and illegal fields more active and organized,

* The "1st Culture, Art and Folklore Conference" was held on 11-22
July 2001 in order to indoctrinate wider parts of the people with
separatist ideas and,

* The "6th National Conference" was held on August 05-22, 2001
under the leadership of the alleged Supreme Council of the terror
organization in order to coordinate the conferences to be held in line
with the activities the terror organization carries out in various
fields and to direct all organizational efforts towards public
movements,

- The above-mentioned conferences have drawn special attention as
the ones which have been held within the framework of preparations for
the 8th Congress of the terror organization PKK. According to the
decisions taken during the said conferences, various campaigns have
been organized primarily in Europe and subsequently in Turkey for the
purpose of gaining support for the requests of constitutional
recognition of the Kurdish identity and the use of Kurdish language as
the language of education. However, the terror organization has not
been able to reach the desired level of participation by the people.

- On the other hand, the terror organization has focused on
re-establishment of the terrorist groups not directly affected by the
security forces and on their armed training in raid, laying ambush and
sabotage. The disagreements arising within the terror organization,
PKK-KPU conflict and escape of nearly five hundred Syrian terrorists
from the terror organization in particular have been the noticeable
problems that the terror organization has faced within the period under
review.

- In the meantime, the defense that head of the terror organization
has developed for his trial lasting in the European Court of Human
Rights has been printed by the terrorist organization in a two-volume
book under the title of "From the Sumerian Monastic State To The
Democratic Republic", accepted as the second manifesto and begun to be
used as a guide document for all activities carried out by the terror
organization and as a basic document in the ideological training of the
terrorist organization's members and supporters.

- The 8th Congress preparations which have lasted for a long time
in accordance with the outline of the said defense of head of the
terrorist organization was held in the Kandil Mountain region in
Northern Iraq on April 04-10, 2002 with the participation of 285
terrorist's 106 of whom were women and 179 men as well as about 100
audiences,

- In the said congress during which the activities the terror
organization PKK has conducted in the past and report developed
according to the defense of head of the terror organization and
submitted to the congress have also been evaluated, it has been pointed
out that;

* The terror organization PKK has obtained some advantages like
raising of the Kurdish problem in international area as a result of the
armed struggle it has conducted since 1977,

* However, the ideology and modus operandi adopted by the terror
organization at the beginning have failed due to the collapse of the
former Soviet system and the anti-terror environment arising following
the September 11, 2001 terrorist attack on the US and,

* It has been the time that PKK would be replaced by a completely
new formation in order not to be included in the list of terrorist
organizations, and it must undergo restructuring beginning from its
ideology to its lowest-level units, including a change in its
organizational title,
